I thank my right hon. Friend for that answer. On a recent visit to Vietnam, I noted that the communist Government there put up propaganda signs all over the place. Similarly, Derby city council puts up signs showing anti-Government propaganda. Does my right hon. Friend agree that that is a terrible waste of taxpayers’ money?

I, too, regularly see those signs, and one must wonder why we are seeing such signs around Derby city at a time when the council is saying that it
does not have enough money for other essential services, and when it has just increased council tax. That is unlike Derbyshire county council, which also serves my hon. Friend’s constituency but has had a 0% rise in council tax. That is an important message for the people of Derbyshire about where money is being spent.
Will my right hon. Friend update the House on the dreadful congestion on the A38, particularly around the Markeaton and Little Eaton roundabouts in my constituency? It is causing misery to my constituents and Derbyshire residents.

I think that my hon. Friend lives closer to the Little Eaton island and I to the Markeaton island, so we both know of the regular delays on that very important road. On the pinch-point funds, I am pleased that we will see some improvements this month—as she will know, work has already started on preparing the site for those improvements. I have met the leader of Derby city council, and I know that my hon. Friend has met the Roads Minister, my hon. Friend the Member for Wimbledon (Stephen Hammond). We are looking at this issue, but it is a very big scheme.
The Government are committed to reducing sign clutter. I recently wrote to English local authorities to encourage them to take action, and I have sponsored an award to encourage the reduction of sign clutter. The Department will be revising traffic sign regulations and general directions to provide local authorities with far more discretion about where and when they place traffic signs.
On Monday, my right hon. Friend came to Derbyshire to support our council candidates for the next election, but at the same time, he visited a manufacturing company. Does he agree that getting manufacturing companies such as the ones in my constituency to continue to export and to expand their exports is our best way out of recession?

My hon. Friend is absolutely right. Duresta, the furniture manufacturer that I visited, has seen its sales increase by almost 20% over the past year. It is going into new export markets, investing in apprenticeships and doing all of the things the Government are backing and supporting. We want to back many more firms to do exactly that. Her wider point is also right: people in Derbyshire who want another year of a council tax freeze need to vote very carefully on 2 May.

The Government’s National Citizen Service positively engages young people during their school holidays. Does my right hon. Friend agree that charitable organisations such as Free the Children, which now exists in Britain, add value to children’s primary and secondary education throughout the year, and are an excellent example of the big society in action?

Free the Children is a wonderful charity and I look forward to supporting it later this evening.

I agree with the Defence Committee that it is for the people of Afghanistan, not people abroad, to determine their future. We certainly intend to continue to support the Afghan people. We intend to support the Afghan National Army Officer academy post-2014 and in other ways. I also understand that the Government will be supporting Afghanistan through the Department for International Development.

The Cancer Drugs Fund has so far helped over 1,800 patients in the East Midlands strategic health authority area to access the additional cancer drugs their clinicians recommend.
The NHS Commissioning Board took on oversight of the Cancer Drugs Fund from 1 April 2013.

We have received several representations from local authorities, hon. Members representing relatively lower funded local authorities and the group campaign group f40 about addressing the distribution of school funding.
The Secretary of State for Education confirmed in March 2012 our intention to introduce a new national funding formula in the next spending review period.
A new national funding formula would re-assess need across the country and distribute funding accordingly.

My hon. Friend will know that we are consulting on the idea that we should provide more education for those in youth custody than is currently provided. We are looking for good ideas—from wherever they may come—on how that might be done better, but she is entirely right: education needs to form more of a part of what we do. We have a responsibility to educate these young people, and doing so more effectively will assist in reducing reoffending.
I have no immediate—sorry. I look forward to visiting Mid Derbyshire soon. I very much enjoyed my recent visit to Derbyshire, when I went to the Toyota factory, in which many of my hon. Friend’s constituents work, and I am sure I will be back there soon.

Does he agree that small manufacturing companies such as those based in Mid Derbyshire should also be given the chance to play their part in driving Britain’s exports to emerging markets such as India, China and the rest?

My hon. Friend is absolutely right. We have improved our performance in terms of exports and goods, as I said earlier, to these key emerging markets, but the real challenge is to get SMEs exporting. If we could increase the figure—I think the figure is—from one in five to one in four, we would wipe out our trade deficit and create many jobs and a lot of investment at the same time. I have led trade missions to every single G20 country, apart from Argentina, and I look forward to doing more in the future. I will certainly include SMEs, and perhaps some from my hon. Friend’s constituency.

I visited Israel from 29-31 October 2011 and during the visit I met with the Israeli Minister for Trade, Science and the Environment, Minister Rabbi Professor Daniel Hershkowitz, and Israeli Chief Scientist at the Ministry of Industry, Trade and Labour, Avi Hasson. Together with Minister Rabbi Professor Daniel Hershkowitz, I announced the establishment of a new, joint fellowship exchange scheme to enhance collaboration between the countries in the area of regenerative medicine.

It is for strategic health authority (SHA) regional clinically-led panels to make decisions on the use of this funding. In line with the Government's response to our consultation on the Cancer Drugs Fund, SHA shares of the funding available for the Cancer Drugs Fund have been calculated using the national weighted capitation formula.
From April 2013, the NHS Commissioning Board will take on oversight of the Cancer Drugs Fund. Guidance to support the operation of the Cancer Drugs Fund in 2013-14 will be a matter for the NHS Commissioning Board.
The Government is working towards introducing new pricing arrangements for branded medicines, including value-based pricing for new medicines, from January 2014. National health service organisations are legally required to fund treatments recommended by the National Institute for Health and Clinical Excellence (NICE) in its technology appraisal guidance. We have committed
to maintaining the funding direction for drugs recommended by NICE and to replicating it for medicines with a value-based price.
