I put on record my appreciation for the hard work of the Prime Minister’s ministerial team in the Department for Environment, Food and Rural Affairs in tackling the absolute failings of South East Water. However, last Friday, 1,200 pupils at Downlands community school in Hassocks were sent home because they had no water. For those children, their parents and their teachers, that was another reminder of South East Water letting communities down. I am sure the Prime Minister will agree that something as basic as turning on the taps should never be in doubt. Before new housing developments are approved, does he agree that water companies should be compelled to confirm that they have the capacity to provide a reliable water supply to new homes?

To ask the Secretary of State for Health and Social Care, what steps his Department is taking to help ensure the provision of British Sign Language interpreters within emergency services.
To ask the Secretary of State for Health and Social Care, what steps his Department is taking to help ensure the provision of British Sign Language interpreters within emergency services.
Integrated care boards are responsible for commissioning services to meet the health needs of their local population, which includes responsibility for ensuring that there is adequate provision of British Sign Language (BSL) interpreters to support deaf patients.
To facilitate clear and effective communication in emergency situations, individuals who are deaf, hard of hearing, or speech impaired can utilise tools such as the 999BSL video relay platform, both app and web-based, to contact 999 via a BSL interpreter as well as access via emergency SMS messaging.
Video relay apps can also be used to support communication and face-to-face assessment by crews on scene at incidents, where, via on-board iPads, paramedics can connect patients with a remote BSL video interpreter. These resources, which are free to use and operate 24 hours, seven days a week, ensure that real-time communication is possible for BSL users when emergency and urgent assistance is required.
The BSL Advisory Board was established in 2023, to advise the Government on key issues impacting the Deaf community in their everyday life. On 27 November 2025, the BSL Advisory Board published a report titled Locked out: Exclusion of deaf and deafblind BSL users from health and social care in the UK, which is available at the following link:
The Government welcomed the report, and thanked the BSL Advisory Board for their work to improve the accessibility, inclusion, and the experiences of Deaf and Deafblind BSL users within the health and social care system. The board’s recommendations are informing work to implement the 10-Year Health Plan and to reform adult social care so we can deliver improvements to the health, care, and the experience of Deaf people.

Whether his Department has provided guidance on the potential impact of the Digital Markets, Competition and Consumers Act 2024 (Alternative Dispute Resolution) (Fees) Regulations 2026 on small businesses providing arbitration services.
The Department has not provided guidance on that matter. Fees relating to the accreditation and monitoring of alternative dispute resolution providers have not risen since 2015, and have been significantly eroded by the impact of rising costs. The intention behind the new fee structure is to ensure that, over time, fees are commensurate with the costs of the Chartered Trading Standards Institute performing the relevant functions to the required standards, that they are predictable for ADR providers, and that they provide costs recovery for the CTSI.

Since the introduction of the one-size-fits-all fees set down earlier this year, her business model and that of so many other small ADR providers has become nigh on impossible to sustain. Has the Minister considered the impact on the sector from the fee changes? Can she explain why no impact assessment has been done? In particular, has she received feedback from trading standards since the legislation came into force?

I thank the hon. Lady for her question. A well functioning ADR system makes markets work more effectively and drives economic growth. We are committed to ensuring that consumers and businesses are able to resolve disputes early, which helps to raise consumer confidence and compliance rates. We acknowledge that there will be a period of adjustment as the new fee structure beds in, and in the autumn we will conduct a review to assess whether the fee structure should be amended further. We recognise the importance of ensuring that charges are fair and proportional for all ADR providers and the CTSI as the competent authority.
