To ask the Secretary of State for Defence, whether he plans to apply the Project Octopus model of manufacturing Ukrainian-designed systems in the UK to other capability areas, including electronic warfare and marine autonomy.
Project OCTOPUS is our first collaborative capability project with Ukraine under Programme LYRA, which the Prime Minister and President Zelenskyy launched last June. Programme LYRA enables the bilateral exchange of battlefield technology and intellectual property between the UK and Ukraine, under which we will continue to collaborate with our Ukrainian partners to identify the most beneficial projects which support Ukraine's fight and stimulate industrial partnerships of mutual benefit.

The Defence Investment Plan announced the development of Type 94 uncrewed radar platforms as part of the Royal Navy’s Hybrid Navy strategy. The number of platforms to be procured, and the construction schedules for those platforms, have not yet been determined. Detailed requirements will be considered as the programme progresses through its concept and assessment phases.

The Royal Navy will always comply with the relevant legal and regulatory requirements. Work is ongoing with the relevant parties including the Defence Maritime Regulator to support the Hybrid Navy Concept.

The AUKUS Pillar II Signature Project on cutting-edge payloads and enabling systems for uncrewed underwater vehicles (UUVs) will be funded from within the £1.3 billion investment to accelerate the Royal Navy's use of autonomous and uncrewed systems, and £1.2 billion investment in wider Underwater Warfare, set out in the Defence Investment Plan. It builds on the existing funding lines from the Anti-Submarine Warfare Spearhead programme, and wider funding for Maritime Combat Systems.

The Hybrid Navy is central to the Royal Navy’s future force design and will be delivered progressively through a mix of crewed and uncrewed capabilities. The Department continuously manages delivery risks, but the greater risk would be failing to adapt to the character of modern warfare.

The Defence Investment Plan announced at least £1.3 billion of investment in the Hybrid Navy Fleet, comprising uncrewed missile platforms (Type 91), uncrewed underwater sensing platforms (Type 92), extra-large uncrewed underwater vessels (Type 93), uncrewed radar platforms (Type 94) and a future class of Common Combat Vessel (CCV). Detailed requirements and delivery timelines remain subject to ongoing concept and assessment work. Current planning assumptions support the progressive introduction of Hybrid Navy capabilities from the early 2030s, but no specific service entry dates have yet been set for these platforms.
