The government is committed to ensuring every young person aged 16 – 24 has support and opportunities to enter work or education. We are investing over £2.5bn to help young people build skills, gain experience and progress into earning or learning through the Youth Guarantee and additional investment in apprenticeships via the Growth and Skills Levy over the next three years. This will support almost one million young people and create up to 500,000 opportunities to earn or learn.

Youth Hubs are a core component of the Youth Guarantee. We are expanding Youth Hubs to over 360 areas across Great Britain, underpinned by a core blueprint for minimum service standards. This will make support more accessible and better integrated with other local services in line with local needs and partnerships, ensuring young people can access joined-up employment, skills, housing and wellbeing support in their communities. As part of this, the Tonbridge and Malling borough is included in year 3 2028/2029 of the rollout.

Youth Hubs are not funded solely by DWP and rely on local authorities and other external partners to provide premises and the supporting infrastructure. DWP can fund partner staff salaries, IT and administrative support to help ensure effective delivery of services for young people. DWP will also provide work coaches to work in Youth Hubs for a minimum of three days per week.

Local engagement will form an important part of establishing a Youth Hub in Tonbridge and Malling. Members with an interest may wish to engage with their local jobcentre Service Leader to understand local plans. Collaboration between Jobcentres, local authorities and community organisations will help ensure young people can access joined-up employment, skills and wider support.

With over one million young people not in education Government will not leave an entire generation of young people behind. The Government is investing an additional £2.5 billion over the next three years into the Youth Guarantee and the Growth and Skills Levy.

That is why the Department for Work & Pensions is expanding Youth Hubs for 16–24 year olds to increase coverage to more than 360 locations across Great Britain, ensuring that every young person - including those not receiving benefits - can access opportunities and comprehensive support in their local area.

In January 2026, there were 114 fully opened Youth Hubs. For new and existing Youth Hubs, we have introduced a core blueprint for minimum service standards, marking a major step forward in making employment support more accessible and seamlessly integrated with other essential services—such as health, housing, and wellbeing—tailored to local needs and partnerships. In January 2025 there were 97 fully opened Youth Hubs.

The number of open Youth Hubs is unpublished management information, collected and intended for internal department use and has not been quality assured to National Statistics or Official Statistics standard.

We are expanding our network of Youth Hubs to over 200 locations across Great Britain within the next three years to provide more accessible and joined-up employment support for young people. This investment ensures that young claimants, particularly those on Universal Credit, can access tailored employment and skills services in their local communities.

While employment and skills support remain central to the Youth Hubs offer, the expansion will also ensure a core minimum blueprint across all locations. This will connect young people to a wider range of services such as health, housing, and wellbeing support, based on local needs and partnerships.

Hexham and Newcastle are already served by Youth Hubs.

In Hexham, DWP works with the Northumberland Rural Employment Hub, which recently ran a successful session for 18–24-year-olds on job searching and CV building, with plans for future events.

In Newcastle, the Newcastle United Foundation Youth Hub provides tailored employability support, including job fairs, mentoring, and access to DWP systems. It serves a wide area and works with partners to address skills and employment barriers.

These hubs will continue to evolve and align with the Youth Hub blueprint, ensuring young people benefit from high-quality, locally tailored services.

Across Northumberland and the North East, DWP is planning to expand Youth Hubs in areas of highest need over the next two years.

We are expanding our network of Youth Hubs to over 200 within the next three years, including in Scotland, to provide more accessible and joined-up employment support for young people. This investment ensures that young claimants, particularly those on Universal Credit, can access tailored employment and skills services in their local communities.

The Government is committed to rolling out a Young Futures Programme, made up of local prevention partnerships and a network of Young Futures Hubs across the country. These will bring together services to help improve the way that children and young people can access the support they need.

This is a cross-government endeavour and expertise is being brought together from across departments to deliver on this manifesto commitment. The Government will be engaging with national and local partners, local communities and children and young people to explore options for the design and delivery of the hubs. This co-design will support local areas to meet local needs.

The Government is also launching a new Coalition to Tackle Knife Crime. The Coalition will bring together campaign groups, families of people who have tragically lost their lives to knife crime, young people who have been impacted and community leaders, united in their mission to save lives and make Britain a safer place for the next generation.

It will work with experts to develop an extensive understanding of what causes young people to be drawn into violence, providing vital evidence that will drive government policy and help to hold the government to account on its knife crime commitments.

The Government is committed to intervening early to stop young people being drawn into crime with an ambition to half knife crime in a decade, accompanied by a new, increased focus on crime prevention.

Fundamental to this will be the delivery of our Youth Futures programme, which will include the rollout of youth hubs across England and Wales. We want to work with the police, partners and local communities to design and deliver these hubs. That will include decisions on the exact location of hubs to ensure they are in the local areas that will benefit most.
