In both Lebanon and Palestine, we ensure that our humanitarian and recovery efforts recognise and address the specific needs of women and girls. For instance, in Palestine, our funding to the Occupied Palestinian Territory Humanitarian Fund and the United Nations Population Fund has supported women led organisations to deliver specialised interventions to support survivors of gender-based violence in Gaza. The UK will continue to advocate for the full, equal, meaningful and safe participation of women in political and peace processes in the region.

The UK is deeply concerned about the humanitarian impact of ongoing hostilities on civilians, particularly children in Gaza, the West Bank and Lebanon. Last financial year, the UK provided £81 million of humanitarian and early recovery support to Palestine, including £9.7 million for UNICEF to support the provision of ready-to-use infant formula, water, sanitation and hygiene services, psychosocial services for children, and social protection for children. We continue to call on the Government of Israel to fully enable the UN and other humanitarian organisations to deliver essential humanitarian aid. The UK has also provided £30 million of vital humanitarian funding to Lebanon to support those most in need during the current crisis.

We read the UN report with great concern. The finding that more than 38,000 women and girls have been killed in the conflict is both devastating and appalling. Through our humanitarian and early recovery programmes, we are addressing the specific needs of women and girls as a priority, for example by supporting trusted humanitarian partners to expand protection and gender-based violence response services. We are clear that the Government of Israel must fully abide by its obligations to facilitate the delivery of humanitarian aid into Gaza, in accordance with international law.

I refer the Hon Member to the statement made to the House by the Foreign Secretary on 17 March, and her answers to the questions raised in response, which dealt with the current situation in Lebanon at length. We will provide further such updates to the House in due course as the situation develops.

I refer the Noble Baroness to the speech made by the Foreign Secretary to the UN Security Council on 19 February, a copy of which has been placed in the House of Lords library, in which she detailed £20 million of funding for a new multi-year programme, which includes assistance to women and girls affected by sexual violence in Sudan.
I also refer the Noble Baroness to the answer provided in the House of Commons on 2 March 2026 in response to Question 114073, which - for ease of reference - is reproduced below:
UK support to channels which provide direct funding to local responders (including through international organisations) totals £55 million from our total £146 million in aid funding for Sudan this financial year. This includes £28 million to the OCHA-led Sudan Humanitarian Fund (SHF) - to which the UK is the second largest donor - and over £21 million to the Mercy Corps-led Cash Consortium who provide significant support to local actors. The SHF channels 30 per cent of its funding to local actors. We have also recently launched two new partnerships totalling £6 million, through Proximity to Humanity and the First Response Fund, through which we can channel funding more directly to local responders. Under our new programme, HELP-S, we will continue increasing our support to local actors, with the aim that at least 30 per cent of programme spend goes to local actors by the end of the programme in 2029.
