Having spoken to ambassadors from various nations, such as the Scandinavian and Baltic states, as well as to the high commissioner of Canada, I understand that so many of these countries are now planning for dual-use infrastructure, for instance by expanding the width of motorways so that they can be considered for use by military aircraft in future conflict. Will the Minister update the House on our thinking in that domain?
Having spoken to ambassadors from various nations, such as the Scandinavian and Baltic states, as well as to the high commissioner of Canada, I understand that so many of these countries are now planning for dual-use infrastructure, for instance by expanding the width of motorways so that they can be considered for use by military aircraft in future conflict. Will the Minister update the House on our thinking in that domain?
Dual-use infrastructure is an important part of how we do planning, and my hon. Friend is right that we have to be much smarter and more forward thinking than perhaps has been the case, knowing that we face a very volatile and rapidly changing series of threats ahead.

We always assess security risks on a case-by-case basis, and we do not discuss what they are in public.
A good way of reducing bills is to reduce consumption. In Germany, about 12 years ago, subsidised mortgages were introduced to help reduce the cost of installing triple glazing in houses. However, in conservation areas in this country, such as in my constituency, people are prevented from installing even secondary glazing, so they cannot reduce their bills, even though they would desperately like to. Will the Minister meet colleagues in the Ministry of Housing, Communities and Local Government to get this issue sorted?

I would be more than happy to meet to discuss that. The warm homes plan—our £15 billion investment in home energy upgrades, which is the biggest in British history—will go a long way to achieving some of the ends that my hon. Friend describes. I point him towards the work that we are doing jointly with the Green Finance Institute to bring forward low-cost consumer loans so that people across the country can benefit from clean technology.
Those of us interested in subsea cables will have been delighted to hear the news announced over the weekend about the AUKUS arrangement, which the Government spoke about, and the development of new technologies with unmanned drone vehicles for subsea capability. Beyond that, will the Minister look at drone capability in this country, specifically at companies such as Skycutter and our other sovereign capabilities, to ensure that we get the right investment with the investment plans into those companies and ensure that they stay here in the United Kingdom?

My hon. Friend is absolutely right. After many years of much talk under the last Government about AUKUS pillar II, this Government have delivered a project and a capability that, in the hands of our British, Australian and American warfighters, will make a real difference.
My hon. Friend is right to talk about autonomy and drones, for which the Government are committed to increasing funding. We have invested in more capabilities in the United Kingdom, and we are actively exporting those capabilities to our friends and allies abroad. He should expect to see more of that in the defence investment plan, which will be published soon.

We are the third most attacked nation globally when it comes to cyber-attacks, as the Minister will know. What steps is the Department taking to raise public awareness generally?

I am grateful to my hon. Friend for the work that he and the Joint Committee on the National Security Strategy do in this area. I was at CYBERUK yesterday, in the great city of Glasgow, and I can give him an assurance that we take these threats very seriously. The National Cyber Security Centre and our intelligence agencies continually monitor such risks and work closely with industry and with our international partners to protect our networks. As I set out yesterday, we will continue to strengthen our defences and ensure that we remain resilient.

More recently, we have had an application from Bellway Homes that proposes dumping the equivalent of an Olympic-size swimming pool of building waste for every day that the development is being built, which will be several years. The common theme here is, of course, the Environment Agency, so will she agree to meet me and the Environment Agency urgently to resolve this pressing issue?

I thank my hon. Friend for raising this. I know how important it is for him and his community to see that we clean up our rivers, lakes and seas, and he has been campaigning on this for a long time. Of course, I would be delighted to meet him.

Any individual or organisation in England and Wales has the right to bring a private prosecution where a criminal offence has been committed.
The Government expects all organisations that bring private prosecutions to do so where there is sufficient evidence that the defendant has committed an offence, and where the prosecution is in the public interest.
The Ministry of Justice held a consultation on the regulation of private prosecutors – to ensure consistency, accountability, and transparency in private prosecutions – last year and the Government will set out its next steps shortly.

The Government remains committed to ensuring that at least half of public sector food is locally sourced or meets higher environmental standards within legal constraints. There is limited existing data about the origin and sustainability of food in the public sector supply chain and the data landscape is complex and fragmented. Defra has therefore begun data collection, which will provide us with detailed insights on the extent to which public sector settings are serving food from local and sustainable sources, and what more can be done.

The current quota of 100,000 units and the quarterly thresholds are particularly difficult for small-volume and micro manufacturers, such as Aston Martin, McLaren and Morgan. What conversations are taking place between the US and the UK on those details ?

I certainly recognise the issue of the quota, and the importance of our small-volume manufacturers such as Aston Martin and McLaren. I met McLaren last week, I had a meeting with Aston Martin this week as part of the Automotive Council UK, and I will meet Aston Martin’s chief executive in the new year. This is perhaps a good opportunity to congratulate McLaren and Lando Norris on his outstanding win at the Formula 1 championship—only 35 men have won the F1 championship, and 11 of them have been British. The motorsport industry is a fine example of British engineering and British sportsmanship coming together.
