Mr. Kynoch: In the 11 months to the end of February 1997, Locate in Scotland and the Scottish Office Education and Industry
Department helped to attract to Scotland a total of 80 inward investment projects. These projects involve planned investment of £3.0
billion and the expected creation or safeguarding of 13,679 jobs.

Mr. Stewart: To ask the Secretary of State for Scotland if he will make a statement on improving access to the collections of the
national galleries of Scotland. [20610]
Mr. Michael Forsyth: I am anxious that the people of Scotland should have the fullest possible opportunity to see and appreciate the
country's heritage of art and design in appropriate surroundings. At present only one fifth of the Scottish paintings held by the
national galleries of Scotland--NGS--are on permanent public view. It is right that action should to taken to improve the position.
To this end I am inviting the NGS trustees to consider the establishment of a new national loans scheme whereby coherent groups of
good quality works of art from the national galleries are made available for exhibition at suitable local museums and galleries and
other appropriate locations throughout Scotland. This initiative would also encourage local museums and galleries to take advantage
of the opportunities offered by the heritage lottery fund to upgrade their facilities to a standard appropriate to housing works of
national importance.
As a further step the board of trustees of the NGS has put to me revised outline proposals to establish a new national gallery of
Scottish art and design in Glasgow. These proposals reflect the advice of the national heritage memorial fund that it could not
support a project of the scale described in the NGS's original application for lottery funding towards the capital costs of
acquiring and fitting out the former Post Office building in George Square. The new proposals which take account of that advice are
smaller in scale and more focused on the objective of making available to the public good quality works of Scottish art which are
not currently on permanent display.
The trustees are aware that the capital costs of the revised project would need to be met from non-Government sources and I would
require half of the running costs for at least the first four years to be met from private sources. The provision of the balance
from public funds would be a matter for consideration in future public expenditure rounds. The project would also have to meet
normal requirements of public sector investment appraisal.
On the basis of these assurances about the funding of the capital and running costs of a Glasgow gallery, I am prepared for further
detailed work to go ahead on this proposal, in parallel with the development of the new national loans scheme initiative, with the
objective of maximising access to the national collections.

Mr. Stewart: To ask the Secretary of State for Scotland what is his latest assessment of the economic consequences of his policy
towards non-domestic rates in Scotland; and if he will make a statement. [17340]
Mr. Kynoch: Ratepayers have saved more than £1.4 billion in the past 5 years. If the Government had not harmonised rating, next
year's bills would be at least double their current levels. We are further freezing the business rates for all small businesses in
1997-98; direct support in that year alone will total over £170 million.
The success of the policy is clear. In the last decade the number of companies registered in Scotland has increased by almost
14,000. Business births in Scotland continue to exceed business deaths.
This is good news for Scottish business.

Mr. Stewart: To ask the Secretary of State for Scotland if he will grant relief to domestic customers in respect of sewerage charges
in 1997-98. [16607]
Mr. Michael Forsyth: Yes. I have set aside £59.7 million for this purpose. This sum represents a saving to an average band D
household of around £36 in 1997-98. This relief, first introduced in 1996, is a transitional arrangement which will be phased out by
April 1999. We shall pay grant to water authorities to compensate for the charge income they will forgo in 1997-98. Of this, £18.2
million will be available to the East authority, £14.9 million to the North authority and £26.6 million to the West authority. The
necessary order is being laid before Parliament.

Mr. Kynoch: Non-domestic rate income in scotland for 1997-98 is provisionally estimated at £1,335 million. No estimates are
available of this income broken down in the form requested. The table shows the percentage of total rateable value in Scotland
accounted for by non-domestic subjects in the (a) industrial, (b) commercial and (c) other categories in April 1996, the latest date
for which the information is available. Shares of rateable value do not give a precise estimate of shares of rates paid, as reliefs
and exemptions may differ between different categories of subject.

Lord James Douglas-Hamilton: The national roads directorate proposes subject to planning approval, to use Marlin lodge as a
temporary office from which the contractor and the Scottish Office's site representative would manage site operations during the
Dumbreck to Malletsheugh's three-year maintenance period. A planning application for a "change of use" for the property has been
lodged with East Renfrewshire council.
When the land required for the adjacent road scheme is identified, it is expected that Marlin lodge and any surplus land will be
disposed of in line with the statutory guidelines.

Mr. Raymond S. Robertson: Revised Education (Fees and Awards) (Scotland) Regulations will be laid before Parliament to consolidate
the 1983 regulations. An amendment will be laid thereafter to the consolidated regulations to add a requirement of being settled in
the United Kingdom under the immigration laws to the existing criteria for establishing a "relevant connection" for the purpose of
student fee classifications by institutions and to the rules of candidate eligibility for certain awards which may be adopted under
the regulations.

