Mrs. Humble: To ask the Secretary of State for Trade and Industry how the Government plan to take forward the paid adoption leave
announced in the Budget. [160587]
Mr. Byers: The Budget announced that paid paternity leave and adoption leave would be introduced in 2003. These were based on
options put forward in the Green Paper "Work and Parents, Competitiveness and Choice". The introduction of systems for paid
paternity leave and paid adoption leave will be a step forward in meeting the Government's aim to improve choice for parents and
enhance competitiveness for business.
Paid paternity leave will give working fathers the choice to support their partner around the birth of their child and help adapt to
the responsibilities raising a new-born child brings. Paid adoption leave will recognise the commitment given by adoptive families
by providing an adoptive parent with the opportunity of 26 weeks' leave paid at the flat rate of statutory maternity pay. In
addition the Government are to provide a further 26 weeks' additional unpaid adoption leave bringing parity with the extension of
unpaid maternity leave announced in response to my hon. Friend the Member for Enfield, North (Ms Ryan) on 1 May 2001, Official
Report,
column 548W.
Both paternity leave and adoption leave received strong support from parents, employers and their representatives in responses to
the consultation and during discussions with ministers and officials. Employers and parents asked that wherever appropriate the
systems should seek to mirror mothers' maternity provisions to aid consistency and simplicity. They also stressed that the systems
should adopt a light-touch approach and be as simple as possible to administer.
I have responded to these calls by today publishing frameworks for paid paternity leave and adoption leave based on suggestions put
forward. Both frameworks include an assessment of their likely benefits and costs.
The paternity leave framework particularly adopts a number of approaches asked for by employers. To be eligible for paid paternity
leave fathers will have to have served a qualifying period. To ease the administration, paternity leave will have to be taken in a
single block and taken within the first two months of the child's birth. And the payment mechanism will be similar to that used for
SMP.
The adoption leave framework builds on the existing support for adoptive parents. It will be available to those parents adopting
children of up to 18 years of age and where couples adopt jointly it will be for them to choose who takes the paid adoption leave.
I welcome comments on these frameworks and have placed copies of the documents in the Library of the House today.

Mr. Byers: The Government are committed to helping parents to achieve a better balance between their home and work lives, in ways
which enhance competitiveness for business. That is why we published the Green Paper "Work and Parents: Competitiveness and Choice",
and have carried out extensive consultation with employers and their representatives, employees and their representatives, and
family groups.
As part of these consultations we have, among other points, received representations on the existing right to parental leave. In the
light of these responses I am today announcing three important decisions.
First, we will increase from 13 to 18 weeks the amount of parental leave available to parents of disabled children. An increase on
these lines was almost universally positively received by both parents and employers.
Secondly, parental leave will remain unpaid. Parents gave more priority to other options in the Green Paper, and while paid parental
leave was supported by some employee representatives and family groups, employers of all sizes maintained a high level of opposition
to its introduction on grounds of cost and the impact of absence levels from the workplace. The cost of paying for parental leave
would be excessive for both the state and employers.
Thirdly, we will extend entitlement to parental leave to parents of all children who were under five as at 15 December 1999, when
the right was first introduced. Experience since then suggests that parental leave has created fewer practical problems for business
than may first have been anticipated, and the time is now right to increase the number of parents who are able to exercise the
right. Transitional arrangements will apply for parents of children who have since reached, or will soon reach, the age of five, to
ensure that they are not disadvantaged.
A note on the regulatory costs of these measures has been put in the Library of the House. We will publish the necessary draft
statutory instrument before the summer.
We will announce the further decisions taken as a result of the Green Paper as they are reached.

Mr. Alan Johnson: The consultation period for the Green Paper `Work and Parents: Competitiveness and Choice' ended on 7 March.
During the consultation period officials and Ministers met almost 300 employees, employers and other interested groups and
representatives. Additionally more than 450 written responses were received.
The Government announced how they intend to proceed on those issues covered in the Green Paper with financial implications for the
State in the Budget on 7 March. These are an increase in the flat rate of Statutory Maternity Pay (SMP) and Maternity Allowance; an
extension to the period of flat rate maternity pay to 26 weeks; the right to two weeks paid paternity leave for all working fathers
and paid adoption leave, paid for the same period and at the same flat rate as SMP. Additionally the Government have doubled the
threshold for Small Employer Relief.
All of the options announced in the Budget had strong support throughout the consultation from employees, employers and other
interested groups. The responses received during the consultation period will help inform decisions on the remaining options just as
they helped inform the initial decisions on maternity and paternity leave.

Mr. Alan Johnson: Following the consultation on the Work and Parents Green Paper, the Chancellor of the Exchequer announced in the
Budget increases to maternity pay and leave and the introduction of paid paternity and adoption leave. Based on current figures, we
estimate that around 160,000 working men and women in the north-west, north-east and Yorkshire and Humberside will have the
opportunity to benefit from these changes alone. Other options put forward in the Green Paper are still under consideration and
decision on these will be announced in due course.

Mr. Alan Johnson: A survey of working parents conducted in June 2000 by my Department asked parents whether they had taken up
parental leave since December 1999. For the great majority of cases, the survey collected information on household income rather
than individual income. We are currently analysing this information, which should allow analysis of take-up levels of parental leave
across household income bands and provide an indication of whether potential take-up of parental leave is influenced by income
levels. A full report of the survey findings is being prepared for publication, but no detailed results are yet available.

Mr. Alan Johnson: A survey of working parents conducted in June 2000 by my Department asked parents whether they had taken up
parental leave since December 1999. Initial analysis of the results suggests that 3 per cent. of working parents who had babies born
since 15 December 1999 had taken parental leave. A full report of the survey findings is being prepared for publication.
In addition, we are piloting the monitoring of uptake of parental leave in the next Labour Force Survey.

The Green Paper makes it clear that not all options can be pursued. Employers, large and small, and parents have been invited to
indicate which options are of greatest priority to them. The closing date for comments is 7 March 2001. Responses to the
consultation are being considered carefully.

Mr. Alan Johnson: In developing the Green Paper "Work and Parents: Competitiveness and Choice", a large number of meetings were held
with employers and their representatives, employees and their representatives and voluntary organisations. Paid parental leave was
discussed at many of these meetings alongside many other matters. A list of many of those who contributed to the review was included
in the Green Paper.

Mr. Byers: I am pleased to announce the publication today of the Green Paper "Work and Parents: Competitiveness and Choice". I have
placed a copy of the Green Paper in the Libraries of the House.
This Green Paper is the result of extensive discussions with parents, employers and their representatives. It marks an important
stage in the most comprehensive review of work and parents ever undertaken by a Government in Britain.
The Green Paper sets out a number of options on the key issues and invites people to indicate which options are of greatest priority
to them and will best balance the needs of working parents and business. The Government will then decide how best to proceed.
This is the first step towards a future where being a good parent and a good employee are not in conflict. Supporting parents to
balance family life and work commitments enable parents to make a full contribution to the competitiveness and productivity of our
economy. It also helps to ensure that British business is able to recruit and retain skilled employees while maintaining the
flexibility essential to compete globally.
This document looks at how choice for both parents and employers might be achieved. This is an opportunity to shape a new deal to
support parents and business. The closing date for comments is 7 March 2001.
