There are currently no plans to mark this anniversary across the Government. Since 2001, consecutive governments have supported free access for all to the permanent collections of DCMS-sponsored national museums and galleries.

I am sure all noble Lords will agree that our national museums are truly exceptional. I can confirm that we are not considering any changes to free entry for UK nationals and residents. In response to the independent review of the Arts Council by my noble friend Lady Hodge, DCMS is working with the museum sector to explore potential opportunities for charging international visitors at national museums and galleries. This is a highly complex issue that requires detailed work with the sector before any evidence-based decisions are taken.

The Department for Business, Energy and Industrial Strategy has announced an Energy Bill Relief Scheme to support non-domestic energy users (including museums and libraries) with increased energy prices. The support provides a discount on gas and electricity unit prices, applied to energy usage initially between 1 October 2022 and 31 March 2023. That will support museums and libraries to provide heating to people who visit this winter, but no separate support is being provided specifically to enable the sectors to act as warm hubs.
Public libraries are run by local authorities, as are some museums. In these cases it will be for each local authority to identify the needs of local residents and to make decisions about the use of these community assets to meet those needs, including the provision of warm hubs.

HM Government has no plans to establish such a panel.
Museums and galleries in the UK operate independently of HM Government. Decisions relating to their collections are a matter for the trustees of each museum.
National museums are prevented by law from “deaccessioning” objects in their collections unless, broadly, they are duplicates or unfit for retention. The two exceptions to this are when the objects are human remains that are less than 1,000 years old, and objects that were spoliated during the Nazi era.

My Lords, the Government support arts and culture in Walsall through investment by Arts Council England, which is currently working closely with Walsall Council and local cultural organisations on the New Art Gallery’s future, helping culture to continue to flourish in Walsall. Arts Council England met the council in December and awaits the gallery’s application to the national portfolio. Arts Council England has agreed in principle up to £12,000 match funding to explore potential new fundraising and philanthropy opportunities and governance and management models.

Yes. The Government recognises the benefits that free access to the national museums and galleries brings to the public and to the UK economy. The Spending Review 2015 committed to continued free access to the permanent collections of the national museums and galleries as part of a settlement that maintained funding in cash terms for museum and galleries over the Spending Review period. Museum policy is a devolved matter for their respective administrations although the National Museums of Wales and Scotland are also free of charge, as are the National Armed Forces museums sponsored by the Ministry of Defence.

The DCMS is responsible for 13 National sponsored Museums and Galleries in England; other National Museums in the UK are the responsibility of the devolved administrations, and other departments. The Museums that DCMS does sponsor operate at arm’s length from the department, and as such are responsible for their own staffing arrangements. We do not hold the data for staff employed through private contracts, and it would incur disproportionate cost to find out. We do hold details of the museums in house employees in the Public Bodies 2014 publication (https://www.gov.uk/government/publications/public-bodies-2014). As of 31 March 2014 the number of Full Time Equivalent employees was:
