To ask the Secretary of State for Transport, what recent assessment he has made of the potential impact of smart motorways on (a) levels of congestion and (b) driver safety.
National Highways produces annual smart motorways stocktake progress reports which cover the latest safety data and progress on delivering the 2020 Stocktake actions. National Highways published its Smart motorways stocktake - Second year progress report 2022 in May 2022. The latest data (2016 to 2020) shows that shows that, overall, in terms of serious or fatal casualties, smart motorways are the safest roads on the Strategic Road Network. The next annual report is due to be published in Spring 2023.
National Highways also produces Post Opening Project Evaluation (POPE) reports ‘one year after’ and ‘five years after’ the opening of a road scheme covering all scheme impacts, including journey time reliability and safety. Reports are published on the National Highways website.
To ask Her Majesty's Government what assessment they have made of the impact of delays in the last year on motorways in Kent have had on the economy of that county; and what has been the total cost of policing provided to deal with all aspects of these delays.
To ask Her Majesty's Government what assessment they have made of the impact of delays in the last year on motorways in Kent have had on the economy of that county; and what has been the total cost of policing provided to deal with all aspects of these delays.
The Kent Resilience Forum (KRF) is responsible for traffic management in Kent. The Department does not hold data on the total cost of policing provided to deal with aspects of recent delays.
The KRF’s traffic management and enforcement plans, including activation of Operation Brock on the M20, were put in place in late March to ensure continued flow of vehicles through Kent to ports whilst also trying to maintain local mobility as much as possible.
We recognise that, despite best intentions, these necessary traffic management plans can adversely impact local businesses, but they are continually kept under review to ensure they are designed and implemented in the most effective way.

The Department does not hold data on the traffic flows and delays affecting motorways within 30 miles of Dover over the last 12 months. The Kent Resilience Forum (KRF) is responsible for traffic management in Kent.
The Department collects and publishes quarterly statistics on traffic at all UK major ports by direction. Data on the flows in and out of Dover for the last four quarters is provided in the table PORT0502 below. The next quarterly statistics will be published in September covering April to June 2022.

To ask the Secretary of State for Transport, what steps his Department is taking to give advance warning to motorists of lane closures and delays on motorways; and if he will make a statement.
Real-time closures and delays are publicised in a variety of ways, the most direct being via roadside variable message signs.
Delays associated with road works or incidents are signed for strategically. This means travellers are given advanced warning and opportunity to make decisions about their journey. Real-time closures are publicised on the Traffic England website and via Twitter feeds.
Lane closures are signed for within two junctions of the start of the roadworks.
Planned closures are listed on the Traffic England website and mobile app, seven days in advance. Information is also sent out to interested stakeholders, twice daily; this is also available to download from the Highways England website. They are also publicised via regional twitter feeds, and various press releases.

To ask the Secretary of State for Transport, what assessment he has made of potential congestion on the M275 in the event that the UK leaves the EU without a deal.
The Department has assessed the potential impacts of changes in freight traffic and border processes on queues at Portsmouth International Port (PIP) in the event the UK leaves the EU without a deal. This assessment uses hourly freight traffic arrivals data into the port, therefore accounting for peaks and troughs in HGV arrivals over the week. Queuing from the port can currently happen during peak periods of normal operation. However, as a result of potential increased freight arrivals and limited throughput capacity at the freight entry to the port, we project that up to sixty HGVs could be queuing to enter the port at peak times in a worst case scenario. Although this would impact on the M275, we expect these queues to dissipate as arrival rates drop off beyond peak hours.

To ask Her Majesty’s Government, in the light of the aim of the Smart motorways programme to increase road capacity, how they intend to manage the additional emissions resulting from increased numbers of vehicles using the roads.
Smart Motorways are at the core of Highways England’s £15bn investment programme to transform England’s Strategic Road Network, helping to ease congestion and improve traffic flow. Keeping traffic moving reduces stop-start decelerations and accelerations, which in itself has emissions benefits.
Highways England undertake an environmental assessment of each Smart Motorway scheme and if any measures are found to be necessary to manage emissions, these would be developed as part of scheme preparation work.
