Last week in the statement on the defence investment plan, I raised with the Secretary of State the unacceptable truth that the north-east sends the highest proportion of its young people into the armed forces, yet receives the lowest proportion of investment spending, and he said that was a “reasonable challenge”. Will he meet me and colleagues from the region to see how we can ensure that the bravery in battle of sons and daughters of the north-east is at the very least reflected in the defence investment spend?

My hon. Friend knows that this south-west lad is a big fan of supporting the north-east industry to grow and create more opportunities. I will be very happy to meet with her and other north-east colleagues to look at what opportunities are available in the defence investment plan with its £298 billion spend over the next four years.

Hartlepool, like the rest of the north-east, has always been critical to our defence industry, including brilliant Hartlepool companies such as Merlin Flex. Will the Minister outline how the record investment secured by this Labour Government will benefit jobs in the economy in Hartlepool and the wider north-east?

We inherited a situation where the north-east was the region with the lowest Ministry of Defence spend in the country and we have made it a mission to increase defence spending in the north-east. We have an incredible talent pool in the north-east, with brilliant defence companies both large and small doing brilliant work. We are determined, now that we have an uplift in defence spending, that more of it will be spent with British firms, and I want to see more of that spend in the north-east as well.

I thank the commanding officer and crew of HMS Duncan for their service, and I also thank my hon. Friend. I remember meeting the brilliant workforce in his region, and I know that the Defence Ministers will be delighted to do the same. Our record defence spending is supporting jobs and growth across the north-east. We invested £200 million in Octric Semiconductors in his constituency last year. As we increase defence spending, the north-east will play a major role, securing good, skilled jobs for generations to come.

Alan Strickland (Newton Aycliffe and Spennymoor) (Lab):
It was a privilege to join fellow north-east MPs at the weekend on the destroyer HMS Duncan, to meet the crew and to be briefed on the exciting plans for the innovative future of the Royal Navy—a future that should be bright, given the £10 billion frigate deal with Norway, and a future that we absolutely want our region to be part of. Does the Prime Minister agree that, given the north-east’s strengths in AI, satellite technology and advanced manufacturing, north-east workers and businesses should be at the heart of the future hybrid Navy? Will Ministers meet us and industry leaders to put the north-east at the heart of our future defence?

North-east industry has always supported our nation’s defence, yet we now have the lowest MOD spend out of every single region, leaving our potential untapped. Will my hon. Friend meet me and the North East Regional Defence and Security Cluster to redress that?

Yes, I am very happy to do so. I am meeting north-east colleagues about how we can drive more jobs and opportunity. As we look at establishing not just growth zones but defence technical excellence colleges and the six new munitions and energetics factories, there is a strong case for the north-east to receive some of that defence investment.

To ask the Secretary of State for Defence, what recent estimate he has made of defence procurement spending in the (a) Tees Valley and (b) North East.

The Ministry of Defence (MOD) publishes annual statistics on expenditure with industry and commerce by UK region.
On the 11 September 2025 the Department will publish the next edition which will be found here: MOD regional expenditure with industry: index - GOV.UK and will cover MOD for expenditure with commerce and industry for Financial Year 2024-25.
This will include a breakdown of spending by region, including a breakdown for the North-East but we are unable to disaggregate that to the Tees Valley as this represents a sub region. The Department system currently captures data at regional level.

My hon. Friend is making an excellent speech on this crucial issue. Does he agree that the system used to apply to join the armed forces is outdated and often cumbersome? I am very happy to say that a constituent of mine has successfully been able to submit an application,...

I thank my hon. Friend for her helpful intervention, and I entirely agree. I, too, have had casework in my constituency involving people who are keen to join the forces, but whose applications have been lost or delayed. In other cases, medical checks have never been booked. I hope that...

I congratulate my hon. Friend on securing this debate and on his fantastic speech. To take a slightly different angle, does he agree that our many cadet units across the region, which are often based in very deprived areas, provide wonderful opportunities for young people to gain many life skills...

My hon. Friend is right to set out the vital role that our cadet forces play, not only in encouraging young people to think seriously about the armed forces, but in developing their skills, teamwork, leadership and a range of really valuable things that we want young people in the...

My hon. Friend is right that the range of skills that our servicemen and women develop, particularly as we move into a rapidly evolving technical warfighting age, set people in good stead for their future careers.
