Mr. Todd: To ask the Secretary of State for Health if he will make a statement on progress to date on the Information for Health
initiative. [158572]
Ms Stuart: Information for Health focuses on the best use of information and Information Technology in improving health and health
care and in supporting the delivery of patient centred care and services. It is also a partnership approach involving key
stakeholders such as front line clinicians, professional and representative bodies and IT suppliers. By being inclusive,
considerable approval and support has been gained for the strategy across the National Health Service.
The strategy was launched in September 1998 and it has had to flex to take into account major new initiatives flowing from the NHS
plan and the e-Government agenda. These requirements are now fully reflected.
There are clear and defined national targets to ensure the implementation of a national information and IT infrastructure. Record
levels of funding have been committed for investment in IT over a three-year period. Local plans produced in all health communities
are monitored and analysed to ensure that investments will meet the target deliverables. Each local community consists of a host
health authority, its constituent NHS trusts, general practitioners, other primary care contractors, local authority social services
and voluntary sector organisations. All local plans produced last year were published on the Department's internet site.
The document "Building the Information Core: Implementing the NHS Plan" (www.doh.gov.uk/ nhsexipu/strategy/update/) contains details
of key targets to be achieved over the next four years, in order to meet the commitments contained in the NHS plan in relation to
information systems. Other related targets around national service priorities will emerge in due course. Collectively they give the
immediate Information Management and Technology priorities which Local Implementation Strategy (LIS) communities need to address to
provide the NHS-wide core applications and services. These fundamental targets are listed in the table at the end of this note.
The targets stretch to 2005 but progress on intermediate milestones has been strong. All GPs will be connected to NHSnet by March
2001 which will speed up and improve communications for test results, appointment booking and other patient centred information
flows. NHS Direct services now cover the whole population of England.
In addition to local implementation major development programmes are in place across the NHS. The National Booked Admission
Programme pilots have now been running for 12 months and the Electronic Record Development and Implementation Programme (ERDIP) will
provide essential lessons for national implementation of electronic patient and health records.
Progress so far has been strong and we will maintain the effort to ensure that we fully realise the opportunities now unfolding to
support a patient focused and modern NHS.

Mrs. Brinton: To ask the Secretary of State for Health what action he is taking to address the incidence of stroke in ethnic

Yvette Cooper: The Department is taking action to address the incidence of stroke in minority ethnic groups through the National
Service Frameworks (NSFs) for coronary heart disease and older people.
Given the higher prevalence of stroke in some minority ethnic communities, the NSFs recognise the need to ensure that integrated
stroke services and stroke prevention advice should take into account the need for advocacy support, especially for those patients
and carers for whom English is not their first language.
The Department is currently funding the Stroke Association to produce information packs on high blood pressure, effects of diet,
risks from smoking and alcohol and the importance of exercise. The packs will specifically target Afro-Caribbean people and will be
publicised and distributed through local community, church and health groups by the end of 2001.
As part of the Department's tobacco education campaign, a dedicated campaign focused on ethnic minority populations is being
developed. The campaign will start in summer of this year and will be supported by a specialist Asian language helpline.

Mr. Opik: To ask the Minister of Agriculture, Fisheries and Food what action he has taken to ensure a consistent message is
generated by all parts of the Government regarding foot and mouth disease; and if he will make a statement. [158730]
Ms Quin: The Government have at all times sought to provide the best possible information to Parliament, to farmers, to those on the
ground fighting the disease, and to the public and the news media here and abroad.
In particular we have created an extensive dedicated website, set up a 24 hour a day helpline, co-operated with other Government
Departments throughout the Joint Co-ordination Centre in MAFF and the News Co-ordination Centre (NCC) in the Cabinet Office. The NCC
has provided two complementary websites and a general helpline. The No. 10 Downing street website has provided a multi-lingual
service, and British Embassies and High Commissioners have provided information through local news media and their own local
websites. Communication activity is among the topics co-ordinated by regular meetings of the Cabinet Office Briefing Room (COBRA).
The Scottish Executive, the Northern Ireland Executive, and the National Assembly for Wales have provided similar information
services, co-ordinated with these arrangements. In the English regions, my Department's offices have worked with the Central Office
of Information (COI) and Ministry of Defence staff to provide full local services for the news media. My offices and the COI have
also arranged direct communication with farmers and others.
We have reported to Parliament 10 times since the beginning of the outbreak on 20 February and my right hon. Friend the Minister has
written to farmers on three occasions, put advertisements in the specialist press and written articles for several local and
national newspapers. The Prime Minister, my right hon. Friend the Minister and a number of other Ministers have made many visits to
disease-affected areas to meet local people and local news media.
The Office of Science and Technology provided science teams who visited the regions to explain the basis of the culling policy. The
Ministry has also provided a mobile public information unit which supports local operations in explaining the details of the
campaign to eradicate the disease.

