Mr. Jim Cunningham: To ask the Secretary of State for the Home Department how he will allocate the additional money being made
available to Crime and Disorder Partnerships in England and Wales for the communities against drugs initiative; and how much each
partnership will receive. [160066]
Mr. Straw: My right hon. Friend the Chancellor of the Exchequer announced in the Budget Statement that an additional £220 million
would be made available over the next three years to Crime and Disorder Partnerships as part of the Communities Against Drugs
initiative. This money, which is to be spent in agreement with local police commanders and Drug Action Teams, will be used to
disrupt local drugs markets, and tackle drug related crime. All partnerships will benefit from this funding, but those with the
largest populations and most serious problems will benefit most.
I am now able to announce the allocation of the funding for 2001-02. It is important that partnerships know their allocation for
this financial year quickly in order to plan its use. In order to let them know this important information in good time we have used
a simple and straightforward allocation formula based on relevant and readily available information. The formula shares 20 per cent.
of funds across all partnerships in England and in Wales, allocates 50 per cent. on the basis of certain recorded crimes which are
often linked with drug abuse (burglary, robbery, theft and theft of and from a vehicle) and 30 per cent. on the basis of population
levels. Each partnership will receive at least the same allocation of money in the following two years. The final allocations for
2002-03 and 2003-04 will be announced by the end of July.
A new Communities Against Drugs Toolkit is now available on the Crime Reduction website, www.crimereduction.gov.uk, and Crime and
Disorder Partnerships will find this a valuable tool in helping them use this funding.
I will place a paper showing the detailed allocations to each partnership, and further information about the funding formula, in the
Library, and the Minister of State, Home Office, my hon. Friend the Member for Norwich, South (Mr. Clarke) will write to hon.
Members for constituencies in England and Wales with the same information.

Ms Oona King: To ask the Secretary of State for the Home Department what initiatives his Department has supported in Tower Hamlets
to combat the drugs problem. [156035]
Mr. Boateng: We have supported the work of the Drugs Action Team with: some £36,000 last year and this, for support and
co-ordination; some £64,000 for this year as the Home Office contribution to supporting services for young people under Drugs Action
Team planning requirements; £180,000 over the next three years for a community development project on the Ocean Estate; over £76,000
last year and likely the same this for arrest referral schemes; some £580,000 this year for treatment provision, to which the Home
Office has made significant contribution.
In addition, there will be a Tower Hamlets allocation-- yet to be decided--from the £220 million announced for action against local
drugs markets.

Ms Stuart: [holding answer 5 April 2001]: It is not always possible to distinguish between preventive and curative work in relation
to substance misuse. Interventions may be undertaken with people who have some substance misuse problems but have not, or would not,
necessarily develop dependency. In the financial year 2000-01, the following sums were allocated for work which can broadly be
described as preventive and/or curative in relation to drug, alcohol, and tobacco dependency or misuse, by central Government. £59
million drug misuse special allocation to health authorities for drug misuse services. £25 million additional in year funding in
relation to drug misuse, to increase treatment capacity, reduce drug related deaths, and extend targeted preventive programmes. £20
million allocated for smoking cessation through health authorities. £13.75 million allocated for anti-smoking education. £6.78
million drug and alcohol specific and special grants allocated to local authorities for distribution to voluntary sector drug and
alcohol treatment agencies. £7.45 million for preventive activity in relation to drug misuse. £1.86 million Section 64 General
Scheme of Grants to the voluntary sector, covering a range of preventive and curative projects in relation to drug, alcohol, and
tobacco dependency. £0.6 million for preventive health promotion in relation to alcohol. £0.5 million local grants scheme promoting
development of primary care led alcohol services.

Marjorie Mowlam: The Anti-Drugs Co-ordinator's Annual Report for 1999-2000 shows that we are making progress towards meeting the
challenging targets we have set as part our 10-year anti-drugs strategy.
We recognise the particular importance of tackling the problem at local level and that there is more to do. That is why we announced
in the Budget significant additional investment for targeted action at local level.
This will give the Wirral Drugs Action Team an opportunity to work with local Crime and Disorder Reduction Partnerships to help
local communities disrupt local drug markets and tackle drug related crime and the anti-social behaviour so often associated with
it.

Mr. Flynn: To ask the Chancellor of the Exchequer if he will set out his reasons for limiting his new aid for drug addiction to
those who are no longer using drugs. [154082]
Mr. Andrew Smith: The measures were announced by the Chancellor in the Budget. £40 million will be invested over three years in
additional resources to help benefit claimants whose drug problems may be getting in the way of their finding a job. The money will
help skill up the Employment Service to spot and refer those on drugs into treatment programmes, and provide extra help in securing
employment for those who have successfully completed treatment programmes and have come off drugs. The package is not limited to
those who are no longer using drugs. Rather, proposals aim to ensure that in receiving help addicts undertake a responsibility to
tackle their own addiction and become drug-free.

Mr. Ian McCartney: The Government recognise that treatment services can have a vital role in reducing the damaging effects of drug
abuse on a person's health as well as reducing crime and anti-social behaviour.
Through the spending review we have allocated an additional £167 million for drug treatment services over three years from 2001-02.

Mr. Borrow: To ask the Minister for the Cabinet Office what assessment she has made of the impact on South Ribble of her
Department's policy to improve access to drug rehabilitation programmes. [148773]
Mr. Ian McCartney: The Arrest Referral Programme for South Ribble has been implemented since August 2000. Between August 2000 and
January 2001 a total of 230 individuals have been referred to local services under the Programme.
Chorley and South Ribble District Drug Service offer access to rehabilitation, and the South Ribble Drug Action Group is now in the
process of implementing a treatment programme. The money made available from the last spending review will increase service
capacity, GP shared care and child specific services within the area.

Mr. Battle: Most of the heroin sold on Britain's streets originates in Afghanistan, the world's largest producer of opium. Iran is a
key country on the heroin route from Afghanistan to Europe. We share an interest in co-operation against the drugs trade.
The Iranians make the world's largest seizures of opiates--253 tonnes in 1999. But it has been at a cost. Around 3,000 law
enforcement officers have been killed in clashes with drug traffickers in the past 20 years. They deserve our help.
The FCO has recently agreed to provide £400,000 towards the UNDCP/Government of the Islamic Republic of Iran Combined Interdiction
Unified Strategy (CIRUS) programme in Iran to assist with anti drugs work on their eastern border with Afghanistan and Iran.
The Foreign and Commonwealth Office assistance is ring fenced specifically for the established and successful CIRUS project.

Mr. Simon Hughes: To ask the Secretary of State for the Home Department what plans he has to extend drug referral schemes to include

Mr. Charles Clarke: The drug arrest referral schemes, promoted and supported by the Home Department, with £20 million from the Crime
Reduction Programme, encourage the referral worker to assess the needs of those who have been arrested. While the focus is on drugs,
the assessment will identify alcohol and other issues with which the individual has problems. The arrestee is referred to
appropriate services, including those which can respond to alcohol abuse where they exist.
The Home Department is committing some £140 million over the next three years to help meet the treatment needs of drug misusers.
This will include those referred through arrest referral schemes.

Mr. Boateng: The information for each local probation board is set out in the table. No decision has yet been taken on whether
expenditure on Drug Treatment and Testing Orders (DTTOs) will continue to be ring-fenced after 2001-02. The roll out of DTTOs has
occurred, and only from 1 October will it be necessary to consider the implications of this roll out before a decision is made for
2002-03 and beyond.
