We areâ¯increasing spending on R&D by £7 billion over 5 years by 2021-22. This will be theâ¯largest increase ever.
The allocation of research and innovation funding for 2017-2021 was published in August 2018 and can be found online at https://www.gov.uk/government/publications/research-and-innovation-funding-allocation-2017-to-2021.
UKRI and its councils published their Delivery Plans on 10 June as part of their UKRI 2019 event (www.UKRI.org/deliveryplans). These plans include the information about allocations for 2019-20, with a total UKRI annual budget of £7.5billion.

Like many other non-departmental bodies, UKRI’s tax liabilities include VAT and business rates. As UKRI is a new body, we are working with HMRC and HMT to ensure it pays the necessary and appropriate levels of tax. While details are being worked out, UKRI is meeting all new costs centrally and there has been no impact on Research Council spending. UKRI estimates the potential additional tax impact on running costs, following the creation of UKRI, to be £15m per annum. Further to this, some of UKRI’s capital projects previously qualified for VAT relief, so the impact of UKRI’s new legal status on this is being assessed and will be factored into UKRI’s planning going forward. UKRI and BEIS remain focussed on maximising spend on frontline science and research.

The Secretary of State will set allocations for UK Research and Innovation (UKRI) each year, including the balance of funding between Research Councils, Research England, and Innovate UK, taking advice from UKRI on the balance between disciplines and on strategic priorities. Details of allocations to each council will be published in due course.
