There is widespread concern about the Government sticking to the decision made in 2016 to shut Army Training Regiment Winchester, which trains 20% of our troops. To ask the Secretary of State for Work and Pensions, what steps he is taking to reduce waiting times and improve contact accessibility for Child Maintenance Service users in Winchester constituency.
The Child Maintenance Service (CMS) is committed to improving accessibility and customer experience for all users, including those in the Winchester constituency. The Department recognises that call waiting times and contact routes have not always met expected standards and has taken steps to address this.
CMS has implemented the Digital Assist Telephony Service to support customers to use online services and reduce avoidable call demand.
CMS has invested in enhanced telephony routing to prioritise vulnerable customers and direct callers to the right support quickly, with additional operational capacity deployed when required to maintain service levels. CMS has extended weekday telephony hours to 6pm to meet demand.
CMS has expanded digital self-service, including Get Help Arranging Child Maintenance (GHACM) and My Child Maintenance Case (online account), which provide 24/7 access for parents to manage their case without needing to call, improving accessibility and offering greater flexibility on how and when customers make contact. Communication has been further improved through the introduction of online messaging for specific processes, with further expansion planned.
By promoting self-service options online and efficient call routing, we have freed up valuable resources to deliver a more responsive service and allow caseworkers more time to better assist customers who need to reach out to us via telephone. These measures are delivering progresses.
The Department will continue to monitor performance and invest in further improvements to ensure customers receive timely, high-quality support through the channels that best meet their needs and remains committed to providing a reliable, fair and responsive service for all parents across the country.

Department officials are in regular conversation with South Western Railway regarding their service provision in response to demand. When reviewing train services, the Department needs to assess business cases and balance demand with value for the taxpayer in its considerations.
The Department’s aim is to keep the price of rail travel at a point that works for both passengers and taxpayers, where possible. We are also committed to simplifying the fares and ticketing system and driving innovation across the network.
The Rail Minister recently met with South Western Railway regarding their operational performance, as he has done and continues to do with all Operators, as this is a key priority of the Department.
On 25th May 2025, SWR will be the first operator to be nationalised following the introduction of the Passenger Railway Services (Public Ownership) Act 2024. This will lead to the introduction of Great British Railways which will bring track and train together under one directing mind, with a relentless focus on improving services for passengers and customers.
That this House expresses deep concern over the ongoing crisis in healthcare provision in Winchester, including the two declarations of critical incidents at Royal Hampshire County Hospital in Winchester this winter; notes with alarm that a primary cause of hospital overcrowding is the lack of social care packages available from the Conservative-run Hampshire County Council, preventing patients from being discharged and freeing up vital hospital beds; condemns the years of cuts and neglect to both health and local services by the previous government, including the repeated broken promises of delivering a new hospital in Hampshire despite the lack of available funding; is dismayed by the announcement that the New Hospitals Programme for Hampshire will be delayed by another decade until between 2037 and 2039, failing to deliver the investment urgently needed in Winchester for the provision of A&E services and building improvements; recognises the tireless efforts of healthcare professionals who continue to work under immense strain; calls on the Government to release a full impact assessment of how the delays to the New Hospital Programme will affect patients and NHS staff; and urges immediate action to provide the necessary resources to improve hospital facilities in Winchester, including more support for NHS staff, increased funding for building maintenance and more social care packages.

To ask the Secretary of State for Health and Social Care, what steps he plans to take to tackle the shortage of social care packages in (a) Royal Hampshire County Hospital and (b) Winchester.
Local authorities are best placed to understand and plan for the needs of their population, which is why, under the Care Act 2014, local authorities are tasked with the duty to shape their care market and to commission services to meet the diverse needs of all local people. In performing that duty, a local authority must have regard to current and likely future demand for such services and consider how providers might meet that demand.
The Market Sustainability and Improvement Fund includes grant conditions which require each local authority to submit an adult social care capacity plan. These were submitted to the Department in June 2024.
The Government is supporting local authorities by making available up to £3.7 billion of additional funding for social care authorities in 2025/26, which includes an £880 million increase in the Social Care Grant.

We are committed to ensuring that all women and babies receive safe, compassionate and personalised care through pregnancy, birth and the critical following months. Reconfiguration of the services, as he knows, is a matter for the integrated care boards, which is important, as it allows decisions to be made locally and to be tailored to local interests. All changes should be based on evidence, be clinically led and involve engagement with patients to ensure that they will deliver better outcomes. This is a very important matter.

Under the previous Government’s unfunded new hospitals programme, there were proposals to remove consultant-led maternity services from our hospital in Winchester. Can the Prime Minister reassure me and my constituents that, under the new Government, consultant-led maternity and A&E services will remain in Winchester, and will he commit to funding properly the backlog of maintenance issues that has developed in our hospital?
