The Student Loans Company (SLC) is a non-departmental public body and decisions about staffing matters are for the company and its board. The chairman and senior executives of the company have discussions regularly with Ministers about the service the company provides for its customers. I was told by the chair of the SLC on 26 January 2010 that the company intended to announce its restructuring on the following day; and attended a meeting requested by the SLC branch of the Public and Commercial Services trade union on January 26.

The service-related lump sum redundancy payments under the new arrangements described in my Statement are payable irrespective of whether civil servants are under or over the age of 50 when they are made compulsorily redundant. There is no enhancement to pension (and associated lump sum), which is preserved for payment at normal pension age. Where civil servants wish to draw pension before pension age, it is subject to actuarial adjustment; civil servants within five years of pension age who choose to use their redundancy payment to buy-out the actuarial reduction will be able to receive an unreduced pension.

I share my hon. Friend's concern that young people with mental problems get the support that they need in a way that is appropriate to their needs. If we can provide more support for children who have mental health problems, we can do a great deal to prevent young people from becoming adults with mental health problems, thereby relieving pressure on adult mental health services as well. We undertook a review of the child and adolescent mental health service and are currently implementing the recommendations.

I will indeed, and that is why I said to my right hon. Friend the Member for Salford (Hazel Blears) a moment ago that we would support such midwife-led units when they are what local people want. What we will not do is undermine clinically led change. The Opposition have said that they would put doctors in control in the NHS, and they go to marginal seats around the country opposing clinically led change, which is quite scandalous as far as I am concerned.

I hear what the hon. Lady says as far as Southampton is concerned. It is important that health trusts manage their budgets, but it is also important that they prioritise the quality of care for patients and ensure that patient safety comes first. I understand that in last night's debate, the hon. Lady's party's Treasury spokesman said that he would not guarantee funds for the NHS.

Information on the number of staff dismissals is not collected centrally.
Since 2006-07, a collection outlining redundancies within the National Health Service has been carried out by the department. The following table outlines the results of this collection. Data prior to 2006-07 are not collected.

National Health Service staff work for independent and autonomous employer organisations. They are responsible for making decisions on the dismissal of staff but are expected to do so in line with current employment law and human resource good practice. The compensation they receive will normally be dictated by the contractual arrangements in place between employee and employer. Any extra contractual payments are subject to Treasury approval.
Redundancy payments to NHS staff are made in line with the arrangements set out in Section 16 of the Agenda for Change Terms and Conditions of Service Handbook. These came into force from 1 October 2006. At the same time changes were made to the National Health Service (Compensation for Premature Retirement) Regulations 2002 and the National Health Service Pension Scheme Regulations 1995. These were also negotiated in partnership with the NHS trade unions. Under these arrangements, the standard redundancy terms are one month’s pay per year of reckonable service up to a maximum of 24 months pay. Members aged over the minimum pension age may choose to use their redundancy payment to pay for their retirement pension to be paid on redundancy without reduction. The previous redundancy arrangements involving enhancements of service of up to 10 years are being phased out and will cease to apply completely from October 2011.
A further form of early retirement available is retirement in the interests of the service where the employer pays for the cost of the members retiring without a reduction for early payment of pension.
Section 16 of the Agenda for Change Terms and Conditions of Service Handbook makes clear that before making staff redundant employers should seek suitable alternative employment either in their own organisation or with another NHS employer.

This is the latest date for which figures have been published.""Please note that this will include people who have already had their contract end date extended, but then leave on their new end date without further extension. The figures exclude people that have left before the end of their contract for various reasons, such as dismissal for poor performance and resignation. Numbers quoted are in full time equivalents."

Network Rail is seeking to minimise the number of compulsory redundancies, but there are positive opportunities for some of those employees to find other jobs on big projects such as the upgrades to Reading station and Thameslink over the coming years.