Mr. Stewart: To ask the Secretary of State for Scotland if he will make a statement on the organisation of training for the
judiciary. [11027]
Mr. Michael Forsyth: I have decided to establish a judicial studies committee to promote training for the judiciary both in the
supreme court and in the sheriff court. The right hon. Lord Ross, who has recently retired as Lord Justice Clerk, has agreed to
chair this committee which will comprise members from:
The supreme courts
sheriffs principal
Sheriffs' Association
Temporary Sheriffs' Association
Scottish courts administration together with a lay person or persons with experience in training techniques.
The committee will be supported by a director of judicial studies who will be a serving sheriff undertaking this work on a part-time
basis. The remit of the director will be to initiate and promote appropriate developments under the supervision of the judicial
studies committee.
The committee will be able to build on the foundation of induction and other training already provided by the Sheriffs' Association.
But the speed and scale of change in many areas of the law in recent years, the increasing impact of information technology, and the
greater emphasis across the professions on continuing development for their members all point to the need for more sustained and
co-ordinated effort in the training field. In the past, there has been little or no formal training for supreme court judges, and
the new committee will also consider their needs, which in some respect will be the same as those of the shrieval bench.
I believe that, by focusing effort in this way, the knowledge base and practical skills of the Scottish judiciary will, over time,
be significantly enhanced, in ways which will both benefit court users and enhance public confidence in the justice system.
These proposals derive in part from work undertaken by a group established in 1994 under the chairmanship of the right hon. Lord
Cameron of Lochbroom, for whose contribution I am most grateful.
I am consulting the Lord Advocate, the Lord President of the Court of Session, the sheriffs principal and the sheriffs' associations
about the membership of the committee with a view to it starting work as soon as possible.

Mr. Michael Forsyth: In accordance with the Government's policy on periodic reviews of executive agencies my Department will
commence this month a thorough review of the Scottish Office Pensions Agency. The remit for this review will be as follows:
To carry out prior options review of the Scottish Office Pensions Agency in accordance with Cabinet Office--OPS--guidance and the
agreed timetable, by (a) re-examining the status options considered before the agency was created, in the light of experience and of
any changes in internal or external circumstances; (b) testing rigorously whether the agency function is required at all, and the
scope for privatising, contracting out (which could include market testing), transferring functions to another body, continuation of
agency status or returning the functions to the Scottish Office; (c) consulting widely amongst the key players in the agency
(management and staff), the Scottish Office, HM Treasury and the Cabinet Office, as well as customers and other interested bodies
and other suppliers of similar services; (d) assessing each option in terms of practicability and value for money; and (e) making
recommendations accordingly to the Secretary of State for Scotland.
In order to help ensure that all options are considered fully, comments from interested parties will be welcome. Comments should be
sent by 17 February 1997 to the following address. The results of the review will be published in the early summer.

the private finance initiative might contribute to establishing the new unit. Its plans do not involve East Renfrewshire council,
and I understand that neither Greater Glasgow health board nor the Victoria Infirmary NHS trust is aware of any discussions with
East Renfrewshire council in relation to this development.

Mr. Bowis: The Department of Transport has not made any assessment of an overall liberal air cargo regime for Scotland, since air
cargo matters are negotiated bilaterally with individual countries on behalf of the United Kingdom as a whole. In assessing the
economic benefits of cargo liberalisation in specific bilateral arrangements, the Department takes account of the overall interests
of the United Kingdom, including consumers, airports and airlines.

Lord James Douglas-Hamilton: Greater Glasgow health board has granted preferred provider status to the Victoria Infirmary NHS trust
for the development of 60 care of the elderly beds at Mearnskirk hospital. It is expected that this facility will more than match
expected future needs in that sector. Both the board and the trust are keen to seek best value for money and to ensure that the
proposed development is of a high standard and provides an environment best suited to providing care.

and the postgraduate students' allowance scheme, including the rates for those course which do not attract student loans, together
with the rates for the various supplementary allowances payable to both undergraduate and vocational postgraduate award holders.
The support available to undergraduate students in 1997-98 through the main rates of maintenance grant and loan, taken together,
will be 2.5 per cent. higher than in 1996-97, thus maintaining its value in real terms. Postgraduate maintenance grants and
supplementary allowances will be increased by a similar amount.
Tuition fees will continue to be reimbursed to institutions through the student support system on behalf of eligible students. The
undergraduate rates will be the same as in 1996-97.
These changes are consistent with those for England and Wales announced by my right. hon. Friend the Secretary of State for
Education and Employment. Details have been placed in the Library.
