Information on the number of police community support officers (PCSOs) is not collected on a constituency basis. The following table sets out the number of PCSOs employed by West Midlands police up to September 2005. Information on PCSO numbers has only been collected at basic command unit (BCD) level since June 2005. In June 2005 there were 24 PCSOs deployed in the three operational command units covering the city of Coventry.

We do not track and compile all correspondence on this subject. A number of bodies replied last summer to our public consultation on proposals to establish a standard set of powers. Our response was published on the Home Office website on 18 January at:"www.homeoffice.gov.uk/documents/cons-cso-powers-310805"Correspondence both then and over the autumn with the Association of Chief Police Officers and the Association of Police Authorities concerned funding for community support officers. More recently, this has been raised again in the light of the Budget Statement by the Chancellor of the Exchequer.

[holding answer 22 March 2006]: As at 31 March 2003, Lancashire had 77 PCSOs. 110 PCSOs were introduced by 31 March 2004, this increased by 51 giving a total of 161 PCSOs as at 31 March 2005. This figure decreased by two, to 159 as at 30 September 2005.

As at 31 March 2003, Durham had 10 PCSOs. 28 PCSOs were introduced by 31 March 2004, this increased by 41 giving a total of 69 PCSOs as at 31 March 2005. This figure increased by three, to 72 as at 30 September 2005.

My hon. Friend has a long, consistent and proud record of campaigning on crime, disorder and antisocial behaviour in his constituency. I know that he will be delighted that his area is one of the pathfinders for the programme and understand that 15 ward-based teams and three support teams will be in place by 3 April. All the details of the dedicated neighbourhood officers will be publicised in advance, so the public will know who those officers are, how to contact them and how to have their say on local priorities in Hartlepool.

Next Thursday, I shall launch the neighbourhood policing pilot model in Hartlepool. [Hon. Members: ““Hear, hear.””] Thank you. As part of that pilot, we will get an additional 36 police officers, which will help to reassure the people of Hartlepool. In order to maximise such reassurance, however, the public need to be confident that they can get hold of those additional officers. What steps will my right hon. Friend take to ensure that the punters on my patch can get hold of local police teams?

I am delighted that so many Members are now experiencing the benefits of neighbourhood policing. The particular issue that my hon. Friend mentions has not been raised with me, but I will certainly look into it. I am delighted not only that many of our PCSOs are members of a variety of ethnic minority communities, but that a much higher proportion of them are women than is the case among police officers. PCSOs therefore represent a good way in which to get extra diversity into our police service.

I very much welcome the fact that in my constituency a neighbourhood policing pilot area is due to start shortly, and I welcome the extra police officers and police community support officers whom we will get as part of that. Is the Minister aware, however, that people from ethnic minority communities who have worked for the local council as neighbourhood wardens are proving reluctant to move over to become police authority employees as PCSOs, and does she have any plans to address that issue?

I had the pleasure of visiting Bexley just a week or so ago. I assure the hon. Gentleman that that is no coincidence in terms of the local elections. In the past few weeks I have also been to Barnet and to Hackney to see the safer neighbourhood teams. There are now 285 safer neighbourhood teams across London, and there will be teams in every ward by the end of April. I can tell the hon. Gentleman that they comprise real, substantial police officers and that they form part of the extra 14,000 police officers whom the Government have introduced, together with the extra 6,000 community support officers whom we have introduced and funded.

The Minister will understand why those of us with a suspicious mind think that this roll-out may have something to do with the elections on 4 May. The trial schemes that we have had in Bexley from the Metropolitan police are very welcome, but we need the assurance that these are not notional jobs and that real policemen are to be allocated to these schemes, which are then left in place. In practice, we have seen that they are sometimes taken away and so become somewhat fictitious.

Clearly, serious crime must also be dealt with, and I have no doubt that the Metropolitan police is doing just that. In terms of tackling bureaucracy, the hon. Lady will know that we have not only abolished a whole series of forms but introduced video identification, which is saving police officers thousands of hours of officer time. The introduction of fixed penalty notices has also saved a huge amount of officer time and led to much more effective policing.

