The Ministry of Defence continues to identify and exploit defence and industrial collaboration opportunities with Ukraine. Under our 100-Year Partnership, we are establishing stronger and closer defence cooperation both on a governmental and industrial basis.
Through Programme LYRA, launched by the Prime Minister and President Zelenskyy in June 2025, we have facilitated co-production arrangements, including the development of new, shared, intellectual property and cutting-edge capability. The recent update to Ukraine's export control regime, earlier this month is welcomed.
Under our 100-Year Partnership we will build an enduring alliance between our two countries and deliver maximum benefit for both the UK and Ukraine's long-term security and prosperity.

The Ministry of Defence is working closely with HM Treasury and like-minded NATO allies on the establishment of a Multilateral Defence Mechanism.
This independent international financial institution will help member countries improve capability, interoperability and value for money, while giving industry greater demand certainty.
The Government also expects the UK defence sector, including SMEs, to be well placed to benefit, including through support for supply chains, capacity expansion, and firms with less access to finance, strengthening UK and allied industrial capability while supporting growth, resilience, and readiness across the defence sector.

The Government is strengthening the resilience of the UK defence industrial base through the Strategic Defence Review's NATO First commitment, supported by plans to increase defence spending to 3% of GDP in the next Parliament and support NATO's ambition of 3.5% by 2035. Through the Defence Industrial Strategy and Defence Investment Plan, Defence will invest £298 billion over four years to improve industrial readiness, strengthen supply chains and increase industry's ability to scale production in response to emerging threats.
The Defence Supply Chain Capability Programme and Industrial Resilience Programme are further enhancing supply chain visibility, identifying vulnerabilities and strengthening collaboration with industry and Allies to ensure Defence can mobilise and sustain capability during times of crisis, supporting NATO's collective deterrence and defence.

The UK Government recognises how important the defence industry in Fife is for the UK’s national security, which is illustrated by the Type 31 frigate programme. That is why, alongside the launch of the Scotland Defence Growth Deal on 12 March, we announced £10 million would be invested towards the creation of two Defence Technical Excellence Colleges, including one in the East of Scotland. These colleges will ensure that the training and education pipeline is in place to give the defence industry in Scotland, including in Fife, the skilled workforce it requires.
Although the Scottish Government have not yet confirmed that they are willing to match fund the second Defence Technical Excellence College in Scotland I remain of the view that this is a superb opportunity and I hope constructive conversations can begin soon.

The Defence Industrial Strategy promotes deeper collaboration with allies through co-research, co-development, and co-production, enabling UK firms to share costs, access larger markets, and deliver interoperable capabilities. It emphasises alignment with NATO standards and allied procurement approaches to facilitate exports and provides clearer long-term demand signals to give UK industry confidence to invest and innovate successfully alongside allied firms.

We have continued to invest significantly in UK defence industry throughout the development of the Defence Investment Plan. Since July 2024, the Ministry of Defence signed more than 1,400 defence contracts, with 94% of their value awarded to UK-based businesses and spent more than £31 billion with UK industry last year.
Engagement with UK Industry continued through our strategic partnering and supplier relationship management processes, as well as forums, such as the Defence Industrial Joint Council. In addition, the Ministry of Defence continued to monitor the health of the defence industrial base closely and worked with suppliers to manage risks and opportunities while the Defence Investment Plan was being developed.