Marjorie Mowlam: Fresh guidance has recently been issued to departments about the arrangements for publication of Command Papers and
Agency and other Public Bodies Annual Reports, which it is hoped will lead to a reduction in the number of papers presented to the
House not in the numbered Command series. The majority of papers which are not published in either the existing House of Commons
Papers or Command series are copies of departmental minutes and other documents which are presented in response to the requirement
on the Government to advise the House of financial commitments they have made or which they may have to make. There are currently no
plans to include these documents in a separate information series.

Mr. Ian McCartney: This Government are fully aware of the need of citizens and businesses quickly to find official information on
the internet, and elsewhere. It should be possible to find information without knowing any technical terms, and without knowing
which Department or agency is responsible for it.
The new e-Government Metadata Framework outlines our policy on metadata. It explains how we will use an internationally recognised
standard, the Dublin Core, as the basis for our own system of tagging all information resources. This will make them easier to find
and easier to manage, and make life easier for our citizens.
The Metadata Framework is a natural addition to the e-Government Interoperability Framework, which I launched on 11 October last
year. As with the Interoperability Framework, adherence to the Metadata Framework is mandated across the public sector.

Mr. Wicks: The Carrefour network provides information about the European Union to rural communities. In 1994 six Carrefours from
five countries of the European Union, including the north-west England Carrefour, bid for and were successful in securing funding
for a small project under the Youth Information Action Programme to research the provision of European Information in rural schools.
The six Carrefours reported to the European Commission on the project in April 1997. As the project was commissioned and funded
directly by the Commission, this Department had no involvement in the project and therefore does not have access to: information on
the schools that participated; the polling questions; nor the project report. The Commission document "At the Very Heart of Europe"
which reports on the work of the Rural Information and Promotion Carrefours and which refers to the project described above, is
available from the European Commission.

Ms Rosie Winterton: To ask the Secretary of State for Social Security if he will make a statement on the action being taken by his
Department to help people affected by the outbreak of foot and mouth disease. [156749]
Mr. Darling: My Department has taken urgent measures to ensure that benefit claims from people who have been affected by foot and
mouth disease are dealt with quickly and sensitively.
We are preparing an information sheet for people living in affected areas listing the benefits most likely to be available to them,
the conditions of entitlement and giving examples of the evidence needed to support their claims to ensure they are completed as
quickly as possible.
Jobseeker's Allowance, administered by the Benefits Agency, can help people whose normal work or business has been interrupted or
who are workless. We have issued guidance to local Benefits Agency staff to remind them of the flexibilities in the benefit rules
which are likely to apply to people making claims in affected areas. We are also giving local decision-makers direct access to
specialist advice and guidance to ensure that any queries on claims are resolved without delay and are working closely with
colleagues in the Employment Service.
Housing Benefit, administered by local councils, is available to help meet the housing costs of people who rent their homes and who
are out of work or have insufficient earnings. Social Fund crisis loans are also payable under normal rules to prevent people in
affected areas from suffering hardship. We have taken steps to ensure that sufficient funds to meet such need are available to
Benefits Agency districts covering affected areas.
We are receiving regular progress reports from the Benefits Agency on benefit claims in affected areas and are keeping the position
under close review.

Ms Quin: Since the beginning of the outbreak Ministers have held regular, wide ranging meetings with farming and other organisations
to ensure they are kept informed of developments. These meetings have provided the Ministry with direct feedback on the information
that farmers need to help them cope with the outbreak.
MAFF has a foot and mouth website which is updated at least twice a day to provide the latest news and information. A helpline is
open seven days a week from 8 am to 11 pm to answer queries from farmers and members of the public. We have also produced a series
of fact sheets on foot and mouth disease which have been sent to every farmer in England, Scotland and Wales. Supplies are held in
Animal Health Offices and copies placed in Libraries of both Houses.
