To ask the Secretary of State for Energy Security and Net Zero, what steps his Department is taking to help improve smart-meter coverage in tenement buildings.
Energy suppliers are extending smart metering Home Area Network connectivity in properties including tenement buildings where there are obstacles such as concrete floors between the apartment and the meter.
'Dual band' communications hubs serve many previously hard to reach properties. For the minority of properties where these cannot provide connectivity, the Alternative Home Area Network solution provides an additional smart metering HAN connectivity option for properties such as the higher floors of high-rise buildings. Finally, the Crowded Meter Room Resolution model is now available in buildings where meter room space constraints previously prevented installation of the Alt HAN solution.

The Secretary of State for Housing, Communities and Local Government has not discussed Serra House with Vistry Group plc, Aviva Investors or FirstPort Residential Property Management. MHCLG officials meet regularly with Vistry Group plc to discuss the progress that Vistry Group plc is making to fulfil its obligations under the Developer Remediation Contract to identify, assess and remediate life-critical fire safety defects in relevant buildings, including Serra House.

To ask the Secretary of State for Energy Security and Net Zero, what steps his Department is taking to ensure that residents of flats and rented accommodation in Fylde benefit from community battery schemes.
The Department for Energy Security and Net Zero recognises the potential for community batteries to help households access cheaper, clean electricity, including low-income households without the up-front capital required for a home battery, those living in flats, and households that lack the space needed for installation.
The Department has launched a Call for Evidence to explore how community battery schemes could be scaled up, exploring their benefits, existing barriers to delivery, and how safety can be ensured. This will ensure communities, including those in Fylde, can share in the benefits of the energy transition.

First time buyers benefit from paying no Stamp Duty Land Tax (SDLT) up to £300,000 and pay a reduced rate on purchases up to £500,000. This includes those buying flats and larger properties under the threshold. 155,400 transactions benefited from First-Time Buyers’ Relief (FTBR) in the financial year 2024 to 2025. The Government is not aware of any evidence to suggest that the reduced first-time buyer stamp duty threshold causes first-time buyers not to buy flats or to delay purchasing property.

To ask the Secretary of State for Science, Innovation and Technology, what legislative options her Department is considering to improve broadband builders’ access to upgrade rental flats and apartments.
The consultation on legislative proposals to address broadband rollout in leasehold flats was published on 15th December and closed on 16th February 2026. The proposals are based on leasehold law and are applicable in England and Wales. Whilst the proposals in the consultation do not extend to Scotland, we continue to engage with the Devolved Nations on issues relating to the deployment of digital infrastructure, including deployments to blocks of flats.
It was confirmed in the King’s Speech on 13 May 2026 that the Commonhold and Leasehold Reform Bill would include provisions to create a new right for leaseholders in flats to request improvements, such as gigabit-capable broadband. We are currently analysing responses to the consultation and are working with the Ministry of Housing, Communities and Local Government on the final policy proposals. We will provide an update on the outcome in due course.

Homes England may provide funding for cladding remediation works through the Cladding Safety Scheme where a building meets the eligibility criteria for that scheme. The published criteria state that eligible residential buildings must be over 11 metres in height.

An EWS1 form is an industry valuation tool. It is not a government, legal or regulatory requirement, nor is it a safety certificate. Not all lenders ask for an EWS1 as part of their requirements to offer a mortgage, but whether they do remains a commercial decision.
Officials in my department continue to work with lenders to encourage them to accept alternative forms of assurance, such as a comprehensive Fire Risk Assessment. As part of the Fire Safety Act 2021 all buildings require an up-to-date Fire Risk Assessment that includes the external wall of the building and building owners are legally responsible for carrying them out. Where an assessment shows remedial works are not needed, there should be no barrier to lending.
Since 2022 ten major banks and building societies have committed to consider mortgage applications, even if a property has building safety issues, provided either the building has funding for cladding remediation, or the leaseholder has completed a ‘Leaseholder Deed of Certificate’. An EWS1 form is not required in these cases.
