Angela Smith: Approximately £6.3 million was spent on chemotherapy drugs in 2002-03 and approximately £7.9 million in
2003-04. Approximately £13.8 million of chemotherapy drugs demand is currently anticipated for 2004-05.

Mr. Drew: To ask the Secretary of State for Health, (1) how much the NHS spent on cancer treatment in each year from 2000; and what

Miss Melanie Johnson: Figures on the amount of money spent on an individual disease are not collectedcentrally. It is very difficult
to track spending on a particular programme such as cancer, as patients undergo a number of different diagnostic and treatment
episodes during their illness.
However, "Securing our Future Health: Taking a Long Term View" published in April 2002 detailed that the National Health Service
spends around £2.5 billion a year on cancer services.
The national cancer director published a report in May 2003, detailing that, of the funding committed to the NHS cancer plan, an
additional £199 million was spent in 2001-02 and 406 million was spent in 2002-03. We will shortly be repeating this
tracking investment exercise to check whether spending on cancer services in 2003-04 reached the additional £570 million
committed to in the NHS cancer plan.
Funding for cancer services in 2005 will be included in baseline money sent to primary care trusts (PCTs). It is for PCTs to decide
how to spend that money, based on local circumstances and priorities. From next year, PCTs and strategic health authorities will
report within their annual accounts the totality of their expenditure on a programme basis each year. This will include cancer as
one of the categories of spend.

Ms Rosie Winterton: Information on the number of patients treated for Alzheimer's disease by individual primary care trusts (PCTs)
is not collected centrally. Data on the number of prescription items dispensed in the community, and the net ingredient cost is
collected by the Prescription Pricing Authority. The total number of prescription items dispensed for dementia drugs, and the net
ingredient cost of these drugs, in the area covered by Reading PCT in 2003-04 is shown in the table.

Mr. Hutton: Table 1 shows the number of finished hospital admissions and finished consultant episodes for both reconstructive
plastic surgery and elective cosmetic surgery carried out in the national health service since 1996.
Table 2 shows NHS expenditure on plastic surgery for the financial years 1995-96 to 2002-03. The Department is unable to distinguish
between reconstructive and elective cosmetic surgery.
The Department does not issue criteria to surgeons on the selection of patients for cosmetic surgery. The decision on whether to
provide cosmetic surgery on the NHS is made locally by primary care trusts based on other competing priorities.

Mr. Hutton: It is not possible to extrapolate the precise amount of money spent in the private sector for 2001-02, 2002-03, 2003-04
from the overall cost of the national health service buying services from non- NHS providers, including voluntary and charitable
organisations and the independent sector.
Data was not identified separately for 2001-02. For 2002-03, the reference cost collection was separately identified. Data for
2003-04 will not be available until October 2004.
This will not equate to the total private sector costs because: Some organisations part-pay non-NHS providers for individual
elements of a service. The data includes voluntary and charitable services purchased. The data only relates to services that are
included in the current reference cost collection, that is, approximately 80 per cent. of acute services.
Learning disabilities services, hospice care and residential and continuing care are outside the scope of the reference costs
collection.

Ms Rosie Winterton: The project sought the views of patients, the public and national health service staff to understand the key
components of a positive patient experience.

Miss Melanie Johnson: The latest available figures of new cases of cancer diagnosed in England are for 2000. In that year a total of
34,045 new cases of breast cancer, 2,424 new cases of cervical, cancer and 23,109 new cases of prostate cancer were recorded.
Figures for government expenditure on research on specific types of cancer are not available. However analysis carried out in 2002
by the National Cancer Research Institute (NCRI), which co-ordinates research activity among government bodies, charities and the
pharmaceutical industry, indicates that of the combined spend that was available for analysis, around 40 per cent. was
attributable to specific tumour sites. Approximately 18 per cent. was on breast cancer, approximately 4 per cent. on
cervical cancer and approximately 8 per cent. on prostate cancer. This does not include national health service research and
development support funding.
Prostate cancer is the only cancer that has a Department of Health funding target for research, of £4.2 million a year by the
end of 2003-04, and we are on track to achieve this target.

Mr. Hutton: Entitlement to free national health service treatment is based on residence in the United Kingdom. The national health
service (Charges to Overseas Visitors) Regulations 1989 place a duty on NHS trusts to establish whether a patient is ordinarily
resident or otherwise eligible for free NHS hospital treatment and, if not, to levy a charge for any treatment provided.
The amounts collected from NHS charged patients are not separately identified in trust accounts and are not collected centrally.

Mr. Baron: To ask the Secretary of State for Health (1) how much the NHS spent on anticholinesterase inhibitors for people with
Alzheimer's disease in each year since 1997; [144843]
(2) what steps are being taken to ensure that people in long-term care with Alzheimer's disease are assessed for use of
anticholinesterase inhibitors; [144844]
(3) what plans he has to re-issue guidance to trusts to ensure that local decisions about whether to prescribe Ebixa on the NHS for
people with moderate to severe Alzheimer's disease are not postponed in the absence of guidance from the National Institute for
Clinical Excellence. [144845]

The number of prescription items dispensed in the community for drugs for dementia and the associated net ingredient cost, for each
year since 1997, are shown in the table. Information is not collected about the number and costs of drugs for dementia dispensed in
acute and mental health trusts.

Notes: 1. The prescription information was obtained from the Prescription Cost Analysis (PCA) system and is based on a full analysis
of all prescriptions dispensed in the community, i.e. by community pharmacists and appliance contractors, dispensing doctors, and
prescriptions submitted by prescribing doctors for items personally administered in England. Total prescriptions include not only
prescriptions originating from general medical practitioners in England but also from hospital doctors, nurses, and dentists,
provided they were dispensed in the community. Also included are prescriptions written in Wales, Scotland, Northern Ireland and the
Isle of Man but dispensed in England. The data do not cover drugs dispensed in hospital or private prescriptions. 2. Drugs for
dementia are those defined in the British National Formulary (BNF) section 4.11. 3. The Net Ingredient Cost refers to the cost
(which the dispenser is reimbursed) of the drug before discounts and does not include any dispensing costs or fees. It does not
include any adjustment for income obtained where a prescription charge is paid at the time the prescription is dispensed, or where
the patient has purchased a pre-payment certificate.
People in long-term care with Alzheimer's disease have the same access to drugs for dementia as people living elsewhere. If
appropriate, those involved in their care will refer them as necessary for assessment by specialist mental health teams.
In August 1999 the Department issued Health Service Circular 1999/176 which asks national health service bodies to continue with
local arrangements for the managed introduction of new technologies where guidance from the National Institute for Clinical
Excellence (NICE) is not available. These arrangements should involve an assessment of all the available evidence. Funding for
treatments, such as Ebixa, should not be withheld simply because of an absence of guidance from NICE.
