On Orthodox Christian communities in Ethiopia, I refer the Hon Member to the answer provided in the House of Lords on 23 June in response to Question HL995. On the issue of humanitarian aid for Ethiopia, I refer him to the country-level allocations of Official Development Assistance set out in the Department's annual report and accounts for 2025/26, published on 16 July.

The UK is committed to championing freedom of religion or belief for all, and we are concerned by reports of harassment, vandalism and attacks affecting Christian communities. It is vital that the places of worship used by each religious community are treated with respect and dignity, and that all communities, including Palestinian Christians, are able to practise their faith or belief free from intimidation or violence. Our Consulate General in Jerusalem will continue to engage with church leaders and the Christian community in Palestine, to listen to their concerns.

The UK is committed to championing Freedom of Religion or Belief (FoRB) for all. We recognise that every day, people around the world face persecution or discrimination on the basis of their religion or belief, including Christians. The UK's FoRB Strategy, set out by the Special Envoy last July, continues to guide our international engagement. We regularly raise FoRB concerns with governments worldwide and support locally led interfaith initiatives in regions experiencing acute religious persecution.
Through the UN, G7, and the Article 18 Alliance, the UK works with partners to highlight violations, promote reform of discriminatory laws, and advocate for individuals facing persecution. At the Alliance's fifth‑anniversary event in November, the Special Envoy called for deeper collective action and greater integration of FoRB into responses to global challenges such as conflict, development, and displacement.
We are strengthening coordination with international partners, including the United States and European counterparts, to ensure more coherent global advocacy and more responsive mechanisms to address emerging FoRB crises. We also work closely with civil society, faith leaders and human rights defenders to ensure that the experiences of those most at risk shape our policy and international advocacy.
The UK will continue to champion the right to freedom of religion or belief for everyone, everywhere.

"The UK is deeply concerned by the violence that took place in Haut-Mbomou Prefecture on 29 June and the reports of civilian casualties. We remain in regular contact with the Government of the Central African Republic (CAR) and the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) on the security situation in CAR, including in Haut-Mbomou. At the UN Security Council briefing on CAR on 23 June 2026, the UK raised ongoing protection concerns in Haut-Mbomou and asked how the Government of CAR and MINUSCA were working together to strengthen security and protect civilians. We continue to support MINUSCA's mandate to protect civilians and promote stability."

The UK is committed to promoting and defending Freedom of Religion or Belief (FoRB). The UK has discussed freedom of religion or belief with the Lao authorities through bilateral dialogue, including at the UK-Laos Political Dialogue which took place in London in September 2025. We also work through the UN to promote and protect these rights, including raising country specific issues at the UN Human Rights Council. Laos' UN Universal Periodic Review (UPR) was held in 2025, during which the UK raised concerns over restrictions on freedom of expression, assembly and religion.

"This is a concerning development in China. We note the UN High Commissioner for Human Rights' concern that this law may entrench restrictions on the rights and freedoms of ethnic minorities in a country where the environment for freedom of religion or belief is already restrictive.
"The Foreign, Commonwealth and Development Office has discussed this law with Chinese officials, stressing the importance that the law does not harm the rights of members of minority groups and that it is not applied extraterritorially. As I have said to the Noble Lord in previous answers, we are aware of the cases referenced in these questions. The UK maintains a constructive and longstanding relationship with Bahrain, enabling frank discussion on a range of issues including human rights. We recognise the important role of the Special Investigation Unit within Bahrain's oversight framework and note that an officer has been sentenced in relation to the death of Sayed Mohammed al-Mousawi.
The Gulf Strategy Fund (GSF) programme for the financial year 2025/26 supported a wide range of UK strategic objectives in Bahrain. This included support to security institutions in progressing community justice reforms and exploring avenues of cooperation to counter money laundering and terrorist-financing. All GSF programming is subject to rigorous assessments to ensure it meets with human rights obligations and our values.

The UK recognises that women and girls from religious or belief minority communities can suffer disproportionally because of both their gender and faith- as addressed, for example, in the answer provided on 24 June in response to Question 9814 on the treatment of women from religious minorities in Afghanistan - and we routinely take these factors into account when drawing up our programmes to uphold human rights in different countries. The Department's next report on human rights will be published later this year, covering the period since the current Government came to office, including our work on freedom of religion or belief.
