To ask His Majesty's Government, further to the Written Answer by Baroness Merron on 2 July (HL231), what were the reasons for progressing the contractual compulsory redundancy of the former Chief Executive of the South Yorkshire Integrated Care Board (ICB) in August 2025, in light of the statement that ministers had...

NHS England has advised that the decision for the South Yorkshire Integrated Care Board (ICB) to remain a standalone statutory body did not remove the wider restructuring context in which the Chief Executive role was considered. NHS England considered the case in the context of proposed changes to ICB Chief Executive roles and local senior leadership arrangements. Its approval was conditional on the Chief Executive role not being filled through external recruitment but instead be addressed through redeployment or other leadership arrangements intended to avoid creating an additional redundancy. On that basis, NHS England progressed as a contractual compulsory redundancy.
To ask His Majesty's Government, further to the Written Statement by Baroness Merron on 2 July (HLWS179), why the redundancy of the former Chief Executive of the South Yorkshire Integrated Care Board can be classified as a compulsory redundancy given the statement that NHS England’s approval was conditional on potential shared leadership...

As set out in the Written Ministerial Statement of 2 July, NHS England has advised that the relevant condition was that the former Chief Executive role should not be filled through external recruitment but should instead be addressed through redeployment or other leadership arrangements to avoid an additional redundancy and that this condition was met. The redundancy was therefore classified as a compulsory redundancy.
To ask His Majesty's Government, further to the Written Answer by Baroness Merron on 17 July (HL1857), which other Integrated Care Boards (ICBs) that remained standalone statutory bodies had their Chief Executive posts treated as contractual compulsory redundancies under that wider restructuring context; and, if there were none, what the...

The Department has not set targets for the number of staff that leave the Department and NHS England through voluntary redundancy and voluntary exit schemes. The 198 departures in November and December 2025 and the 98 employees who had left or were confirmed leavers as of 23 March 2026 formed part of a phased workforce reduction programme.
We are working towards a substantial reduction in size, of up to around 50% in headcount combined across the Department, NHS England and integrated care boards by March 2028. This will be delivered primarily through voluntary exit schemes, natural turnover and tight recruitment controls, and therefore the precise scale of reduction in each organisation will depend on the uptake of these schemes, and the detailed design of the future Department of Health and Social Care.

The contract with Churchill Cleaning is jointly held with the House of Commons. Parliament has outsourced the majority of its cleaning services for more than 15 years for operational efficiency and financial reasons. It is for our contractor to explain the reasons for its employment decisions. However, the House Administrations have made clear their concerns to Churchill Cleaning about the pace and scale of the proposed changes and have received assurances regarding continued delivery to contractual standards. Our cleaners are highly valued members of our community and we are emphasising this to Churchill Cleaning in our discussions with them.
To ask The Senior Deputy Speaker what discussions have been had with Churchill Cleaning regarding its proposals to (1) reduce the amount of time spent cleaning in Parliament by over 1000 hours a week, and (2) make 40 cleaners redundant.

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what steps she is taking to ensure (a) meaningful consultation with trade unions and (b) assess equality safeguards to inform proposed redundancy decisions in the FCDO2030 restructuring.
To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what steps she is taking to ensure (a) meaningful consultation with trade unions and (b) assess equality safeguards to inform proposed redundancy decisions in the FCDO2030 restructuring.
The Foreign, Commonwealth and Development Office (FCDO) is committed to becoming a more strategic, high performing and technology-enabled organisation, better equipped to deliver tangible benefits for the British people. The FCDO2030 reform programme is driving forward this transformation, ensuring the Department can deliver its purpose effectively in a rapidly changing world.
The programme is being implemented in a phased way to support continuity of delivery, minimise disruption and retain critical skills and expertise. Changes to workforce size and structure are being made strategically to ensure the right number of staff, with the right capabilities, are focused on the FCDO's highest priorities. Any redundancies will be made in line with Civil Service Compensation Scheme rules and the 2016 protocols.
The Department recognises the importance of staff morale, workforce pressures, and continuity of delivery throughout this process. Senior leaders continue to engage regularly with staff to provide clarity and support, and recognised Trade Unions have been consulted throughout the restructuring process. All decisions are made in line with the FCDO's legal and Public Sector Equality Duty obligations.
Ministers are kept informed of progress on the wider FCDO2030 programme, while implementation of organisational change is led by the Department. The FCDO will continue to update Parliament on significant developments relating to the programme, and information on workforce size and composition will continue to be published through the Department's official reporting mechanisms.
That this House expresses solidarity with members of the National Education Union taking strike action at St Paul’s Way Trust school; is concerned by proposals by University Schools Trust to proceed with redundancies and cuts to the jobs, salaries and time for planning, preparation and assessment of staff; is further concerned about the impact of this dispute on the health and wellbeing of staff and the quality, stability, and safety of education for pupils; notes the impact of the funding crisis and academisation on secondary school education; therefore, calls on University Schools Trust to reconsider these cuts and redundancies and engage in meaningful dialogue with the National Education Union to find a solution to this dispute; and further calls on the Government to review the role of multi-academy trusts in secondary education and invest in secondary school education to address systemic inequalities in pay, conditions, and funding for educators.

This Government are investing record amounts in the transition to renewable energy. We need to break the dependence on fossil fuels that our country has been forced into by the Conservative party. We will do so by creating wealth, jobs and businesses in the meantime.
