The number of funded posts (otherwise known as the operational staffing requirement) and the number of staff in-post within public sector prison establishments for the grades listed at the latest date available are given in the following table. Figures for private sector establishments are not provided as they have their own grading structures.All of these grades are now closed to new entrants as part of work force changes in public sector prisons. The principal officer grade has been closed since 2009 and the funded level reflects the number of such staff remaining in-post.Information on the number of funded posts and full-time equivalent staff in-post is contained in the tables. Information is supplied as at 31 January 2012, which is the date of the latest published associated data.

Our rehabilitation policy will encourage and facilitate mentoring for offenders by ex-offenders and other members of the public, as all parts of the justice system focus more on outcomes than inputs. The early payment-by-results pilots at Doncaster and Peterborough prisons both use peer mentoring, and the experience of these and all other pilots will guide future training and practice.

by the judge who jailed him under the Terrorism Act 2000, managed to send a six-page letter from his Belmarsh cell that advised potential terrorists on the best way to outwit our police and security services? Will this latest lapse be investigated by the Justice Secretary?

The information requested is as follows."(a) (i) Prison officers in public service prisons are normally entitled to a maximum of six months sick leave on full pay during any period of 12 months followed by half pay, subject to a maximum of 12 months sick absence in any period of four years."If the absence is as a result of an injury or illness sustained in the course of duty, the period of absence on full pay can be extended by up to a maximum of six months in any four years. If an injury is due to an assault in the course of duty (or an assault not on duty but clearly connected with official duties), the period of absence on full pay will be extended for the total period of sick leave."(a) (ii) Information from the private sector will vary from company to company. As an example from one prison establishment, a prison custody officer in a privately run prison is paid company sick pay equal to full pay up to the following maximum amounts in any 12 month period:""Up to two years' service—six weeks""After two years' service—eight weeks""After five years' service—10 weeks""After 10 years' service—12 weeks""(b) (i) Prison officers in public service prisons are eligible to be covered by the Principal Civil Service Pension Scheme (PCSPS). The Civil Service has five different pension schemes:""Classic""Classic plus""Premium""Nuvos""Partnership"Classic, Classic Plus and Premium are defined benefit pension schemes, but were closed to new entrants from July 2007. Nuvos is a defined benefit pension scheme and Partnership is a stakeholder pension account with employer contributions."(b) (ii) Information from the private sector will vary from company to company. As an example from one prison establishment, a prison custody officer in a privately run prison is eligible to be covered by a Group Personal Pension Plan which is a defined contribution pension scheme with employer contributions."

Information on the ratio of officers to young offenders and officers to adult prisoners since 31 March 2005 is provided in the following table. The ratios are calculated as the number of prisoners to each officer.It is not possible to disaggregate staffing information for sites that hold both young offenders and adults. For the purposes of calculating the ratios such sites are allocated as either young offender or adult depending on largest number of prisoners of each type held.

Prison officers are civil servants and, as such, are members of the Principal Civil Service Pension Scheme (PCSPS). The scheme pension age of members is set out in the relevant PCSPS rules. With the limited exception of some prison officers who were in post prior to 30 September 1987 and retain a ““reserved right”” to retire at age 55 years, the majority of civil servants, including prison officers, have a scheme pension age of 60 years.A change to the PCSPS rules raised the scheme pension age to 65 years for all civil servants, including prison officers, who joined the scheme after 30 July 2007.Lord Hutton's final report on the proposed reform of public service pensions recommended that a pension age of 60 might be more appropriate for employees in uniformed services to recognise the unique nature of their job. Consultation will take place on what form this takes and whom it covers as part of the reform process.

Under Prison Service Instruction (PSI) 42/2010, governing governors of prisons are required to ensure that an assessment of the risks to which their staff and others who may be affected by their undertakings are exposed, is carried out and that measures are in place to eliminate or control the risk.There is an ongoing requirement on prison managers to complete risk assessments. All risk assessments are subject to review at least annually but more frequently where there has been a significant change in an activity or process that may introduce new risk(s).The National Offender Management Service (NOMS) does not collect information centrally as to whether risk assessments have been carried out. This will be identified by active monitoring of health and safety performance in prisons and/or via audit.An audit of the health and safety performance of each prison is carried out every three years by departmental health and safety advisers. The audit focuses on the procedures in place for implementing the requirements of health and safety legislation, including arrangements for carrying out risk assessments. A report is prepared for governors which includes any deficiencies identified during the audit, the actions required to ensure compliance with legislation and prison service guidance and time scales for implementation.

Between 31 December 2010 and 31 March 2011 143 staff took up post as prison officer 2s. Of these 136 were still in post on 31 March 2011.Of the 851 staff who took up post as prison officer 2s between 30 September 2009 and 31 December 2010, 771 remain as officers as at 31 March 2011.
