HM Government has analysed the Bounce Back Loan Scheme (BBLS) portfolio for indicators that borrowers received loans which were ineligible under Scheme rules. This included analysing whether businesses were established on or before 1st March 2020 in accordance with BBLS eligibility criteria.
HMG has not analysed companies incorporated before 1st March 2020 across other Covid Loan Schemes.

The AI and cyber-security sectors make up core parts of the UK’s growing technology sector as set out in the Modern Industrial Strategy digital and technologies sector plan. The UK AI sector alone contributed £11.8 billion in Gross Value Added to the UK economy in 2024, supporting more than 86,000 jobs. We have seen large recent investments in the UK from leading firms, including AMD's £2 billion commitment. In total, over £90 billion of capital investment has been pledged to be spent in the UK's AI sector since this Government came to power.
The Government’s Cyber Security Sectoral Analysis 2026 shows the UK cyber security sector is worth £14.7 billion and contributed £9.1 billion in GVA to the UK economy in 2025. The analysis found that UK dedicated cyber security firms raised £184 million of investment across 47 deals in 2025. Notable fundraisings in 2025 include Inforcer, which raised £26 million; Maze with £18.4 million and Optalysys with £23 million.

We understand the importance of providing clarity to businesses across the hydrogen sector, including investors and companies that may transition to hydrogen.
We plan to publish the Hydrogen Strategy, alongside a package of other policy documents, as soon as possible. This will set out Government’s vision and objectives for hydrogen, and how we intend to work with industry to continue to transform ambition into action.
In the meantime, we remain focused on delivery and are supporting projects currently in the pipeline. The Hon Member has asked a large number of related questions on the Turks and Caicos Islands Government (TCIG), some of which we are unable to answer because they fall within the responsibility of the devolved government, and others because they relate to ongoing proceedings, on which it would not be appropriate to comment.
Among the devolved matters for which the TCIG are responsible are procurement and infrastructure development. In addition, decisions regarding land use - including applications, allocations, challenges and oversight - are all made by appropriate bodies within the TCIG. The Governor appoints agency heads but is independent of these entities' operations. Agency effectiveness is governed by established legal and regulatory frameworks and concerns can be raised with them as appropriate.
Establishing wider access to beneficial ownership data - even if limited to those with a legitimate interest - is a step forward towards enabling greater scrutiny of illicit finance. The UK welcomed TCI's Legitimate Interest Access (LIA) Register of Beneficial Ownership when it launched in 2025. But we are clear that there is more work to be done, and alongside other Overseas Territories (OTs), TCI has committed to improving their LIA. The Foreign, Commonwealth & Development Office (FCDO) is working closely with the OTs to ensure LIA registers provide the maximum possible degree of access and transparency, whilst protecting the right to privacy in line with each OT's respective constitutions. The UK's expectation remains for the OTs and Crown Dependencies to establish fully public registers of beneficial ownership.
The UK is committed to expanding economic cooperation with the OTs. Sustainable economic prosperity is important to the whole UK family. The FCDO co-convened an OT Trade and Investment Study Visit in March 2026 bringing together senior representatives from across the OTs - including from the TCIG - to strengthen awareness of UK capabilities, and give our support to commercial partnerships and economic development opportunities. The UK Government remains available to provide advice and technical support where requested.
We regularly raise our expectations on publicly accessible and legitimate interest access registers of beneficial ownership with Overseas Territories and Crown Dependencies, and I most recently discussed this with OT leaders and representatives on 16 July.

The Sovereign AI Fund operates on a commercial basis and within the UK's existing legal framework. Tackling illicit finance at home and internationally remains a key priority for this Government. We recognise the role of those professional enablers who exploit the integrity of their professions to facilitate serious and organised crime and corruption. That is why the upcoming Illicit Finance Summit will focus on strengthening global enforcement against illicit finance, including forging new partnerships to disrupt such professional enablers and take the profit out of crime and corruption. By driving greater transparency, stronger enforcement and higher global standards, we will also make it harder to hide or misuse money, including through tax evasion. We will confirm details of attendance at the Illicit Finance Summit in the normal way in due course.

