My hon. Friend makes an important point—it is essential that we attract the brightest and best, not just from the EU but from around the world. That is what the Government are doing by repositioning ourselves with real growth areas around the world, alongside the EU.

The European Union has confirmed that it will grant UK nationals visa-free travel for short stays, subject to reciprocity.
The Government have also said that we do not intend to require visas for tourists or short-term business visitors from the European Union.

The Withdrawal Agreement sets out the terms for the UK’s departure from the EU, including the implementation period. When the UK leaves the EU we will also leave all EU defence structures. The Political Declaration outlines the framework for the future UK-EU relationship, including close cooperation on security and defence. The UK will retain our leading role in NATO which is the cornerstone of the Euro-Atlantic defence.

I pay tribute to my hon. Friend, who is a cultural ambassador for this country, for the great work she does in promoting the performing arts. It is absolutely the intention of Her Majesty’s Government to support the great range of talent that comes into this country, and there is no reason why that should be in any way impaired as we go forward.

My right hon. Friend the Secretary of State has regular conversations with Cabinet colleagues on all aspects of EU exit, and in particular science, culture and education. The best way for our universities and researchers to continue to benefit from the partnerships we have built with European counterparts is a negotiated deal. The political declaration makes it clear that the UK and the EU intend fully to establish terms and conditions regarding UK participation in EU programmes.

I can confirm to my hon. Friend that the Government are working closely with the aviation sector to ensure that it continues to be a major success story for the UK economy. Ministers and officials in our Department and in the Department for Transport have met widely with representatives of the sector since the referendum in 2016, covering the full spectrum of issues affecting the industry.
I thank the Minister for that answer. Given that the European Aviation Safety Agency is very important to the aerospace and aviation industries, when will it be discussed in the Brexit negotiations, as all users, such as Rolls-Royce in Derbyshire, want clarity?

My hon. Friend is absolutely right. The UK has been and is very influential within the EASA, and UK expertise has contributed significantly to the high standards of aviation safety in Europe. It is the Government’s intention to maintain consistently high
standards of aviation safety once we have left the EU. We are considering carefully all the implications arising from our exit from the EU, including the question of continued participation in the EASA. This will be a matter for negotiations, and we are looking forward to opening discussions on the future partnership as soon as possible.

The National Audit Office uses its resources to provide direct support to Parliament and stands ready to support parliamentary scrutiny of Brexit. In my humble view, there should be more, not less, parliamentary scrutiny of Brexit. The NAO is keeping in close touch with Departments as their preparations for exiting the EU develop. This will be a major task for Departments and is likely to include additional work for the NAO, not least the audit of the new Department for Exiting the European Union.

The NAO’s scrutiny will focus initially on the capacity and capability of Departments to deliver an effective and efficient exit process. The NAO will work with all Departments to assess the potential impact of exiting the European Union on their financial performance and position. The NAO is already the auditor of the new Department for Exiting the European Union and will work with it and the Treasury to ensure efficiency.

English law has had a huge impact, spreading the rule of law around the world. It is the law of choice in over a quarter of jurisdictions, and Brexit gives us even more opportunities to promote this. I will be championing our £25 billion legal services industry as a key part of post-Brexit global Britain.
