Mr. Fearn: To ask the Secretary of State for Education and Employment what services are available offering counselling, advice and protection to children in schools; and if he will make a statement on the adequacy of such services. [139658] Jacqui Smith: The Government are substantially increasing the resources available to schools to offer personal support to children. Learning Mentors have already been introduced in nearly 500 city secondary schools through our Excellence in Cities initiative. As the initiative is extended in the next school year, we are enabling city secondary schools to employ 1,500 Learning Mentors in a total of 1,000 secondary schools. That will mean that one third of all secondary school pupils will be covered by the programme. Learning Mentors help young people overcome barriers to learning, both inside and outside school. The new Connexions service will operate from April next year. It is a major new advice, guidance and support service for young people aged 13-19. Its aim is to connect and reconnect young people with learning, and help them to make a successful transition to adult life. The Children's Fund, announced last week and worth £450 million over three years, will lead the Government's policy on preventing poverty and disadvantage for children and young people. The majority of the Fund will be targeted on preventive work with children (primarily in the 5 to 13 age group) and their families, helping them before they hit crisis. £70 million of the Fund will be distributed directly to local communities through a network of local funds administered by the voluntary sector itself. The Government take child protection seriously and have made recommendations to local education authorities and schools about protecting children from abuse. These include that all schools should have a child protection policy; that schools should have a designated member of staff responsible for co-ordinating action within the school and liaising with other agencies; and procedures to be followed if a member of staff is accused of abuse. Schools are also encouraged to support the emotional health and well-being of children through the National Health School Standard.

Mr. Evans: To ask the Secretary of State for Education and Employment what percentage of students continued into the sixth-form in the Ribble Valley between 1994 and 2000. [132721] Mr. Wicks: [holding answer 26 July 2000]: My right hon. Friend the Secretary of State recently launched a major £3 million advertising campaign aimed at encouraging this year's school leavers and others to stay on in some form of learning. The "Don't Quit Now" campaign is particularly aimed at those who left this year with few, if any GCSEs and are in danger of dropping out of education and training. Latest figures show that the numbers of 16 to 18-year-olds not in education, employment or training fell by 28,000 from 185,000 in 1998 to 157,000 in 1999. We are committed to improving participation and attainment rates for 16 and 17-year-olds. The Connexions Strategy sets out a range of existing and new initiatives aimed at achieving this. We have announced details of the new Connexions Service which will provide advice, guidance, information and support for all 13 to 19-year-olds, whatever their needs and circumstances, to keep them learning. Data on the percentage of students continuing in post-compulsory education at age 16 are not calculated for areas smaller than LEAs. Mrs. Curtis-Thomas: To ask the Secretary of State for Education and Employment if he will make a statement on how the independence and impartiality of career guidance practitioners will be maintained under the provisions of the Learning and Skills Bill [Lords]. [130227] Mr. Wicks: Impartiality is a fundamental element of the Government's approach to guidance. The Connexions Service will offer at least the same level of impartial careers information, advice and guidance for 13-19 year olds as is currently provided by careers services. Local managers from the Connexions Service will agree with schools how school based personal advisers will be deployed and how the impartiality of guidance will be ensured. The Learning and Skills Council has a power under the Learning and Skills Bill to secure for adults, the provision of facilities for providing information, advice or guidance about education or training or connected matters (including employment). The arrangements for ensuring the quality and impartiality of that provision will be for the Learning and Skills Council to agree with those organisations delivering it. However, impartiality is and will continue to be a key principle underpinning publicly funded information, advice and guidance services. The Government have invested £54 million over the period 1999-2002 on the development of local information, advice and guidance services to adults. A key priority for that money is to raise the quality of information, advice and guidance provision through the development of national quality standards, underpinned by the principle of impartiality, against which providers of information, advice or guidance to adults are required to be accredited by March 2002.
