Mr. Colvin: To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the future of the
enlarged European Union in the light of the Helsinki European Council agreement. [109952]
Mr. Vaz: On 14 February the member states of the European Union convened an Intergovernmental Conference to make the institutional
changes necessary to prepare for enlargement. The following day they launched accession negotiations with six countries (Bulgaria,
Latvia, Lithuania, Malta, Romania and Slovakia), increasing to 12 the total number of countries currently in negotiation. Both
events represent important steps towards a swift and successful enlargement of the EU, in line with the Helsinki European Council
conclusions.

Mr. Vaz: The European Union is still considering the modalities for the inclusion of those functions of the WEU necessary for the EU
to fulfil its new responsibilities in international crisis management. No decisions have been taken in the EU or WEU on the future
of the WEU Assembly.

common foreign and security policies agreed at the Helsinki European Council. [109956]
Mr. Hoon: At the Helsinki European Council, EU member states agreed:
(a) to establish the new structures necessary for the EU to decide and, where NATO as a whole is not engaged, act in response to
crises. These bodies will include a Military Committee and a Military Staff; and
(b) to set up, from March 2000, the interim arrangements required for the EU to develop its military crisis management procedures,
including an interim body of military representatives of member states' Chiefs of Defence.

Mr. Vaz: The report to the Helsinki European Council on strengthening the common European policy on security and defence called for
a standing Political and Security Committee to be established, and, as an interim measure, for an interim political and security
committee to be set up. It called for appropriate structures to be established for dialogue and information on issues related to
security and defence policy and crisis management with European NATO members who are not members of the EU and other countries who
are candidates for accession to the EU.

Mr. Colvin: To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the relationship
between the proposed charter of fundamental rights of the European Union and the European convention on human rights. [108564]
Mr. Vaz: The Charter of Rights should complement the ECHR. The Conclusions of the June 1999 Cologne European Council state that the
Charter `should contain the fundamental rights and freedoms as well as basic procedural rights' guaranteed by the ECHR. I therefore
welcome the attendance of Council of Europe representatives at all meetings of the Charter Convention.

Mr. Morley: The EU Commission's proposals for a new Directive on pig welfare are well overdue. Its Scientific Veterinary Committee's
report on which these proposals must be based was published in 1997, and we lose no opportunity to remind the Commission of the need
for progress in this area.

Mr. Colvin: To ask the Secretary of State for Health what assessment his Department has made of the adequacy of NHS provision for
elderly patients. [102290]
Mr. Hutton: In 1997, the then Secretary of State my right hon. Friend the Member for Holborn and St. Pancras (Mr. Dobson),
commissioned the Health Advisory Service to undertake an independent inquiry into the care of older people on acute wards in general
hospitals. The resulting report, "Not Because They Are Old" was sent under cover of a health service circular to health authorities
and National Health Service trusts in November 1999.
The circular required Chief Executives of health authorities, in partnership with colleagues in NHS trusts and social services, to
ensure that the findings of the report are considered when preparing joint investment plans for older people. These joint investment
plans are an integral part of local health improvement programmes (HImPs) which will include both national and local priorities. We
are also developing a national service framework for older people which will set out, for the first time, national standards for the
health care of older people. The national service framework will be published next year.
We have also taken steps to address a number of areas to improve the care of older people. For example, we have introduced free
sight tests for people over 60 and free immunisation against influenza for people aged 75 and over. Our plans to expand cataract
services from 170,000 a year to 250,000 will benefit thousands of older people.

Mr. Colvin: To ask the Chancellor of the Exchequer if he will make a statement on his policy in relation to the European Court of
Auditors' rejection of the European Union's accounts for 1997. [102179]
Miss Melanie Johnson: In its Annual Report, the European Court of Auditors declined to give a positive statement of assurance on the
EU accounts for 1997, and again on the accounts for 1998, because of the level of errors detected in payment transactions. This is
clearly unacceptable and the Government will press the Commission and other Member States to take action. The Government strongly
encourages and supports measures to reduce financial mismanagement and fraud against the EU budget. The Government has strongly
backed Commission reform and expects the new Commission under Romano Prodi's presidency to act decisively.

Mr. Colvin: To ask the Secretary of State for the Home Department what the average earnings are of police constables in England,
excluding the Metropolitan police. [98120]
Mr. Charles Clarke: The data to calculate the average earnings of a police constable in England are not held centrally and could not
be obtained without disproportionate cost. A police constable on appointment will, however, receive £16,635 in salary, rising to
£18,612 after initial training and £19,713 on successful completion of two years probationary service. The maximum salary is
£26,325, exclusive of allowances and overtime payments where appropriate.
