Loans are classed as Official Development Assistance (ODA) where they meet the Organisation for Economic Co-operation and Development (OECD) criteria for ODA eligibility, including being provided on concessional terms and having the promotion of economic development and welfare as their primary objective.
Under current OECD rules, only the grant-equivalent element of an eligible loan is recorded as ODA, rather than the full value of the loan.

The Foreign, Commonwealth & Development Office (FCDO) is prioritising Official Development Assistance (ODA) where humanitarian needs are most acute - to reach those in greatest need and reduce the harm caused by violence and atrocities, including in Ukraine, Gaza, and Sudan. With greater instability, humanitarian need growing, and poverty becoming more concentrated in places affected by conflict, we are increasing the proportion of spending in fragile and conflict affected states by around 13 percentage points to over 70 per cent of all FCDO country and regional spending by 2028/29, and will spend £1.4 billion per year in countries with the most humanitarian need over this Spending Review period. With this support, we want to see increased allocation of humanitarian resources to cost-effective, localised delivery mechanisms; and a more streamlined, prioritised and efficient multilateral humanitarian system.

There has been no further reduction in the budget for Official Development Assistance (ODA) since the announcement by HM Treasury in Spending Review 2025 of department spending allocations up to 2028/29, published on 11 June 2025. A full Equality Impact Assessment of the Foreign, Commonwealth & Development Office (FCDO) ODA allocations was published in March 2026.

Official Development Assistance (ODA) allocations by country for the next three years will be published no later than in the Foreign Commonwealth and Development Office's (FCDO) Annual Report & Accounts this summer.
Teams across the FCDO and our country network are considering how best to prioritise their ODA allocations, including as part of portfolio strategies which will help deliver a more coordinated approach to our work in partner countries. We are therefore unable to provide details on individual programme decisions. Updates to UK ODA programmes are published on DevTracker on GOV.UK each month.
We are reducing ODA gradually to the equivalent of 0.3 per cent of Gross National Income by 2027 to allow time for programming to be reprioritised in a way which is considered and deliberate. Setting three years of allocations from 2026/27 to 2028/29 provides the predictability our teams need to effectively manage reductions, including responsibly exiting programmes where necessary.

I refer the Hon Member to the statement made to the House by the Foreign Secretary on 19 March outlining the UK's Official Development Assistance (ODA) allocations for the period up to 2028-29, and to the accompanying documents setting out the impact of those allocation decisions. I also refer him to the evidence provided by the Foreign Secretary and the Minister of State for Development at the International Development Committee on 24 March, where they addressed questions at length about the Government's ODA policies and allocation decisions.
