Mr. Dismore: To ask the Secretary of State for Foreign and Commonwealth Affairs what representations he is making to the Palestinian
Authority regarding the content of literature in school books in Palestinian schools. [160981]
Mr. Wilson: The Government are deeply concerned by allegations of incitement through literature being used in Palestinian schools.
We have sought assurances from the Palestinian Authority, that no such material is contained within the textbooks of the new
Palestinian curriculum.
We urge both sides to maintain objectivity and historical accuracy in their school books and we encourage them to "educate for
peace" by promoting reconciliation and greater mutual understanding.

Mr. Paul Marsden: To ask the Secretary of State for Education and Employment how much it cost to provide additional classrooms at
(a) Sundorne infants, (b) Greenfields primary and (c) Springfield infants schools in Shrewsbury and if he will make a statement.

Ms Estelle Morris: [holding answer 9 May 2001]: The Government have allocated £80,000 and £88,000 respectively to Greenfields
primary and Springfield infants schools, to provide additional accommodation as part of the infant class size initiative. Although
capital funding has not been provided for an additional infant classroom at Sundorne infants, I understand that remodelling of
existing accommodation has enabled the school to extend its nursery unit. The cost of that work, some £34,000, was supported by the
school and the local education authority.
The Government pledged to limit infant classes to 30. We have already delivered that pledge early for the vast majority of infants,
including those in the Shrewsbury and Atcham constituency. This has been achieved with the help of substantial funding made
available under the class size initiative--allocations to Shropshire LEA alone amount to some £3.5 million.

Ms Estelle Morris: [holding answer 26 April 2001]:
Every mainstream secondary school in the authorities listed benefits or will benefit from the Excellence in Cities programme. In
addition, smaller groups of school-- including secondary schools--will benefit from inclusion within the new excellence clusters.
Schools in the first 25 phase 1 EiC authorities came on stream from September 1999 (academic year 1999-2000), those in the 23 phase
2 authorities from September 2000 (academic year 2000-01), and schools in the 11 phase 3 authorities (including North Sefton) and 11
excellence clusters will begin implementing the programme from September 2001 (academic year 2001-02).
I refer the hon. Member to the secondary school performance tables published by my Department for information on individual school
achievements. Overall, the proportion of pupils in EiC phase 1 partnerships achieving five or more GCSE/GNVQ grades A*-C rose by 2.3
percentage points between 1999 and 2000, compared with an average increase of 1.3 percentage points for all other maintained schools
in England.

Mr. Wills: [holding answer 9 May 2001]: The Department does not hold information on the number of new computer suites in schools.
However, since 1998 the average number of pupils per computer in primary and secondary schools in England has improved from 17.6: 1
to 12.6: 1, and from 8.7: 1 to 7.9: 1, respectively. Shropshire LEA estimates that £663,770 of national grid for learning funding
has been allocated to schools in Shrewsbury and Atcham through the standards fund since 1997.

Ms Estelle Morris: [holding answer 9 May 2001]: The information requested is not collected centrally.
The annual schools' census collects information on pupils in independent schools educated in those schools, regardless of where the
pupils live. Therefore, information is not available on the area of residence of pupils in independent schools and which local
education authority would be responsible for them. Areas have different densities of independent schools which would lead to an over
estimate of the proportion of pupils in independent schools in some areas.
Also, independent schools are not classified as primary or secondary.

Jacqui Smith: In my reply to the hon. Member on 19 April 2001, Official Report, column 563W, I gave the number of mailings for the
years 1996 to mid 2000. The tables cover mailings to primary schools and mailings to secondary schools in the whole of the year 2000
and in the year 2001 up to 2 May. Since September 2000, we have had a presumption against sending materials direct to schools.
Instead most information is available on request.

