To ask the Secretary of State for Environment, Food and Rural Affairs, what recent discussions she has had with the supermarket industry on tackling food waste in supermarkets.
Defra funds the groundbreaking UK Food and Drink Pact, a voluntary agreement with industry to tackle food waste in supply chains. The Pact has developed the Food Waste Reduction Roadmap, which helps businesses to identify and measure their surplus and waste and take steps to reduce it. Through the Pact, we have regular engagement with food businesses, including supermarkets, to better understand and overcome the barriers to tackling food waste.
Defra also supports retailers and food businesses to play a key role in making sure their products help consumers to waste less food at home. This includes through appropriate storage advice, packaging design, and how food is labelled.

No recent discussions have taken place on the subject of food waste prevention between retailers and the Secretary of State.
This Government is committed to setting a clear roadmap to a circular economy – a future where our resources are used as efficiently and productively as possible for as long as possible, and waste is reduced. We are reviewing policies to address the challenges associated with tackling food waste in the supply chain and we are working with businesses, including supermarkets, to drive down food waste and make sure food is put on the plates of those in greatest need. This includes supporting surplus food redistribution to charities and programmes to help citizens reduce their food waste.

The Government is investing over £2 million this year to combat food waste. That includes funding the Waste and Resources Action Plan (WRAP) and through them we work to address food waste in households and supply chains.
We support the Courtauld 2030 Commitment, managed by WRAP. Courtauld 2030 is a voluntary agreement with industry to tackle food waste, which includes a target of a 50% per capita reduction in food waste by 2030 against a 2007 baseline. Action through Courtauld includes working with businesses, including all the major retailers, to measure and reduce food waste through the Food Waste Reduction Roadmap and the key tool to Target Measure and Act on waste. Courtauld signatories also play a key role in providing consumers with support in reducing food waste at home for instance through offering storage advice and appropriate labelling. Recent data from WRAP showed food waste for the retail sector was 26% lower in 2021 than in 2007.

The Government is investing £2.6m this year to combat food waste through funding the Waste and Resources Action Programme (WRAP). This includes engagement across the supply chain, including supermarkets, through the Courtauld 2030 Commitment. Courtauld 2030 is a voluntary agreement and includes a target of a 50% per capita food waste reduction by 2030 against a 2007 baseline. Courtauld signatories take action to prevent food waste in their own operations as well as magnifying campaign messages to help citizens waste less such as those developed for Food Waste Action Week.
We continue to support WRAP’s work with the redistribution sector, which includes the provision of best practice guidance and knowledge sharing across the sector. The Courtauld Redistribution Working Group identified retailer brand labels as a priority barrier to redistribution, and in 2021 WRAP published new ‘Best practice on redistributing own label products in the supply chain’. The guide identifies how a more consistent approach can be taken to the redistribution of surplus retailer own-label food. This will result in more food being made available for redistribution in a timely manner, while making sure brand integrity and product safety are protected. The Government’s 25 Year Environment Plan sets out our ambition to eliminate all avoidable plastic waste, and in December 2018 we published the Resources and Waste Strategy which sets out how we want to achieve this and move towards a circular economy which aims to keep resources in the system for as long as possible.
Our Environment Bill will enable us to change significantly the way that we manage our waste and take forward a number of the proposals from the Resources and Waste Strategy. The Bill will include powers to create extended producer responsibility schemes; introduce deposit return schemes; establish greater consistency in the recycling system; better control the export of plastic waste; and give us the power to set new charges for other single-use plastic items. We have recently consulted on a deposit return scheme for drinks containers, extended producer responsibility for packaging and our reforms to household and business waste collection. Alongside these public consultations, within Government the Resources and Waste Strategy division (RWS) conducts regular meetings with key stakeholders across the supply chain to discuss our policy development and ambitions. For example, the RWS Stakeholder Advisory Group (SAG) meets quarterly, and the members invited cover a broad range of areas within the resources and waste sector , including representatives of manufacturers, supermarkets and their supply chains.
The Government also works closely with the Waste and Resources Action Programme (WRAP). In April 2018, WRAP launched the UK Plastics Pact (UKPP) in association with the Ellen MacArthur Foundation (EMF). The UK Plastics Pact is a collaborative initiative to create a circular system that keeps plastic in the economy and out of the natural environment. The Pact’s members include over 95% of the UK grocery market by market share in 2019. By 2025 members have agreed to meeting the following targets: eliminate problematic/unnecessary single-use plastic packaging; 100% of plastic packaging to be reusable, recyclable, or compostable; 70% of plastic packaging to be effectively recycled or composted; and finally, 30% average recycled content across all plastic packaging.
