The Crime Reduction Programme (CRP) is the biggest single investment in an evidence-based approach to crime reduction which has ever
taken place in any country. Knowledge gained will contribute to reversing the long-term growth rate in crime and ensuring we are
achieving the greatest impact for the money spent. Projects which are successful will form the basis of future mainstream
programmes; those which are not will be dropped.
All of the initiatives in the table are under way; no new initiatives are planned as part of the Crime Reduction Programme. CRP
projects are of differing duration, but all CRP initiatives are due to finish by 31 March 2002 although some will, exceptionally and
with prior approval, be completed in 2002-03.

Mr. Crausby: To ask the Secretary of State for the Home Department what effect closed circuit television cameras have had on the
crime levels in Bolton. [159838]
Mr. Charles Clarke: Police operational experience and various research studies show that Closed Circuit Television (CCTV) has
considerable crime reduction and detection potential, particularly when used as part of a wider strategy.
No formal independent evaluation of CCTV in Bolton has yet been undertaken. However, the Bolton Crime and Disorder Reduction
Partnership consider that CCTV has contributed to the 7 per cent. fall in recorded crime in Bolton last year.
The value of the Bolton town centre and car parks CCTV scheme in helping the police control and direct resources was demonstrated
during a concerted effort to reduce crime in the town centre during Christmas 2000 shopping period. Reductions of 10 per cent. in
street crime and 80 per cent. in vehicle crime were achieved in crime hot-spots compared with the previous Christmas.
During the past year, incidents of anti-social behaviour reported in the residential areas of Bolton covered by CCTV reduced by 75
per cent.
Under the current CCTV Initiative, coverage in Bolton is being enhanced. The Partnership is close to implementing two schemes
providing coverage in residential areas and has been invited to prepare final proposals for two further residential schemes.
Potential awards could reach nearly £420,000. The schemes will need to have been in place for at least 12 months before their impact
can be fully evaluated. Crime and Disorder Reduction Partnerships will also be evaluating schemes locally.

electronic data tags to reduce property crime. [160482]
Mr. Charles Clarke: In May last year, the Government announced the allocation of £4.5 million to combat the trade in stolen goods by
planting small identity microchips in consumer products at risk from theft. In partnership with a range of commercial companies, we
are developing a series of pilot demonstrator projects to show how property crime can be reduced throughout the supply chain. These
pilot projects aim to demonstrate the effectiveness of radio frequency identification technology (RFID) in combating property crime
by providing proof of ownership of goods and confirming that they are not stolen or counterfeit.
The initiative aims to make it more difficult for offenders to steal and sell stolen property, easier for the police to recover it
when they do, and to accelerate the adoption of this technology by business. The response from industry to the scheme has been
excellent and details of the first pilot projects will be announced very shortly. In view of the high level of interest generated, I
am pleased to announce that the Government have allocated an additional £1 million to this initiative to allow the number and scope
of pilot projects to be increased.

Ms Moran: To ask the Secretary of State for the Home Department if he will list the measures which he has taken to tackle domestic
violence since May 1997. [159418]
Mr. Boateng: The most significant aspect of violence against women is domestic violence. It is a serious and abhorrent crime which
the Government are determined to tackle effectively, and we have made it one of our key priorities. We have emphasised that the
domestic context in which it occurs is an aggravating not a mitigating factor and that it is an issue which we expect the local
crime reduction partnerships set up under the Crime and Disorder Act 1998 to cover in their audits of local problems and strategies
for addressing them.
Since coming to office, we have undertaken a broad range of measures to reduce the level of domestic violence and strengthen support
for victims.
I have mentioned the Crime and Disorder Act; other early measures were implementation of the Protection from Harassment Act 1997 and
of Part IV of the Family Law Act 1996. We followed this with the successful "Break the Chain" publicity and awareness campaign for
domestic violence survivors and those who might be able to help them.
Within the last year we have: issued multi-agency guidance to agencies dealing with domestic violence and specific guidance to
Health Service professionals; issued a new Home Office circular to the police; included domestic violence within police Best Value
performance indicators; provided £120 million additional capital funding for a new Safer Communities Supported Housing Fund for
specified vulnerable groups, including the survivors of domestic violence; and, increased funding for Victim Support.
Last summer we provided £7 million under the Crime Reduction programme for a violence against women initiative addressing domestic
violence and rape and sexual assault by known assailants. That money is currently funding for development and evaluation until March
2002, 34 projects that will help us identify what interventions in what circumstances are the most effective and cost-effective in
reducing crime. We have since announced, on 26 March, that we will be providing up to an extra £3.7 million to fund until March 2003
a further 24 projects addressing violence against women.
Other current initiatives include work with the Association of Chief Police Officers on a circular on effective use of provisions in
the Protection from Harassment Act 1997; the evaluation of probation service domestic violence perpetrator programmes; the
development of a domestic violence toolkit on the Home Office's crime reduction website; research on possible future publicity work
and, the inclusion in the British Crime Survey 2001 of a special module on domestic violence.

