We share many of the concerns highlighted in the US House of Representatives' letter to Secretary of State Blinken, not least around freedom of expression and political debate. We are clear in our expectation that Turkey, like all countries, should live up to its human rights obligations towards all its citizens. The Minister for the European Neighbourhood and the Americas raised a range of human rights issues on 21 April with her Turkish counterpart and urged swift implementation of the Human Rights Action Plan published in March. Working with the US and other international partners, we will continue to encourage Turkey, including at Ministerial level, to act in line with the conventions of the Council of Europe and to make greater progress on wider human rights reforms.

HMS QUEEN ELIZABETH will embark 18 F-35Bs for CSG21 in two squadrons: eight from the UK's 617 Squadron RAF and 10 from the US Marine Corps squadron VMFA-211. The Queen Elizabeth Class aircraft carriers are international by design and the fact they can operate a mixed US/UK air group is a strategic advantage, offering choice and flexibility to both nations.

To ask the Secretary of State for Transport, what recent discussions he has had with his US counterparts on resuming trans-Atlantic travel at pre-covid-19 pandemic levels as the covid-19 vaccine roll-out continues.
As set out in the Global Travel Taskforce recommendations, we are engaging bilaterally with international partners to explore how we can open international travel safely, including the potential piloting of digital and non-digital COVID-19 certification. We continue to work with a range of international partners to look at the technology and evidence as it emerges, assessing if it could be applicable to international travel in the future.
These are diplomatically sensitive discussions, and we cannot comment further at this stage. However, the Department for Transport, with colleagues from across UK Government, is now working at all levels to continue dialogue with the US on the specifics of our future travel arrangements.

Regulation 7 of the Single Source Contract Regulations excludes contracts to with Governments of any country other than the United Kingdom. This includes contracts made under foreign military sales agreements. The regulations do apply to contracts with other overseas suppliers, providing they meet the other criteria set out in the legislation.
The Regulations are currently being reviewed as part of the changes set out in the Defence and Security Industrial Strategy. Once completed, the conclusions of the review and proposed reforms to the Regulations will be published in a Command Paper.

The Blackhawk is a medium lift helicopter.
The Defence Command Paper announced an investment in a new medium lift helicopter in the mid-2020s that will enable a consolidation of Defence's fleet of medium lift helicopters from four platform types to one.
The programme is in the early stages, with requirements currently being refined and no decisions have yet been made on the procurement strategy.

After becoming resident in Great Britain, foreign licence holders from outside the European Economic Area can drive all classes of small vehicle, motorcycle and moped to which their domestic licence applies for up to 12 months. After this time, unless they have a licence from certain designated countries/territories, they are required to take a GB driving test. A list of the designated countries can be found here. The 12-month limit is set in law and there are no current plans to change it.

Securing a global solution to the tax challenges posed by digitisation remains a priority for the UK.
The Chancellor has made supporting progress towards a two-pillar solution a priority of the UK’s G7 presidency.
As such, he has been in regular discussion with his G7 counterparts on these issues, including with his US counterpart, with a view to supporting that aim.

In any case, the 0.2% of GDP that such a deal was going to recover was only a fraction of the damage done by Brexit. Has the Secretary of State accepted that fact yet?

We think that the best way to resolve the issue is through the process that the Chancellor is leading at the OECD. We are in further discussions with the United States not just to end the Airbus tariff dispute but to work with the United States at the G7 to challenge unfair practices in the global trading system by countries such as China.

I am delighted that the United States responded to our de-escalation of retaliatory tariffs in January and has removed the 25% tariff on Scotch whisky and other products. This is fantastic news for the 50,000 people whose jobs rely on the industry. I am working with Ambassador Tai to get a long-term resolution to the Airbus-Boeing dispute.
The Scotch whisky industry is of economic importance to a large number of the most economically fragile communities in the highlands and islands, so I genuinely wish the Secretary of State very well in her endeavours to get the removal of tariffs made permanent. Is the situation that the Prime Minister has created in Northern Ireland helping or hindering the engagement with the Biden Administration?
The Scotch whisky industry is of economic importance to a large number of the most economically fragile communities in the highlands and islands, so I genuinely wish the Secretary of State very well in her endeavours to get the removal of tariffs made permanent. Is the situation that the Prime Minister has created in Northern Ireland helping or hindering the engagement with the Biden Administration?

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what assessment he has made of the implications for his policies of the US Tibet Policy Support Act 2020.
We are aware of the US Tibet Policy Support Act 2020, which calls for reciprocal access to Tibet and makes it official US policy that the succession of the Dalai Lama should be left solely to Tibetan Buddhists to decide. The UK continues to call for unfettered access to the Tibet Autonomous Region, and seeks a reciprocal, fair and transparent system of access for our diplomats and citizens. British diplomats last visited the Tibet Autonomous Region in July 2019, following a request for access by our Embassy in Beijing. We periodically request access to the Tibet Autonomous Region, but did not do so in 2020 due to the COVID pandemic. We continue to raise our concerns about the human rights situation in Tibet with the Chinese authorities, including through joint statements in the UN's human rights bodies, and call on them to uphold the rights of all citizens guaranteed in international law and China's own constitution.