The Metropolitan police has announced that in order to complete its safer neighbourhood team project and have a community police team in every ward this year, it will be necessary to transfer a significant number of officers from serious crime squads in the capital. These are both important priorities. Does not the Minister agree that instead of robbing Peter to pay Paul, it would be better to cut bureaucracy and paperwork?

Information relating to the number of full-time equivalent Police Community Support Officers (PCSOs) in each Police Force Area has been collected by RDS since 2003. As at 31 March 2003, Suffolk did not have any PCSOs. 15 PCSOs were introduced by 31 March 2004, this increased by 19 giving a total of 34 PCSOs as at 31 March 2005. This figure decreased by one, to 33 as at 30 September 2005.

Information relating to (a) Tamworth constituency and (b) the borough of Tamworth are not collected centrally.Information relating to the number of full-time equivalent police community support officers (PCSOs) in each police force area have been collected by RDS since 2003. As at 31 March 2003 Staffordshire did not have any PCSOs. Seven PCSOs were introduced by 31 March 2004, this increased by 56 giving a total of 63 PCSOs as at 31 March 2005. This figure decreased to 62 as at 30 September 2005.Information on the number of PCSOs in basic command units (BCU) has only been collected since June 2005. The Trent Valley BCU had 15 PCSOs on 30 June 2005. Information is not collected on the number of PCSOs for either Tamworth constituency or borough. Deployment of PCSOs within Trent Valley division is an operational matter for the divisional commander and I am told that details of their deployment is set out in the Staffordshire police website.““A National Evaluation of Community Support Officers”” (Home Office Research Study 297) was published on 25 January. A copy of the report has been placed in the Library of the House and shows that PCSOs have been well received by the public. Under the Neighbourhood Policing Fund (NPF) we are making £88 million available in 2006–07 and £340 million available in 2007–08 to help forces increase the number of police community support officers (PCSOs) to 24,000 by 2008. We are currently considering proposals from forces for NPF funding and we will be confirming force allocations shortly.We have made it clear that we will sustain the investment in PCSOs beyond 2008. In the longer term we propose to include funding for PCSOs in the general police funding.

At the end of September 2005 the London borough of Hillingdon Operational Command Unit (OCU) had 49 Police Community Support Officers (PCSOs). Information is only collected at OCU level and is not available for Uxbridge. The deployment of PCSOs within Hillingdon is an operational matter for the Borough Commander (Chief Supt. Mark Toland). Their deployment across London is a matter for the Commissioner of Police of the Metropolis.””A National Evaluation of Community Support Officers”” (Home Office Research Study 297) was published on 25 January. A copy of the report has been placed in the Library. PCSOs have been well received by the public. They are helping to restore respect in local communities by providing reassurance and tackling antisocial behaviour and low level crime.

The Respect Action Plan sets out the Government's plans for a renewed and broader drive against antisocial behaviour. The measures include: plans to develop neighbourhood policing and increase the number of police community support officers; measures to build stronger communities and empower local people including the community call for action to deal with antisocial behaviour; increasing the accountability of Crime and Disorder Reduction Partnerships; and a range of new powers to help police and local authorities take action against unacceptable behaviour.I announced the final details of the 2006–07 grant settlement for all police authorities in England and Wales on 31 January. On a like for like basis Government grant and central spending on services for the police will have increased by nearly 50 per cent. or around £3.5 billion between 2000–01 and 2006–07.The Metropolitan Police Authority (MPA) will receive an increase in general grant of 3.1 per cent. (£54.7 million) over the comparable figure for 2005–06. This is in line with the broadly flat rate increase of 3.1 per cent. for all forces in England and Wales. The MPA also gains £4.3 million and £1 million from the Amending Reports for 2004–05 and 2005–06, bringing its overall increase in 2006–07 to 3.4 per cent.In addition to general grant the MPA will receive £54.72 million in special formula grant and £339.76 million in specific grant and capital provision.Allocation of these resources and appropriate budget management are matters for the MPA and the Commissioner of Police of the Metropolis.
