As we have said in earlier answers, we are trying to ensure that the outstanding caseload continues to diminish by continuing to increase the judiciary. There will be 1,000 more judges this year and next, we are increasing court capacity—there is now no cap on the number of sitting days—and there are also the 24 Nightingale courts. All this will make a tangible difference to the capacity of the court system, which means that the cases in the hon. Lady’s constituency can be heard more quickly.

According to figures from the Ministry of Justice, the number of theft and burglary cases prosecuted in a Crown court by West Mercia police that have been awaiting completion for one to two years increased more than threefold between the first quarter of 2020 and the first quarter of 2022. Can the Minister provide
more up-to-date data on those backlogs, and tell us what steps he is taking to ensure that the victims of such crimes in North Shropshire see justice within a reasonable timescale?

People are fed up to the back teeth with a Government who never take responsibility and just try to blame everyone else—[Interruption.] If Government Members are proud of the fact that over 98% of rapists are never put before a court, let them shout about it. They should be ashamed of themselves.
The truth is simple: after 13 years of Tory Government, crime is out of control and people are paying the price. Before Christmas, the BBC reported the shocking case of a woman in Armthorpe, who had been beaten with a baseball bat by burglars three years ago. No one had been charged with that burglary, and she could not sleep at night. Under this Government’s watch, tragically, that is not an unusual case. Can the Prime Minister tell us what is the charge rate for theft and burglary across the country?

Actually, since 2019, neighbourhood crime is down by 25%. The Leader of the Opposition rightly asked about what is happening with rape cases, so let me tell him that we are on track to meet our target of doubling the number of rape cases that are reaching our courts. Since the rape review action plan was published, we have seen police referrals double and charges double, and last year there was a 65% increase in rape convictions. Importantly, we also changed the law to ensure that rapists spend more time in prison. But what did Labour’s shadow Policing Minister say? “Prison doesn’t prevent crime.” That tells you everything you need to know about the Labour party. You cannot trust them to keep Britain safe.

How police forces respond to particular crimes is an operational decision for the police. We have put policing back in the hands of the public through directly elected Police and Crime Commissioners and given Chief Constables greater operational independence to tackle the crimes that matter most to their communities. Funding for the police will increase by over £1 billion in 2019/20, including council tax, extra funding for pensions costs, and a £100 million serious violence fund.
In April, the Minister for Policing and the Fire Service chaired the first meeting of a new Burglary Taskforce which brings together the police, industry, charities and others to look at what more can be done to tackle this crime.

A sentence listed as 'other' is any disposal other than immediate custody, a suspended sentence, a community sentence, an absolute or conditional discharge, or a fine.
The details of the ‘other’ sentences imposed were set out in Lucy Frazer’s response to Question 145563 at HC Deb, 29 May 2018, cW.

It is not possible to accurately count the number of offences committed by offenders who have previously been convicted of different types of offence as not all offences are reported to the police and result in an offender being sanctioned.
The figures in Table 1 as follows therefore present the numbers of cautions or convictions given to these offenders for offences committed in each probation trust area over 2009-10 and 2010-11.
Please note offence class as presented in the table is the offence the offenders have previously been convicted of and not their present offence. It is not possible to split 'criminal damage' to show 'criminal damage to property' separately, so data for the whole 'criminal damage' offence class is provided.
It is not possible to provide the equivalent information to Table 1 showing only those offences committed while the offender was on licence. However we do have
information on proven reoffending in the 12 months following release for those released from custody on licence.
Table 2 as follows shows, for each probation trust, the number of proven reoffences committed during a one year follow up period by adult offenders who were released on licence from custodial sentences for the requested offences in 2009 and 2010. Prior to 2010-11, figures are only available by calendar year so in order to make a direct comparison, figures for 2009 and 2010 have been provided. Not all offenders are supervised by probation for 12 months following release from custody and therefore not all reoffences in Table 2 occurred while under probation supervision.
A proven reoffence is defined as any offence committed in a one year follow-up period and receiving a court conviction, caution, reprimand or warning in the one year follow-up. Following this one year period, a further six month waiting period is allowed for cases to progress through the courts.
It is not possible to split “criminal damage” to show “criminal damage to property” so the whole 'criminal damage' offence class is provided.

The information requested is not held centrally and could be obtained only at disproportionate cost.
Probation staff are required to record meetings with offenders on the case management IT system for their trust as part of their day to day management of offenders. However, there is no central report that would provide the data that has been requested and to answer the question would require each trust to interrogate its database to provide a report for NOMS. These data would then have to be reconciled and collated centrally.
To ask the Secretary of State for Justice (1) how many recalls to prison of people originally convicted of (a) murder, (b) rape, (c) violence against a person, (d) burglary, (e) sexual offences against a minor, (f) theft and (g) criminal damage to property there were in each probation trust...

The data held centrally on offenders recalled to custody has only included offence details since July 2011. The following table shows the number of offenders recalled to custody, by probation trust and by offence in the 12 months from July 2011 to June 2012. The number of recalls in a given year should not be compared with the number of discharges in that year, because offenders will not necessarily be released and recalled in the same year.
These figures have been drawn from administrative IT systems which, as with any large scale recording system, are subject to possible errors with data entry and processing.

Priti Patel:
The data held centrally on offenders recalled to custody has only included offence details since July 2011. The following table shows the number of offenders recalled to custody, by probation trust and by offence in the 12 months from July 2011 to June 2012. The number of recalls in a given year should not be compared with the number of discharges in that year, because offenders will not necessarily be released and recalled in the same year.
These figures have been drawn from administrative IT systems which, as with any large scale recording system, are subject to possible errors with data entry and processing.
