The size of the average secondary class nationally, at 22.0, is still five below the average primary class. In 2001-02 secondary
headteachers will receive an average of £70,000 and primary headteachers £24,000 in direct grant to spend as they choose including
on reducing class sizes if that is their priority.
The full-time equivalent number of regular secondary teachers in the north-west increased by 1,300 between January 1997 and January
2001.
In addition, the size of the average primary class in the north-west has gone down from 27.9 in January 1997 to 26.7 in January
2001. The corresponding figure for primary children in the Ribble Valley constituency is from 29.1 to 27.7.

Jacqui Smith: We do not collect information about schools' uniform policies. The Government believe that school uniforms can make a
valuable contribution to the identity and discipline of schools. It is, however, for school governors to decide whether there should
be a uniform, and we believe that this should remain the case.

Mr. Paterson: To ask the Secretary of State for Education and Employment if he will make a statement on the education standard
spending assessment for (a) secondary and (b) primary school pupils. [157930]
Ms Estelle Morris: Between 1997-98 and 2001-02 funding for primary schools has increased by £640 per pupil in real terms, and for
secondary schools by £550. The ratio of secondary to primary funding per pupil has narrowed from 1.3 to 1 in 1997-98 to 1.2 to 1 in
2001-02.
Since 1997, funding overall has increased by £540 per pupil in real terms. Under the last Government, it fell by £80 in real terms
between 1994-95 and 1997-98.

Ms Estelle Morris: My Department does not collect this information. The statutory Code of Practice on School Admissions recommends
as good practice that admission authorities should operate co-ordinated admission arrangements. The code also encouraged the
setting-up of admission forums, which now operate in most areas, and which play a key role in bringing together various admission
authorities to seek solutions to common problems and to improve the level of co-ordination in local admission arrangements.

Mr. Tyrie: To ask the Secretary of State for Education and Employment what has been the change to average class sizes in sixth forms
in (a) West Sussex and (b) Chichester constituency since May 1997. [158593]
Ms Estelle Morris: In West Sussex local education authority the size of the average sixth form class has fallen from 11 in January
1997 to 9.7 in January 2001. The corresponding fall in Chichester is from 11.1 to 10.5.
At secondary level, the 2001 figures show that class sizes nationally have stabilised after a decade of rises. As for the
pupil/teacher ratio in secondary schools, the number of pupils in secondary schools rose between 1991 and 1997 and between 1997 and
2001 by just under 190,000 nationally in both sets of years--yet the increase in the pupil/teacher ratio nationally in secondary
schools was three times greater between 1991 and 1997 than it was between 1997 and 2001. Indeed, the 2001 figures show that the
secondary pupil/teacher ratio has in fact improved for the first time in 10 years and now stands at 17.1.

Jacqui Smith: [holding answer 2 February 2001]: Our monthly batched mailings to schools clearly distinguish between documents
requiring action and those for guidance and information. Since May 1997 schools have had an average of one action document a
fortnight during term time from DFEE. Many of these related to literacy and numeracy, teachers pay or funding improvements. Most
items sent are for information only.
Since September 2000, we have sent less automatically to schools. Of the 47 documents sent to all primary schools since September
2000 only 11 required action. The main documents of substance were the guide to improve grammar teaching and the autumn package of
benchmarking data on pupil performance.
The position for secondary schools was similar. Of the 48 documents sent since September 2000 only 11 required action. The main
document of substance was the autumn package of benchmarking data on pupil performance.
The table shows for each school how many documents we sent to all primary or all secondary schools. Many documents went to both
types of school and are counted in each list. The full list of titles is in the Library.

Mr. Paul Marsden: To ask the Secretary of State for Education and Employment if he will make a statement on the funding of a
replacement playground for Sundorne Secondary School in Shrewsbury. [154460]
Jacqui Smith: This is a matter for Shropshire local education authority (LEA) to manage, working with the school. I understand that
the school has made representations to the authority to secure funding for this project.
Several possible sources of funding exist for this project. In January this year, we announced New Deal for Schools (NDS) Condition
and New Deal for Schools (NDS) Devolved formula funding for the next three years to 2003-04. From that funding, Shropshire LEA and
its schools will receive around £4.08 million NDS Condition funding and £5.82 million NDS Devolved formula funding over the period.
The NDS Devolved formula allocation will be increased by the extra funding announced in the Chancellor's Budget statement on 7
March. As a result, I estimate that Sundorne Secondary School will receive over £16,000 in total next year under the NDS Devolved
capital funding programme, with increased amounts in later years, for it to use on priority capital work.
New Deal for Schools (NDS) Modernisation funding, totalling £555 million for schools in England, will further increase funding
available to Shropshire LEA from 2002-03.

class, after rising for a decade. The size of the average secondary class nationally, at 22, is still five below the average primary
class. In 2001-02 secondary headteachers will receive an average of £70,000 and primary headteachers £24,000 in direct grant to
spend as they choose, including on reducing class sizes if that is their priority.
By September 2000 there were only 316 infants in classes over 30 in East Sussex compared to 6,433 in January 1998. East Sussex has
benefited from over £5 million in grant to enable it to reduce infant class sizes to this extent. In Eastbourne there were 33
infants in classes over 30 in September 2000 compared to 1,637 in January 1998.

The number of schools in receipt of funds in addition to Standard Spending Assessment from Education Action Zones, Excellence in
Cities, and Specialist School Status are shown in the following table. Some individual schools benefit of course from inclusion in
more than one category. From September 2001 the number of secondary schools benefiting under EiC will increase to some 1,000 schools
as the programme is implemented in 10 new authorities and within 11 new Excellence Clusters.

terms. Grant figures have not yet been finalised for 2001-02, so no comparable figure is available for that year.
