Mr. Hoban: To ask the Secretary of State for Education and Skills what percentage of excluded children, broken down by key stage,
have (a) received education in pupil referral units and (b) had one-to-one home tuition in each of the last five

Mr. Stephen Twigg: Information on the provision made for permanently excluded pupils was first collected in March 2001 via the
Education of Permanently Excluded Pupils (EPEP) Survey. There were two further updates in September 2001 and March 2002 before the
survey was discontinued. However, figures from the most recent collection of this survey were incomplete and not sufficiently robust
to provide a breakdown of the type of educational provision received by excluded pupils. The available information is given in the
table.

In 1999 the Government gained a commitment from LEAs to provide a full time education for all permanently excluded pupils by
September 2002. Findings from the EPEP survey indicated that on 30 September 2002, 143 LEAs were offering full time education
to pupils permanently excluded from school, and seven LEAs were not. Since this survey, better systems have been put in place to
track pupils. Currently two LEAs are not providing full time education for all their pupils. The Department continues to work
through the Children's Services Improvement Advisers to support LEAs to sustain this commitment and provide high quality, full time
educational provision for all permanently excluded pupils.

Mr. Hoban: To ask the Secretary of State for Education and Skills what measures are in place to monitor the provision of education
at home. [194768]
Margaret Hodge: Parents who elect to home educate their children must ensure that they receive full-time education of a good quality
and suitable to each child's age, ability and aptitude and to any special needs they may have. It is the duty of local education
authorities (LEAs) to monitor the quality of education being provided to home educated children of compulsory school age. Precisely
how this is done, and how often, is a matter for the LEA. My officials are currently drafting guidelines for LEAs on elective home
education, which are due to be issued early next year.

columns 1265-1266W, on home education, what assessment he has made of the reasons underlying the one-year fall in the number of
pupils not in school in Somerset local education authority in 2003. [195498]
Mr. Miliband: My Department has carried out an investigation into the one-year fall in the pupil numbers not in school in Somerset
local education authority in 2003. At the time of the 2003 data collection the figures returned to the Department were checked and
confirmed by Somerset LEA as being correct on 8 March 2003.
However, following the hon. Member's previous question, further investigation has been carried out. The LEA has now informed the
Department that a group of pupils was omitted from the 2003 return. They have supplied an amended 2003 total.
A revised table showing this amendment is given as follows:

Mr. Bercow: To ask the Secretary of State for Education and Skills how many people are employed in the Home Tuition and Hospital
Teaching Service. [191077]
Margaret Hodge: The Department does not collect this information. Local Education Authorities have a duty to provide suitable
education for children of compulsory school age who cannot attend school because of their medical needs. Education for these
children can be provided in a variety of ways, for example through the provision of a hospital school or hospital teaching service;
home teaching; or an integrated hospital/home teaching service. It is for individual Local Education Authorities to decide, in the
light of the statutory guidance "Access to Education for children and young people with Medical needs", on the most appropriate
education arrangements for children with medical needs within their areas and the staffing levels necessary to support those
arrangements.