The Government is undertaking a Mobile Market Review to assess major developments in the sector and how these impact investment in high-quality connectivity. A Call for Evidence supporting the review closed on 5 May and sought detailed input from stakeholders on whether the regulatory framework is equipped to support future investment, innovation and competition in mobile networks. We have engaged with stakeholders, including the mobile industry, throughout the review process and are assessing the responses received. We will provide an update on our findings and next steps later this year.

There are currently 107,382 companies registered in England and Wales who have at least one person of significant control (PSC) currently appointed with a nature of control designating them a trustee of a trust.
Companies House does not have a separate classification to distinguish those PSCs who are trustees of a legal arrangement. Companies House are required to collect information prescribed by law and no stipulation exists in the relevant legislation which creates a separate category which is distinct from trustees of trusts.

The Government remains committed to tackling mobile phone theft and is working closely with police forces, mobile network operators and device manufacturers to reduce the value of stolen devices and prevent criminals from profiting from this crime.
We welcome the recent progress made through collaborative working, including improvements to theft protections and closer cooperation between law enforcement and industry partners. The Department for Science, Innovation and Technology provided an update on this work during its appearance before the Science, Innovation and Technology Committee on 8 July 2026.
The Home Office will continue to work closely with relevant partners to drive further progress and keep the effectiveness of existing measures under review. There are currently no plans to publish a separate written update.

My Ministerial team and I meet with Ofgem regularly to discuss a range of issues, including how the retail market works for vulnerable consumers.
Ofgem require suppliers to identify and support vulnerable domestic consumers’ needs, make it easy for them to update their circumstances, and provide accessible support with tailored, easy-to-understand communications that are specific to their needs so they can engage with suppliers without facing exclusion.
Ofgem’s recent Call for Input on Consumer Outcomes has also signalled a move away from prescriptive regulation to a more outcomes-focused approach, including improving support for vulnerable consumers.
The consultation closes on 22 July 2026, with a final decision expected in early 2027. If this approach is adopted, suppliers would have to operate within these requirements, as they are intended to be sufficiently flexible to accommodate consumers with a wide range of communication and support needs.

The vast majority of UK wind farms have no direct ownership from China. We work very closely with industry and across government to maintain a detailed picture of foreign involvement in energy infrastructure. We continue to take a consistent, long-term and strategic approach to managing relations with China and will co-operate where we can, compete where we need to, and challenge where we must.

To ask the Secretary of State for Science, Innovation and Technology, pursuant to the answer of 22 May 2026, to question 477 titled ICT: Public Sector, whether Open Source software is used at the Department for Science, Innovation and Technology.
DSIT makes extensive use of open source software. The Government Digital Service within DSIT uses open source software in the delivery and operation of citizen-facing digital services, in line with the government’s “Be open and use open source” guidance. Services are built using open-source technologies including programming languages such as Java, Python and Ruby, alongside widely adopted platforms and tools, for example, PostgreSQL and Grafana to support data management, monitoring and observability.
We also follow the government’s “Making source code open and reusable” guidance and develop code in the open to encourage transparency, reuse and community collaboration. A well-known example is the open-source GOV.UK Frontend project, which is publicly available on GitHub.
Separately, the Incubator for AI is working with world-class AI researchers through the Open-Source AI Fellowship to demonstrate the real-world potential of open-source AI, tackling public sector challenges spanning transport, education, and policing.

Since the commencement of the Register of Overseas Entities regime, up to 31 March 2026, financial penalties have been issued to 445 overseas entities. Of these, 245 penalties with a total value of £13.19 million have been reversed, waived or written off, while penalties with a total value of £9.87 million remain valid. The total value of financial penalties paid to date is £1.18 million as at 31 March 2026.
The 144 cases stated as reversed, waived or written off in the third progress report, included only those recorded during the 2025–26 financial year.