The size of the average secondary class nationally, at 22.0, is still five below the average primary class. In 2001-02 secondary
headteachers will receive an average of £70,000 and primary headteachers £24,000 in direct grant to spend as they choose including
on reducing class sizes if that is their priority.
The full-time equivalent number of regular secondary teachers in the north-west increased by 1,300 between January 1997 and January
2001.
In addition, the size of the average primary class in the north-west has gone down from 27.9 in January 1997 to 26.7 in January

Mr. Cotter: To ask the Secretary of State for Education and Employment (1) what steps he has taken to promote and encourage the
teaching of swimming in schools; [159932]

Jacqui Smith: We do not hold specific figures on the proportion of pupils in England who take swimming lessons, as swimming is a
compulsory part of the PE activities only at Key Stage 2 of the National Curriculum, unless pupils have met the full Key Stage 2
requirements during Key Stage 1. After Key Stage 2, it remains one of six physical activity areas. The Ofsted report on swimming at
Key Stage 2, published in November 2000, showed that well over four out of five of the schools inspected provided adequate time for
swimming. It also reported that four out of five children are able to swim 25 metres at the end of Key Stage 2. This was good news,
but we acknowledge that we need to work with schools to make even more opportunities available for more children to be able to swim
25 metres by the time they reach secondary school.
Swimming and water safety are important life skills, and we are investing heavily in school sport, and swimming will benefit. The
Government's commitment includes £580 million in England (out of a total of £750 million in the UK) from the New Opportunities Fund
for sport in and around schools and up to £130 million to create multi-purpose sports and arts facilities in around 300 primary
schools.
We have also established a Swimming Advisory Group, involving representatives of the swimming associations, Ofsted, QCA and DCMS, to
discuss what more can be done to create even more opportunities for children to swim. We hope to announce proposals that will
increase the numbers of children who can swim by the end of Key Stage 2, before the end of the year.

Dr. Tonge: To ask the Secretary of State for Health what recent assessment he has made of the effect of shortages of the TB vaccine

Yvette Cooper: [holding answer 26 April 2001]: Our recommendation for the use of BCG vaccine is based on the advice of an
independent expert advisory committee, the Joint Committee on Vaccination and Immunisation (JCVI). They have advised that the degree
of delay in children receiving their BCG would not be accompanied by significant public health risk.
The recent outbreak in Leicester is one such example. Nearly all the children involved in this outbreak had been immunised with BCG
as babies or later. Unimmunised children in Years 10 and 11 had also been vaccinated in 1998 and 1999 before the national schools
immunisation programme was interrupted. The temporary suspension of the schools BCG immunisation programme has not therefore been a
factor.

Joan Ruddock: To ask the Secretary of State for Health what plans he has to inform schools involved in the national school fruit
scheme about the advice from the Chief Medical Officer, issued in 1997 and 1998, about pesticide residues and the peeling of fruit
and vegetables. [147043]
Yvette Cooper: Fruit for the national school fruit scheme (NSFS) will be sourced from growers whose produce is grown according to
the principles of integrated crop management, where pesticide inputs are minimised. In the case of United Kingdom fruit, only that
from producers who meet the standards of the assured produce scheme will be used. Imported fruit used by the scheme will be required
to meet similar standards.
The Food Standards Agency (FSA) was established in April 2000 to protect public health from risks which may arise in connection with
the consumption of food, including risks caused by the way in which it is produced or supplied, and otherwise to protect the
interests of consumers in relation to food. We have consulted the FSA extensively on the detail of the NSFS including details on the
preparation of the fruit. The FSA and Chief Medical Officer have approved the development of the NSFS, and in particular the FSA has
advised that it would not agree to the use of any pesticide if fruit or vegetables treated with it have to be washed or peeled to
make them safe to eat.
The Chief Medical Officer's original precautionary advice about washing and peeling fruit and vegetables was issued in 1997 in the
light of research and surveillance on pesticide residues conducted at the time. The long-standing advice to wash fruit before
consumption is to ensure that it is clean, and this still holds. However, the situation with pesticides has moved on and many of the
pesticides of particular concern have been withdrawn or are undergoing review.
The FSA is currently considering up to date advice on washing and peeling fruit and vegetables, and will be consulting the
Government's independent advisory committee on pesticides.

