The Government is regularly engaging the Welsh Government on its reforms to police governance and structures, including through ministerial and official-level discussions and established forums such as the Policing Partnership Board for Wales. We will continue to engage closely with the Welsh Government to ensure its views on police reform are considered as we design a new model for policing that works for England and Wales.
The Independent Review into Force Structures is ongoing and ran a formal Call for Evidence which closed on 22 May. The Review will report back in Summer.

The Home Office is working with policing and local government stakeholders to design and implement future governance arrangements to replace Police and Crime Commissioners from May 2028. We remain committed to developing a system of police governance that maintains consistently high standards of oversight, which is joined up with other local services and that the public can trust.
Future governance arrangements will ensure that policing leaders remain accountable to the communities they serve. Policing and Crime Boards and Mayors will have the necessary powers and levers to support their governance role and hold Chief Constables to account, including the ability to hire and dismiss their Chief Constable and to set the budget. We will bring forward legislation for future arrangements as soon as Parliamentary time allows.
Through our reforms we will strengthen the process for the appointment, suspension and dismissal of Chief Constables to introduce greater fairness, transparency and balance into the process. We will also reintroduce the Home Secretary’s power to remove a Chief Constable on performance grounds, where there are serious, persistent and systemic failings. This will include appropriate safeguards, with checks and balances to protect operational independence and local accountability.

The Police Reform White Paper, published on 26 January 2026, represents the most significant reforms to policing in England and Wales since the service was professionalised nearly 200 years ago. Proposals will focus local forces on local crime, while strengthening our ability to tackle serious and organised crime and threats to national security by creating a new national force, the National Police Service. The White Paper also sets out an ambition to significantly reduce the number of police forces by the end of the next Parliament.
As part of these reforms, the Police and Crime Commissioner Model will be abolished at the end of their current term of office in May 2028. We will transfer policing governance to mayors of strategic authorities wherever possible, or to elected council leaders where it is not, through Policing and Crime Boards.
