[holding answer 11 February 2013]: There is no exclusion from redundancy under Tranche 3 based on a set period of time on return from Afghanistan. However, any individual who is recovering from operations in Afghanistan on 18 June 2013 will be exempt. The recovery period will vary for individual soldiers, based primarily on the length of their deployment in Afghanistan.

Since the end of Q1 2010 public sector employment in Wales has fallen by 19,000, the smallest reduction of any region of the UK. This has been more than offset by the 35,000 increase in private sector employment in Wales over the same period.
The Office for National Statistics preferred source of statistics for public sector employment is the Quarterly Public Sector Employment Survey (QPSES). Figures from this source are not available at the parliamentary constituency level.

There are a number of measures in place to support those personnel affected by the drawdown of troops in Germany, depending on the terms and conditions and circumstances of those involved.
The Army employs some 3,400 personnel through the local labour market in Germany. These staff will be managed in accordance with local procedures in consultation with the German authorities. This includes either a lump-sum redundancy pay-out, or ‘bridging payments’ if their new job pays less, and re-training packages made available under the auspices of the Federal Employment Agency.
All UK based civil servants returning to the UK as part of the drawdown will be managed in accordance with departmental procedures which include providing assistance in finding alternative employment through the Department's redeployment pool for any that are declared surplus.

The number of people made redundant in the national health service since 1 May 2010 and since re-employed in the NHS up to 31 December 2012 is estimated to be 2,275.1
This estimate is based on staff recorded on the Electronic Staff Record (ESR) Data Warehouse as having a reason for leaving as either voluntary or compulsory redundancy between 1 May 2010 and 30 September 2012, and who have a subsequent record on the ESR Data Warehouse up to 31 December 2012.
Note:
The ESR Data Warehouse is a monthly snapshot of the live ESR system. This is the HR and payroll system that covers all NHS employees other than those working in General Practice, Moorfields Eye Hospital NHS Foundation Trust and Chesterfield Royal Hospital NHS Foundation Trust.

The Government Actuary's Department (GAD) has based its estimate upon two scenarios—redundancy at 15 years 364 days pensionable service and redundancy at 16 years pensionable service. The GAD has estimated the discounted present capital value of pension and redundancy payments, made between age 39 and age 65 to a member of Armed Forces Pension Scheme 75 holding major's rank, pay level 6 and aged 39.
The following assumptions were used in preparing these estimates: the discount rate is 5% per annum, consumer price index inflation is 2% per annum, there
is no allowance for death before age 65 and, in the 16 year scenario, the individual opts for full resettlement commutation.
The resultant estimates are shown in the following table:

An individual's unit or where they are stationed is not a factor in the decision to select Service personnel for redundancy.
I refer the hon. Member to the answer I gave on 19 March 2013, Official Report, column 644W. As part of the January 2013 redundancy announcement for tranche 3 that earmarked 5,300 posts, 654 Infantry personnel between the ranks of Private and Corporal are liable for selection for redundancy.

The Ministry of Defence has not calculated the average actuarial loss of pension income of those who have, since May 2010, been made redundant within one year of their immediate pension point.
The impact of not being eligible for immediate pension is offset by the compensation lump sum or special capital payment. The average tax free payment for service personnel terminating from service with less than one year to serve to their immediate pension point was £73,383. In addition, their pension benefits will be preserved for later payment.