Mrs. May: To ask the Secretary of State for Education and Employment what representations he has received with regard to the
introduction of value added tables; and what plans he has to introduce value added tables. [158848]
Jacqui Smith: [holding answer 26 April 2001]: We have received a number of representations about the use of value added measures in
school performance tables. Their introduction is supported in principle by the head teacher associations and overwhelmingly by those
who have responded to past consultation exercises.
We are committed to supplementing the information already published in school performance tables with value added measures showing
how far schools help their pupils to progress between the stages of their education. We will do this as soon as we have the
necessary information about individual pupil performance and have tested successfully the processes involved.
We intend to run a pilot this year on the calculation and presentation of value added measures from Key Stage 2 to Key Stage 3 and
from Key Stage 3 to GCSE/GNVQ and to publish those measures for all schools in the secondary tables in 2002. We will then publish a
value added measure for primary schools in 2003 after piloting in 2002. Following the introduction of "Qualifying for Success"
reforms, introduction of value added in the 16-18 tables will necessarily have to wait at least until the first full set of results
under the new framework has been awarded.

Mr. Alan Howarth: Ensuring everyone has access to high quality arts education, from pre-school through to lifelong learning, is a
key priority for my Department. We are working closely with partners on a range of policies to deliver this, including the
Department for Education and Employment's £270 million Music Standards Fund, the £30 million Lottery funded National Foundation for
Youth Music, the £130 million Spaces for Sport and Arts initiative, which will create around 300 multi-purpose sports and arts
facilities for primary schools in some of the most deprived areas of the country and the new Artsmark award scheme which has been
available to schools since January. We are also establishing 16 Creative Partnerships, targeted on deprived areas, ensuring every
school child in the Partnership area has access to an innovative programme of artistic and creative opportunities.

Mr. Wills: National Grid for Learning Managed Services have helped develop a strong, health and competitive market for ICT equipment
and services to education. Suppliers are proud to hold this certification and it is recognised by both suppliers and customers alike
as a quality mark. The NGfL Managed Services Advisory Board has approved the certification of a further four companies under this
the third successive year of competition, bringing the total number of suppliers certified to provide NGfL Managed Services to 22.

Jacqui Smith: Permanent exclusions must be reviewed by the governing body of a school through its discipline committee. Where a
parent or pupil appeals against permanent exclusion, an independent appeal panel will consider the case.
My right hon. Friend the Secretary of State's guidance to appeal panels is that they should decide whether the pupil did what they
are accused of doing, and if so whether, considering all relevant factors, permanent exclusion is a reasonable response to that
conduct. He has advised that reinstatement would not normally be appropriate where the circumstances involve: serious actual or
threatened violence against another pupil or a member of staff; or sexual abuse; or presenting a significant risk to the health and
safety of other pupils by selling illegal drugs; or persistent and malicious disruptive behaviour--including open defiance or
refusal to conform with agreed school policies on for example, discipline or dress code.

A number of PRUs have amalgamated to rationalise and improve the quality of provision following Ofsted concerns about standards in
PRUs in 1995. Ofsted now reports that pupils in most PRUs are making satisfactory or better progress and teaching in 90 per cent. of
units is at least satisfactory. Almost all PRUs now improve pupils' behaviour and attitudes to learning.
A net total of 13 new PRUs have opened in the last year. Since 1997 the number of pupil places at PRUs has risen by over 1,000 and
the number of teaching and support staff is up by nearly 600. The pupil:teacher ratio is 4.3 the same as in 1997. Local authorities
were planning to spend 13 per cent. more on PRU provision in 2000-01 compared to the previous year. This reflects the tenfold
increase in funding to tackle poor behaviour in schools and provide education outside school for those who are excluded, up from £17
million in 1996-97 to £174 million this year.

Ms Estelle Morris: Mike Tomlinson's annual report for 1999-2000 shows that the quality of teaching has improved and the attainments
of pupils at all levels have risen. We welcome the evidence of rising standards and congratulate teachers, pupils and schools on
what they have achieved. Our policies are designed to build on the firm foundations which are now in place and to secure continuous
improvement in teaching and learning in all types of school.

