School closures can be influenced by a range of factors, not just the VAT policy. While VAT may have compounded pressure, school closures cannot be attributed to VAT alone. Factors such as school performance, financial viability and demographic shifts also play a role. In the 2025/26 academic year, more private schools opened than closed. The department monitors the private school sector via the ‘Get Information about Schools’ (GIAS) system, which shows that between 1 September 2025 and 31 July 2026, 108 private schools opened and 51 closed.

The department recognises that the decision to close a school is difficult and sensitive and expects alternatives to closure to be explored before a decision is made. Where closure is considered the right option, the department expects proposers to minimise disruption to pupils’ education during the closure process and to support a smooth transition to alternative educational provision.
The evidence does not suggest a simple causal link between school closures and educational outcomes. However, we know that falling pupil numbers can create pressures on school finances, staffing and curriculum delivery, which may lead to closure being considered along with other options. The department is considering the impact of demographic change on educational outcomes, including for disadvantaged pupils, in line with recommendations made by the National Audit Office.
Proposers and local authorities should work together to ensure there are alternative places available for pupils, suitable transport arrangements and support for pupils with special educational needs and disabilities as part of closure plans. Where the proposer is an academy trust, the department scrutinises these plans before agreeing to closure.

Schools have a duty to provide daily attendance data to the department. Attendance data is published on a fortnightly basis and can be found here: https://explore-education-statistics.service.gov.uk/find-statistics/pupil-attendance-in-schools/releases. Attendance data for the week commencing 22 June 2026 will be published on 9 July 2026.
It is for individual settings and responsible bodies to determine their approach to closure based on their own risk assessment. Closures should be considered a last resort, and the imperative is for settings to remain open where it is safe to do so.
Schools play an important safeguarding role and access to education remains a priority for pupils’ wellbeing and safety. Settings should seek to remain open and manage high temperatures through practical adjustments. There is currently no requirement for them to notify the government if they decide to close.
Where settings are temporarily closed, they should provide remote education for the duration of the closure, in line with the department’s guidance on providing remote education for schools, which is available at: https://www.gov.uk/government/publications/providing-remote-education-guidance-for-schools.
Where possible, pupils should receive regular teaching and interaction with teachers, including live or structured input alongside independent work.

Until reorganisation formally takes effect, local authorities retain their statutory duties and decision‑making powers. Authorities proposing the permanent closure of a maintained school must continue to follow existing legislation and the department’s statutory guidance on school organisation, including the guidance on opening and closing maintained schools. This guidance sets out the statutory process, consultation requirements and decision‑making criteria, and applies irrespective of future local government.

The department has not made such an assessment.
However, in line with the Cabinet Office May 2026 elections guidance, during the three weeks preceding local authority elections the department takes special care in relation to announcements, including academy closures, and other public actions which could have a bearing on the elections.
Local authorities are the decision makers for proposals to close maintained schools. Local authorities are subject to their own restrictions when elections are taking place.

It is for private schools, as private businesses, to manage their operations and take decisions on closure. All children of compulsory school age are entitled to a state-funded school place, should they need one. The department continues to support local authorities to ensure sufficient places for pupils.

The department publishes attendance data, including reasons for absence such as setting closures.
Decisions on closures rest with individual settings and responsible bodies, based on their own risk assessments.
Closures should be a last resort, with the priority to keep settings open where safe. Settings are expected to provide remote education and the department’s emergency planning guidance explains how schools should deliver remote education.
