To ask the Secretary of State for Levelling Up, Housing and Communities, if he will publish the correspondence between Birmingham City Council and his Department requesting exceptional financial support by way of (a) increasing council tax above the threshold and (b) capitalisation directions to balance their budget for 2024-25 and...
On 5 December, the Secretary of State for DLUHC published his local government finance policy statement 2024-2025. This sets out the support available, via the Exceptional Financial Support framework, to councils with specific and evidenced concerns about their ability to set or maintain a balanced budget, including where there has been local financial failure. It also confirms that as part of that process, the government will consider representations from councils, including on council tax provision.
After Birmingham City Council issued two s.114 notices in October 2023 relating to its equal pay liabilities, commissioners were appointed at the council to ensure compliance with the Local Government Best Value Duty.
Details of correspondence between councils and the department relating to exceptional financial support are not normally disclosed.

I welcome the Prime Minister’s Network North project, which will see the full £1.7 billion put into the midlands rail hub. That will reopen the central platforms at Kings Norton station, which have been derelict for so long. Will he bring forward the cash so that we can increase capacity on the line and improve journey times? Will he also look at my campaign to extend the new Camp Hill line to Longbridge? That would open up access to the new Longbridge business park, which he visited earlier in the year and will bring back manufacturing jobs to Longbridge for the first time since MG collapsed in 2005.

I am pleased that my hon. Friend’s constituency will benefit from the decision on High Speed 2 and benefit significantly from new Network North funding—an additional billion pounds to deliver the midlands rail hub in full. Decisions about Kings Norton are due to be made later this year, which should be good news to him. The extension of the forthcoming Camp Hill line services between Birmingham and Kings Norton and Longbridge will be assessed in due course, too. I hope that is helpful and I will ensure that the Rail Minister keeps him updated on progress.

The Government are committed to providing a gold standard of support for veterans. The additional £5 million announced on 6 September followed a meeting of the Defence Secretary, the Secretary of State for Health and Social Care, me and the service charities to discuss measures to mitigate the impact of events in Afghanistan. That is on top of the £20 million already going to armed forces charities this year.

I can confirm that, and I am pleased to do so. The provision is first class. However, we are also after a change in culture, so that those who have served know that it is the soldierly thing to do to ask for help.

Improving transport connectivity throughout the UK is vital to the Government’s levelling up agenda. That is why at the Spending Review, the Government announced a new £4 billion Levelling Up Fund to invest in local infrastructure that has a visible impact on people and their communities. This is in addition to already announced transport investment through intra-city transport settlements, the Transforming Cities Fund and RIS2.
Throughout the pandemic, the Government has also made over £12 billion available to transport services across the UK.