Mrs. May: To ask the Secretary of State for Education and Employment how many schools have been given a Fresh Start since 1997; and
how many pupils obtained five GCSEs at grades A* to C for each of the schools for each year since 1997. [158847]
Ms Estelle Morris: The Government are committed to preventing schools from failing, and turning round those that do as quickly as
possible. There are 353 schools on special measures, compared with 515 in 1998. Over 700 failing schools have been successfully
turned round since 1997. The average turn-round time is currently 18 months, compared with 25 months in 1997. Over 100 schools in
special measures have closed, and the pupils educated elsewhere.
Where it proves impossible to turn a school round in a reasonable time, closure should be the preferred option. In exceptional
circumstances, where closure is not feasible, the local education authority may consider a Fresh Start, closing the existing school
and opening a new school on the same site. This is a difficult course, and should be reserved for the hardest cases. 25 schools have
been "Fresh Started", of which 15 are secondary and 10 primary. All were causing concern, and the majority had been in special
measures for over two years.
Of the 15 secondary Fresh Start schools, four opened in September 2000 and have therefore not yet published GCSE results. Results
for the other 11 schools are shown in the table. Two of these schools--Telegraph Hill School in Lewisham and Firfield Community
School in Newcastle--are due to close in July 2001 and July 2002 respectively.

Ms Estelle Morris: Between 1997-98 and 2001-02 funding for primary schools has increased by £640 per pupil in real terms, and for
secondary schools by £550. The ratio of secondary to primary funding per pupil has narrowed from 1.3 to 1 in 1997-98 to 1.2 to 1 in
2001-02.
Since 1997, funding overall has increased by £540 per pupil in real terms. Under the last Government, it fell by £80 in real terms
between 1994-95 and 1997-98.

There was a fall in the number of teachers leaving the maintained school sector in England, 27,570 (6.6 per cent.) in 1998-99
compared with 34,250 (8.2 per cent.) in 1997-98, following the 1997 reform of the Teachers Pension Scheme.
The full-time equivalent (FTE) number of regular teachers (excluding short-term supply) in the maintained schools sector in England
at January 2001 was 410,280, an increase of 12,600 since January 1998:

There was a growth of 2,300 in the number of people recruited to train as teachers between 1999-2000 and 2000-01, the first such
increase since 1992-93.
From April 2001 new graduate recruits can expect to earn £17,000 a year (up 6 per cent. from the previous year) and starting
salaries in Inner London will rise to £20,000 (up 9 per cent. from the previous year).

Jacqui Smith: A local education authority must by law provide free school transport for a day pupil attending an independent school
if it is the nearest suitable school to the pupil's home, and that home is beyond the statutory walking distance. Local education
authorities have discretion to provide free or subsidised school transport for pupils who do not satisfy those criteria; but they
are under no obligation to do so. My right hon. Friend the Secretary of State has no powers to intervene in a local education
authority's discretionary policy in such cases, except where he is satisfied that the authority is acting unreasonably in the
exercise of statutory powers or duties. He has no relevant powers in relation to passenger transport executives. For pupils aided
under my Department's Music and Ballet Scheme at four independent specialist music schools in England, means- tested help is
available through that scheme towards transport costs.

Ms Estelle Morris: Admission authorities, normally the local education authority for community and controlled schools, and the
governing body for aided or foundation schools, are responsible for setting the admission arrangements for their schools, including
determining and reviewing the boundaries for any school catchment areas. There is no requirement for admission authorities to use
catchment areas as an admission criterion, although many choose to do so.

Ms Estelle Morris: My Department does not collect this information. The statutory Code of Practice on School Admissions recommends
as good practice that admission authorities should operate co-ordinated admission arrangements. The code also encouraged the
setting-up of admission forums, which now operate in most areas, and which play a key role in bringing together various admission
authorities to seek solutions to common problems and to improve the level of co-ordination in local admission arrangements.
