In developing the new Smart Export Guarantee my Department issued a Call for Evidence on the future for small-scale low-carbon generation, a Consultation on the Smart Export Guarantee, and a Consultation on proposals to modify electricity supply licence conditions for the purpose of introducing the Smart Export Guarantee. Stakeholder discussions during these consultations included public events held in London, Scotland, and Wales.

National planning policy recognises that small-scale renewable energy and low carbon projects provide a valuable contribution to cutting greenhouse gas emissions and can be included as part of a planning application. In addition, for existing buildings, permitted development rights for micro-generation from renewable energy sources that include wind, solar and ground and air source heat pumps were introduced in 2015 and apply to both residential and non-residential development.

The Government has supported the deployment over 6GW of small scale power generation, and we expect more to deploy now the Smart Export Guarantee has been announced.
a) This contributes to the over 33% of power that comes from renewables and over 50% that comes from low carbon sources. Our low carbon power generation could need to increase four-fold by 2050.
b) Decarbonising the power sector is crucial to achieving a net-zero economy â whatâs more, small scale generation, as discussed in the Smart Systems and Flexibility plan is an important part of a more flexible and decentralised future system. The generation of low carbon heat through technologies such as solar hot water, biomass, biomethane and heat pumps can all play an important role in decarbonising heat. These are all supported by the Renewable Heat Incentive. Through the Renewable Heat Incentive, the government is spending £2.8bn between 2018 and 2021 to incentivise the deployment of low carbon heating. The Government made an assessment on the evidence on options to decarbonise heat in âClean Growth â Transforming Heatingâ published in December 2018 (https://www.gov.uk/government/publications/heat-decarbonisation-overview-of-current-evidence-base). There is no clear consensus on the best approaches to decarbonising heat at scale. Given the diversity of heat demand, no one solution can provide the best option for everyone â a mix of technologies and customer options will need to be available. We need to continue exploring and testing different approaches to heat decarbonisation. The Government has committed to publishing a heat roadmap by summer 2020 which will set out further details on plans for decarbonising heat.

The Feed-in-Tariff (FIT) scheme supports solar, wind, hydro, anaerobic digestion and micro-combined heat and power technologies. On the basis of installations on Ofgemâs central FIT register, solar is the most popular method of electricity generation accounting for 99% of all installations (over 830,000) supported under the scheme.
The Domestic Renewable Heat Incentive (RHI) supports biomass only boilers and biomass pellet stoves, air source heat pumps, ground source heat pumps and solar thermal panels. The Domestic RHI has accredited over 69,000 applications for the residential microgeneration of heat. As of May 2019, air source heat pumps are the most popular method of heat microgeneration, making up 54% of total accredited applications. More deployment data can be found here.
It should be noted that there are some forms of microgeneration not covered by the RHI or FITs scheme.

Government has encouraged the installation of domestic micro-combined heat and power systems (with an electrical capacity of 2 kilowatts or less) through the Feed-in Tariffs scheme which was introduced in April 2010.

At the end of September, we estimate there were 805,000 domestic solar PV installations1,2. A small proportion of homes may have more than one installation but it is not possible to identify these in the available data.

Certification of the products and the installation by the Microgeneration Certification Scheme (MCS) is a key eligibility requirement for two government incentives, the Renewable Heat Incentive and the Feed-in Tariff. The Department works closely with MCS and Consumer Codes operating in this sector to ensure that consumers using an MCS certified contractor for a renewable energy installation are protected.
Where an installer fraudulently claims to be MCS certified, the consumer can contact their local trading standards office https://www.gov.uk/find-local-trading-standards-office.
Where the Department receives individual correspondence regarding such cases, officials work closely with Ofgem and MCS to ensure best possible outcomes can be achieved for the consumer.

The latest verified accounts for the MCS Service Company are published on the Companies House website. This states that as of 29 February 2016 there was £6,794,171 held in the account on behalf of the Secretary of State (of the Department for Energy and Climate Change; now the Department of Business, Energy and Industrial Strategy). At that time there was also £1,895,623 held in Escrow.
The MCS Service Company has the right to use funds drawn from the account in relation to the day to day activities of the Company. Negotiations are currently taking place for the Scheme to be transferred to the MCS Charitable Foundation, at which point the reserves will be the responsibility of the MCS Charitable Foundation.

The Feed-in Tariff scheme remains open.
We are currently considering the next steps for the export tariff, taking into account deployment for each supported technology to date, as well as potential pathways for the small scale renewables sector to operate on a subsidy-free basis. We will set out our proposals in due course.

The Feed-in Tariff remains open and provides an incentive for businesses to invest in generating renewable electricity.
The Non-Domestic Renewable Heat Incentive (RHI) provides financial incentives to increase the uptake of renewable and low carbon heat by businesses, the public sector and non-profit organisations in England, Wales and Scotland. It is open to applications to support 7 different technologies. The 7 supported technologies are:
- Commercial biomass (small, medium & large)
- Solid biomass Combined Heat & Power (CHP) systems
- Heat pumps (water-source, ground-source and air-source)
- Deep geothermal
- Solar collectors
- Biomethane injection
- Biogas combustion (small, medium & large)
