To ask the Secretary of State for Health and Social Care, what steps he has taken to increase to availability of (a) defibrillators and (b) other first aid equipment (i) across England and (ii) within Romford constituency.
The Department’s position is that local communities are best placed to make decisions about procuring, locating, and maintaining automated external defibrillators (AEDs) that are managed outside of the National Health Service, including in the Romford constituency.
There are over 110,000 defibrillators registered in the United Kingdom on The Circuit, the independent AED database, and over 30,000 of these have been added in the past two years. Additionally, decisions on the provision of first aid equipment are generally taken locally by communities, organisations, and site owners.

Defibrillators are designed to be simple and safe to use with no prior training. The devices talk users through step-by-step instructions at the time of use.
As part of the department’s defibrillator programme, we provided awareness videos to schools showing how simple defibrillators can be to use, and asked schools to share these videos in staff meetings and assemblies. By providing defibrillators and raising awareness, this programme will help to produce a generation of young people who feel able and confident to use this life saving equipment.

All state-funded schools are required to teach first aid as part of the mandatory relationships, sex and health education curriculum. This involves children aged over 12 being taught CPR and the use of a defibrillator. Decisions on whether to install defibrillators are a matter for individual Train Operating Companies, taking in to account their unique operational circumstances and wider safety arrangements. The Department does not hold information on which Train Operating Companies install defibrillators on trains, either for DfT Operator Ltd managed operators or for Train Operating Companies operating under contracts with the Department.

To ask the Secretary of State for Housing, Communities and Local Government, what role publicly accessible defibrillators play in his Department's work on community resilience and emergency preparedness.
My Department plays an important role in strengthening community resilience and emergency preparedness, supporting local authorities and Local Resilience Forums to plan for, respond to, and recover from emergencies.
It is the Government’s position that local communities are best placed to make decisions about public accessibility to defibrillators as they are a critical component of emergency preparedness and community resilience, they provide a vital time gap between a sudden medical emergency and the arrival of emergency medical services.

In most cases, installing a defibrillator will not require planning permission.
Listed building consent may be required where installation affects a listed building’s special historic or architectural character.
My Department has made no specific assessment of exempting externally mounted defibrillators from the listed buildings regulations.
Local planning authorities have powers, through local listed building consent orders, to grant a general listed building consent for works to listed buildings in their areas where they consider appropriate.