Mr. Jim Cunningham: To ask the Secretary of State for the Home Department how he will allocate the additional money being made
available to Crime and Disorder Partnerships in England and Wales for the communities against drugs initiative; and how much each
partnership will receive. [160066]
Mr. Straw: My right hon. Friend the Chancellor of the Exchequer announced in the Budget Statement that an additional £220 million
would be made available over the next three years to Crime and Disorder Partnerships as part of the Communities Against Drugs
initiative. This money, which is to be spent in agreement with local police commanders and Drug Action Teams, will be used to
disrupt local drugs markets, and tackle drug related crime. All partnerships will benefit from this funding, but those with the
largest populations and most serious problems will benefit most.
I am now able to announce the allocation of the funding for 2001-02. It is important that partnerships know their allocation for
this financial year quickly in order to plan its use. In order to let them know this important information in good time we have used
a simple and straightforward allocation formula based on relevant and readily available information. The formula shares 20 per cent.
of funds across all partnerships in England and in Wales, allocates 50 per cent. on the basis of certain recorded crimes which are
often linked with drug abuse (burglary, robbery, theft and theft of and from a vehicle) and 30 per cent. on the basis of population
levels. Each partnership will receive at least the same allocation of money in the following two years. The final allocations for
2002-03 and 2003-04 will be announced by the end of July.
A new Communities Against Drugs Toolkit is now available on the Crime Reduction website, www.crimereduction.gov.uk, and Crime and
Disorder Partnerships will find this a valuable tool in helping them use this funding.
I will place a paper showing the detailed allocations to each partnership, and further information about the funding formula, in the
Library, and the Minister of State, Home Office, my hon. Friend the Member for Norwich, South (Mr. Clarke) will write to hon.
Members for constituencies in England and Wales with the same information.

Mr. Charles Clarke: Details of funding for crime reduction, community safety and drugs prevention are in the table.
Regeneration is a matter for the Secretary of State for the Environment, Transport and the Regions (DETR).
West Midlands police received £2,791,185 in 2000-01 from the Crime Fighting Fund (CFF) for the recruitment of police officers over
and above previous plans. Estimated CFF provision for 2001-02 is £7,397,000 but the amount may vary according to the success of the
force's recruitment efforts and the timing of recruitment. They also received £3.3 million from the Police Modernisation Fund in
2000-01 to target robbery specifically, of which £50,000 has been allocated to Walsall.
Grant supported funding from the Home Office and the DETR for the West Midlands police has been as follows: 1996-97 £344 million;
1997-98 £353.4 million; 1998-99 £371.9 million; 1999-2000 £380.6 million; 2000-01 £392.7 million; 2001-02 £409.7 million.

Mr. Charles Clarke: We are now running a Closed Circuit Television (CCTV) Initiative, which replaced the earlier CCTV Challenge
Fund. In round one of that initiative a total of £17.4 million was awarded to 52 schemes submitted by London boroughs. The shortlist
of bids recently announced under round two of the CCTV Initiative includes 30 schemes from London boroughs, with a potential capital
value of £19.1 million.
A list of these schemes in London boroughs awarded funding under round one of the CCTV Initiative, and those that have been invited
to the final stage of round two of the CCTV Initiative, has been placed in the Library.

