Sir Teddy Taylor: To ask the Secretary of State for Defence if he will make a statement on the future of the defence establishment
in Shoeburyness. [61354]
Mr. Spellar: The future of the defence establishments in Shoeburyness is as I told the hon. Member last month: Horseshoe Barracks,
Old Ranges and Gunners Park are being prepared for disposal and redevelopment and we are seeking opportunities to increase the
exploitation of the New Ranges for non-defence purposes.

Sir Teddy Taylor: To ask the Secretary of State for Defence what estimate he has made of the reductions in total spending at DERA in
Shoeburyness in consequence of the transfer of work to Eskmeals; and what will be the additional costs involved in carrying out this
work at Eskmeals. [36388]
Mr. Spellar: [holding answer 26 March 1998]: There is currently significant overcapacity on the DERA test and evaluation land
ranges. The proposals made by DERA to match the capacity of the ranges to the needs of the Ministry of Defence involve concentrating
work at the Eskmeals range, thereby using capacity at that site, with the range at Shoeburyness and Pendine operating only as
required. The environmental test centre and the demilitarisation facilities at Shoeburyness would remain fully operational. The cost
of operating the Eskmeals and Shoeburyness sites in this way is assessed as about £15.8 million per year; were the Eskmeals site to
be closed and all of the work concentrated at Shoeburyness, the annual cost would be £16.8 million. Currently, the two sites cost
some £23.9 million to operate each year.

Mr. Spellar: [holding answer 26 March 1998]: The cost of operating the Shoeburyness site in FY 1996-97, the last year for which full
figures are available, was £21.1 million. The forecast cost for FY 1997-98 is £20 million. The changes made in staff numbers during
October 1997, along with other efficiency measures at the site, will reduce operating costs by approximately £2 million per year.
The level of saving achieved from October 1997 to date is consistent with this.

Mr. Spellar: Horseshoe Barracks will be offered for disposal by my Department, provided that no further defence use can be found for
the site. Use of Horseshoe Barracks, after disposal, is a matter for the Local Planning Authority to decide, following public
consultation.

Mr. Soames: The range at Pendine is not being reviewed as part of the Defence Evaluation and Research Agency land ranges
rationalisation study, which is considering defence requirements at Eskmeals, Cumbria and Shoeburyness, Essex. In the reply my hon.
Friend, the Minister of State for Defence Procurement, gave my hon. Friend the Member for Southend, East (Sir T. Taylor) on 12
March, Official Report, column 234, he said that he hoped to be in a position to approve the issue of a consultation document on the
way ahead within a few weeks, and this remains his intention.

Dr. John Cunningham: To ask the Secretary of State for Defence when he expects to receive the Defence Evaluation and Research Agency
study on the future of the Eskmeals and Shoeburyness ranges; and if he will make arrangements for the report to be made publicly

Mr. Arbuthnot: An interim report was completed by DERA at the end of January. It did not make firm recommendations for the closure
of either Eskmeals or Shoeburyness but suggested further detailed work into how the costs of the Defence Test and Evaluation
Organisation land ranges might be reduced. Given the report's interim nature, I do not believe it appropriate for publication at
present, but as soon as DERA has completed consultations with its MOD customers on the implications of the proposals, DERA intends
to publish a consultative document setting out the options and proposing a way ahead. This will be circulated to DERA staff, trade
unions and those with an interest. I expect to approve the release of this document within the next few weeks.

I have been asked to reply to your question about the nature of the work done in support of the Ministry of Defence's equipment
procurement programme at the Defence Evaluation and Research Agency (DERA) ranges at Eskmeals and Shoeburyness, since as Chief
Executive of DERA, this is a matter for which I am responsible.
Work on the Eskmeals range is divided in broadly equal parts between new equipment procurement and equipment improvement programmes.
At Shoeburyness, typically half of the tasks undertaken involves the proof testing of weapons and munitions. The remainder of the
work is in support of new equipment procurement or improvement programmes, but on both ranges the precise balance varies from year
to year.
