To ask the Secretary of State for Energy Security and Net Zero, how many domestic Green Deal installations have been identified where MCS certificates were not issued in the name of the homeowner; and what steps his Department is taking to deal with those cases.
The Department does not have an estimate for the scale of the issue as we do not hold details of all Green Deal loans issued. Lack of an MCS certificate has appeared as an element in some Green Deal complaints the Department has reviewed, though this has been uncommon. Officials are investigating complaints referred to the Secretary of State in accordance with the Green Deal Framework Regulations, and may issue decisions cancelling or reducing a Green Deal loan where they find breaches of said regulations or the Green Deal Code of Practice. This may include issues related to MCS certificates.

We expect most households to be able to consume the majority of electricity generated themselves.
However, any excess electricity generated from plug-in solar panels would be automatically exported to the grid.

Under any DESNZ schemes, microgeneration technologies including rooftop solar must be installed by an MCS-certified installer or equivalent. The installer must use an MCS-approved product and carry out the installation to the relevant MCS installation standard.
However, the Government inherited a fragmented consumer protection framework for installation of energy efficiency measures. We are currently reviewing the broader consumer protection landscape and will bring forward wider system reforms to ensure consumers can have confidence in the quality of installations and protections when upgrading their homes.

To ask the Secretary of State for Energy Security and Net Zero, what steps his Department is taking to formalise alternative routes to smart export guarantee eligibility for renewable energy installations that are not certified under the microgeneration certification scheme.
The Smart Export Guarantee eligibility criteria are set out in legislation. This requires that an installation and installer are certified through the Microgeneration Certification Scheme (MCS) or a scheme accredited as equivalent. There are no plans to review this requirement.
While such certification is required to access the SEG, suppliers may choose to and, in many cases, do offer export tariffs outside the SEG arrangements.
