The Department for Transport provides local authorities in England (outside London) with capital highway maintenance funding as part of the Local Transport Plan (LTP) settlement for investment in their network. This funding is not ring fenced. It is for each local authority to determine how their allocations are spent, in line with their priorities.Records on each local authorities' LTP highway maintenance capital allocations and spend were introduced following the introduction in 2001-02 of LTPs. The Department also provides funding to local highway authorities to support them with their highway maintenance of de-trunked roads.Details of the funding allocated for capital highway maintenance, by the Department, to all English local authorities outside London through the LTP settlement since its introduction and for de-trunked roads have been placed in the Library of the House.We have also allocated £121 million PFI credits to support the contractual obligations under a whole highway maintenance contract signed by Portsmouth city council in July 2004 and £444 million PFI credits to support 16 local authority PFI street lighting schemes.Funding for local authority maintenance on local roads in London is a matter for the Mayor.Local authorities' budgets for highways maintenance revenue expenditure are set by each local authority, to reflect their local priorities in line with their proposed spending of their formula grant and the council's own income. Information on local authorities' revenue budgets and outturn revenue expenditure is collected by the Department for Communities and Local Government.

The detrunking programme announced in ““A New Deal for Transport in England”” (1998) (Cm 3950) started in 2001–02. In recognition of the extra costs that would be incurred by local highway authorities taking over responsibility for detrunked routes, the Government gave a commitment to ensuring that detrunking would be accompanied by a fair transfer of resources. It was agreed with the Local Government Association (LGA) that the most effective way of ensuring that authorities were provided with resources for the routine maintenance of detrunked routes would be by means of an annual special grant. This was intended to be a transitional distribution method, and it remains the Government's policy that detrunked roads will, in due course, be incorporated into the Revenue Support Grant system. Capital support has been through the issue of SCAs (Supplementary Credit Approvals) to 2003–04 and from 2004–05 SCERs (Supported Capital Expenditure (Revenue)).The following resource and capital funding has been made available to local highway authorities:

The Highways Agency is responsible for highway maintenance on the strategic road network in England.The Highways Agency's expenditure on road maintenance since 2002–03 is set out in the following table. They do not routinely record this information by region. The expenditure on renewal of roads is also shown in the table. Road resurfacing work is contained within the budget for renewal of roads which also funds other expenditure such as street lighting, drainage and safety fencing.

A separate regional analysis of historic expenditure on resurfacing concrete roads with quieter surfacing has been carried out, and is set out in the following table. My Department provides funding to local authorities in England and outside London for capital highway maintenance through the local transport settlement. Indicative allocations for capital maintenance by local authority and region for the period 2006–07 to 2010–11 were published in December 2004. These can be found on the Department's website www.dft.gov.uk in the document entitled ““Provisional Planning Guidelines for Local Transport Capital: 2006–07 to 2010–11””.Funding for local authority capital highway maintenance is not ring fenced. It is for the local authorities to decide how such funding is spent in line with their priorities, across the whole range of services that they provide.In addition, revenue provision is made to local authorities in England but outside London, by the Office of the Deputy Prime Minister for highway maintenance through the local authorities' Formula for Standard Spending (FSS). ODPM publish information on local authority outturn expenditure annually, including data on highway maintenance. Information for 2002–03 and 2003–04 can be found on the ODPM website www.local.odpm.gov.uk. Information on later years has not yet been published.Highway maintenance funding in London is the responsibility of the London Mayor.