Mr. Charles Clarke: The Government are committed to tackling crime effectively, not only by reacting properly when it occurs and
having the appropriate measures in place to deal with the perpetrators, but by preventing it happening in the first instance.
Recorded crime statistics published on 16 January 2001 showed that overall crime had fallen by 0.2 per cent. in England and Wales in
the 12 months to September 2000. This compared with an overall fall in the Northumberland police area of 5.5 per cent.--the 10th
consecutive year of crime reduction in that area. Data relating to the Blyth Valley Crime and Disorder Reduction Partnership showed
lower than average rates of offences per 1,000 population in key areas, including violence against the person, robbery, domestic
burglary and theft of and from a vehicle.
We support the Partnership in its work to develop local strategies for reducing crime and disorder. Its local initiatives to bring
about overall crime reduction and tackle drug-related crime, include targeted policing, Closed Circuit Television and Neighbourhood
Warden schemes.
We have recently announced £60 million funding over the next three years to support Crime and Disorder Reduction Partnerships and
£300 million to tackle drug- related problems, £220 million of which will be directed through the 376 Partnerships, to deliver
community- based strategies.

Mr. Straw: Modernising the criminal justice system is a cornerstone of effective crime fighting and in reducing the fear of crime.
Capital Modernisation Fund investment in innovative Departmental programmes is ensuring that crimes are detected, offenders
prosecuted, and victims supported more quickly, effectively and efficiently.
The Home Office has benefited from over £220 million investment from Round 1 of the Capital Modernisation Fund, including £150
million funding for a joint project with the Department for the Environment Transport and the Regions to reduce vehicle crime and
improve security on housing estates.
It has also benefited from over £162 million investment from Round 2 of the Capital Modernisation Fund, including £25 million for
the National Technical Assistance Centre to assist law enforcement agencies' ability to fight crime in the information age.
£4 million investment has already been secured from Round 3 of the Capital Modernisation Fund for the development by the Youth
Justice Board of two small mother and baby units for girls under 18 which will enable sentenced or remanded young mothers to remain
with their young babies where appropriate. The first unit should open by early 2003. A further £18 million has been secured to fund
the capital costs of the Youth Justice Board's expansion of the secure juvenile estate.
I intend to announce details of further allocations to my Department from Round 3 of the Capital Modernisation Fund bidding process
shortly.

Mr. Pond: To ask the Secretary of State for the Home Department what new funding will be made available to tackle drug-related
crime. [153893]
Mr. Straw: In addition to the £220 million announced by my right hon. Friend the Chancellor of the Exchequer in the Budget, new
funding of £50 million will also be made available over the two years, 2002-03 to 2003-04, to accelerate the programme to extend
drug testing within the criminal justice system. The initial pilot phase of the programme is due to start in the spring.
Evidence of the effectiveness of these pilots will inform final decisions on where best to spend this new funding within the
criminal justice system.

Mr. Charles Clarke: Under round 2 of the crime reduction programme's closed circuit television initiative over 800 initial funding
applications worth more than £200 million were received from crime and disorder reduction partnerships. On 26 March, 339 schemes
with a potential award total of around £108 million were shortlisted as suitable for further development. Within the budget
provision there is scope for all of the shortlisted bids to be funded providing that proposals meet the necessary criteria as
outlined in the initiative's prospectus.

Shona McIsaac: To ask the Secretary of State for the Home Department what plans he has to tackle organised crime; and if he will
make a statement. [157530]
Mr. Straw: The Government are making £90 million available over the next three years (2001-2004) to help tackle organised crime. The
use of the money will be concentrated against heroin and cocaine trafficking, in support of the Government's strategy "Tackling
Drugs to Build a Better Britain", and against people smuggling. Our approach in tackling both forms of crime as set out in the
publication "Criminal Justice: The Way Ahead" is to encourage a co-ordinated inter-agency effort and the additional funding will be
allocated to Her Majesty's Customs and Excise, the National Crime Squad, the National Criminal Intelligence Service, the Immigration
and Nationality Directorate, the Foreign and Commonwealth Office and the security and intelligence agencies.
These additional funds will provide the means for effective new collaborative operational effort against these forms of organised
crime, adding to the measures which we have announced recently for a Criminal Assets Recovery Agency and a High-tech crime strategy,
for which we have also provided additional resources.
