To ask His Majesty's Government, further to the Written Answer by Baroness Smith of Malvern on 14 July (HL1473), what mechanisms are in place to ensure that (1) the expert panel is publicly accountable, and (2) the wider community can submit feedback on the standards and specialist provision packages being developed.
The independent expert panel has been appointed to oversee the development of the National Inclusion Standards and Specialist Provision Packages. The panel will draw on evidence from academics, education leaders and practitioners, the Education Endowment Foundation, health and social care professionals, and UKRI. They will promote high-quality, evidence-based practice, to ensure accountability and alignment across the system.
The panel will also engage with stakeholders from the wider community, including children, young people, families, practitioners, local authorities and representative organisations to make sure their recommendations are informed by a wide range of views and lived experience. A parent engagement group to support the panel's work is being established.
The panel will publish their recommendations on draft Specialist Provision Packages for the department and the Department of Health and Social Care to decide on. The departments will be accountable for decision-making on the Specialist Provision Packages.

To ask His Majesty's Government what assessment they have made of the potential impact of the Public Office (Accountability) Bill on the functions of the intelligence and security services.
The Government has worked closely with the UK Intelligence Community and with the Intelligence and Security Committee to assess the impact of any measures on the functions of the intelligence and security services.
The Bill includes measures designed to ensure that sensitive information is handled securely and can be protected from inappropriate disclosure. This includes information related to the functions of the intelligence and security services.
As for all public authorities, there will be some limited costs for the intelligence and security services in preparing for the application of the duty and in adapting existing practice to meet its requirements. The Bill’s impact assessment sets out that the extent of ‘new’ costs in the support of these investigative processes is likely to be low.
The Government will continue to review the impact assessment of the Bill as the Bill is amended.

My Department has published statutory guidance setting out how the national scheme of delegation will operate, including the arrangements for referral to planning committees and transparency and reporting requirements. This can be found on gov.uk here.
An updated impact assessment was reviewed by the Regulatory Policy Committee and published alongside the final Regulations (The Town and Country Planning (Discharge of Local Planning Authority Functions) (England) Regulations 2026). This can be found on gov.uk here.
My Department already publishes data on applications which are delegated to planning officers. Once the Regulations in question come into force on 31st October 2026, we will collect data on applications referred to planning committees. This information will be published alongside other national planning statistics on gov.uk here.

Local authority funding is a devolved matter in Northern Ireland.
The government recognises the significant pressures that councils are facing and is making good on long overdue promises to fundamentally update the way we fund local authorities. We are delivering fairer funding, targeting money where it is needed most through the first multi-year Settlement in a decade.
The 2026-27 Local Government Finance Settlement makes available £78 billion in Core Spending Power for local authorities in England in 2026-27, a 6.1% increase compared to 2025-26, this includes over £4 billion new grant funding.
We are empowering local leaders and giving them flexibility to prioritise spending according to local need.
In England, the new Local Outcomes Framework will be used to understand progress across 16 priority outcomes in local areas. This will improve transparency and enable the public, government, local government and local partners to have a shared view of progress.

From April 2027, integrated care boards (ICBs) will take on responsibility and accountability for commissioning vaccination services. This includes taking on responsibility for improving uptake towards the targets for vaccination coverage which are currently set out as key performance indicators in the National Health Service public health functions agreement 2026 to 2027. These targets will be maintained through delegation.
The NHS Oversight Framework provides a consistent approach to assessing how well providers and ICBs are delivering for patients and supporting improvement. Uptake of the measles, mumps, rubella and varicella vaccine and healthcare worker flu vaccine are included in the metrics used to assess ICB performance. The Department is continuing to develop the detail of our approach to oversight and accountability of the system as part of the transformation to merge NHS England into the Department.
Throughout this period and beyond we will continue to support new vaccination programmes with clear, time-bound delivery plans working with national partners, including the UK Health Security Agency, and partners throughout the system including, from April 2027, offices for pan-ICB commissioning and ICBs.
We will also continue to support commissioners to arrange high-quality vaccination services including supporting a strong core offer through general practice and school-age immunisation services as well as the arrangement of effective supplementary and targeted outreach services that drive uptake where needed and appropriate for population health needs.

To ask the Secretary of State for Education, what oversight and accountability arrangements are in place to regulate the content of relationships, sex and health education (RSHE) in schools.
Relationships, sex and health education (RSHE) is subject to statutory guidance, which schools must have regard to when developing and delivering their curriculum. Governing bodies, academy trusts and school proprietors are responsible for ensuring that RSHE is taught in accordance with legal requirements and the statutory guidance, including consultation with parents. Ofsted inspects schools’ safeguarding arrangements and wider personal development, which includes evaluating whether pupils receive a comprehensive and age-appropriate RSHE curriculum.
All schools must have an up-to-date written policy for relationships education or, where they teach sex education, for relationships and sex education (RSE). Statutory RSHE guidance requires schools to consult parents on their RSHE policy and provide examples of the resources they plan to use. The department is clear that parents should be able to view curriculum materials on request, and schools should not enter into arrangements that prevent them from sharing RSHE resources with parents.

The Public Office (Accountability) Bill establishes a new duty of candour and assistance at Inquiries, inquests and other investigations, backed by criminal sanctions. Local authorities will be under new obligations to help investigations to find the truth by providing information and evidence with candour proactively and without favouring their own position.
The Bill already requires public authorities and officials to correct any errors or omissions in information given to an Inquiry or investigation. In the case of a public authority, they must provide a position statement and further information or clarification and must comply with other directions, as soon as reasonably practicable.
The Bill also requires local authorities to establish a professional duty of candour for all staff, to be set within a wider code of ethics. These obligations will be underpinned by a new duty requiring public bodies to promote the ethical conduct of those that work for them.
