Government's (a) science and technology projects and (b) equipment procurement spending in addition to Dstl in each of
the last five years. [219034]
Mr. Ingram: The Ministry of Defence (MOD) has its own staff within the Department in addition to Dstl to provide advice on both
science and technology projects and equipment procurement. These resources have been available since before the formation of Dstl.
MOD does use QinetiQ, industry and academia where appropriate and when impartiality can be assured. In these cases, the majority of
final synthesis of technical advice is performed by MOD's own resources.

Mr. Gerald Howarth: To ask the Secretary of State for Defence what the (a) science, (b) technology projects and
(c) equipment procurement budgets were for 2001-04; and what the value was of projects that overspent or overran by more than
10 per cent. [219035]
Mr. Ingram: The budgets for MOD (a) research, (b) development and (c) equipment procurement are published in UK
Defence Statistics 2004 (Tables 1.1,1.7 and 1.15). The research budget is generally applied to exploring speculative subjects and it
is not amenable to the type of analysis requested. The chief scientific adviser supervises this work and the majority of the
programme is contracted at ascertained costs. In the last few years this programme has been delivered substantially on budget.
The performance of the equipment programme is reported within the MOD's Annual Report and Accounts 2003-04 (sections 121-123
procurement performance) and further, more detailed, analysis is contained within the Report by Comptroller and Auditor General on
MOD Major Project Report.
The latest versions of the relevant publications are in the Library of the House.

Mr. Ingram: All significant spending on Ministry of Defence science and technology projects and equipment procurement spending
involves advice from a variety of appropriate technical sources, which include Dstl, QinetiQ, industry and academia. Such advice is
synthesised by MOD technical experts.
I am unable to comment on other Government Departments' science and technology projects and equipment procurement spending.

Mr. Ingram: [holding answer 14 March 2005]: The Maritime Coherence Study Baseline is the core programme emerging from the
Maritime Coherence Study. It will provide the basis on which further work and refinement is undertaken. The Maritime Coherence Study
is intended to produce a balanced, coherent and more affordable programme to address our capability priorities and provide an
industrial programme with stable and balanced loading, and will be implemented over the next two decades.

Mr. Ingram: [holding answer 8 March 2005]: The Department does not subsidise defence contractors or pay for work that is not
covered by a contract. Decisions on contract prices and amendments to contract prices are based on long term Value for Money and
take account of factors such as equipment performance, timeliness of delivery, risks and their management, sustainability and
support of equipment and, where appropriate, wider factors described in the Defence Industrial Policy, which is in Defence Policy
Paper No 5, published in October 2002.

Mr. Ingram: The broad impact of the outcome of the 2004 equipment planning round (EP04) was described in the Defence White Paper
supplement `Delivering Security in a Changing World: Future Capabilities' (Cm 6269), published in July 2004. However, changes to
planning assumptions arising during our annual planning round form part of internal advice to Ministers on the overall affordability
of the defence programme. Announcements will continue to be made as appropriate when decisions are taken on specific projects.

Mr. Ingram: To align the Ministry of Defence's planning cycle with the Government's biennial planning cycle based on Spending
Reviews in alternate years, and to improve further the effectiveness of our planning, we have decided to conduct future planning
rounds every two years, rather than annually. Equipment Plan 2007 will therefore be the next equipment planning round; the main work
will commence early in 2006.
