Proceeding contribution from Lord Herbert of South Downs (Conservative) in the House of Commons on Thursday, 3 April 2014. It occurred during Backbench debate and Debate on select committee report on Civil Service Reform.

Civil Service Reform

I find great difficulty in understanding how a cross-party Select Committee would find it impossible to come to a conclusion, but a parliamentary commission would not. Perhaps the hon. Gentleman could explain that.
