premium, or the lone parent rate of Child Benefit. 2. Costs are rounded to the nearest £10 million. 3. It is assumed that
reintroducing the lone parent family premium in Income Support implies the reintroduction of the equivalent premia for Housing
Benefit and Council Tax Benefit and Jobseekers' Allowance (IB). 4. Income Support, Jobseekers' Allowance, Housing Benefit and
Council Tax Benefit lone parent premia are uprated by ROSSI from April 1997 to April 2001 levels. The lone parent Child Benefit rate
is uprated by RPI from April 1997 to April 2001 levels. 5. The Child Benefit and family premium rates in the income related benefits
have increased in real terms since April 1997. If these rates had not increased in real terms, then the cost of reintroducing the
lone parent premium in income related benefits, and lone parent rate of Child Benefit would have increased to some £500 million in
the long run, assuming the current caseloads remain constant.

Angela Eagle: Income-based Jobseeker's Allowance replaced Income Support as the income related benefit for unemployed people with
effect from October 1996. Recipients of Income Support may however, work part time for up to 16 hours per week. Their partner,
should they have one, may work up to 24 hours per week without affecting entitlement to Income Support.

Mr. Webb: To ask the Secretary of State for the Environment, Transport and the Regions what assessment he has made of the effect on
(a) rent arrears and (b) homelessness of the Department of Social Security's proposal to restrict the backdating of Housing Benefit
to three months from April 2001; and if he will make a statement. [137056]
Angela Eagle: It is not possible to provide reliable estimates of the effects of the proposal to align the Housing Benefit/Council
Tax Benefit backdating rules with those of the other income-related benefits. In terms of benefit expenditure, we have estimated
that these changes would be broadly cost-neutral because of the interplay between the proposed tighter prescription and the proposed
increase in subsidy paid to local authorities.
These proposals have now been considered by the Social Security Advisory Committee (SSAC), and we have received their report to my
right hon. Friend the Secretary of State. We have also received the Local Authority Associations (LAAs) responses to our
consultation exercise on these proposals. We are considering the responses from the LAA consultation and points raised in SSAC's
report very carefully and will make an announcement shortly.

Angela Eagle: In May 2000, there was 61,000 lone parents on Income Support and 1,600 on income-based Jobseeker's Allowance working
fewer than 16 hours a week{1}.
The introduction of the £20 disregard on earnings is likely to encourage more lone parents to take-up part-time work. However, it is
not possible to quantify such effects.

Mr. Willetts: To ask the Secretary of State for the Environment, Transport and the Regions how many tenants in local authority and
housing association accommodation are lone parents; what proportion of the total they constitute; and what proportion of new
tenancies in the past year have been given to lone parents. [132399]
Mr. Mullin: The figures requested are as follows (for England only):
Registered Social Landlords (RSL) It is estimated that in March 1999 there were 180,000 lone-parent households living in RSL
accommodation; about 17 per cent. of the total. (note 2) There were 204,168 new RSL lettings between April 1999 and March 2000,
comprising 143,135 general needs lettings and 61,033 supported housing lettings. Lone-parent households accounted for 39,534
lettings (19 per cent. of the total). (note 3)
Local Authorities At the national level, there is less information available for local authority households than for RSL households.
(note 4) In 1998-99 there were an estimated 503,000 local authority households headed by lone parents; about 15 per cent. of the
total. Of these, 81,000 had been resident for less than a year (21 per cent. of the local authority households that had been
resident for less than a year).
Notes:
1. A lone parent with dependent children is defined as any person who is not married or cohabiting and who has their dependent
children (aged under 16 or 16-18 and still in full-time education) living with them. Lone parents might be single (never married),
widowed, divorced or separated.
2. RSL Tenants' Survey, 1999-2000, carried out by MORI on behalf of The Housing Corporation. Estimates are subject to sampling
variation.
3. New RSL lettings data is from CORE General Needs and CORE Supported Housing, April 1999 to March 2000.
4. Local authority figures given are estimates from a sample survey, the "DETR Survey of English Housing", and therefore are subject
to sampling variation.

Ms Buck: To ask the Secretary of State for Education and Employment if he will make a statement on the impact of the New Deals for

Ms Jowell: The New Deal for Young people is aimed at people aged 18-24 who have been claiming unemployment benefits for six months
or more. Claimant unemployment among this group has fallen by 56 per cent. since April 1998 when the New Deal was introduced. Part
of this is due to the delivery of a strong and stable economy, but the New Deal for Young People has helped unemployment to fall
even faster. The 56 per cent. fall in youth long-term unemployment compares with a fall of 18 per cent. in total unemployment, 23
per cent. in total youth (18-24) unemployment and 26 per cent. in the total number unemployed for six months or more. The effect of
the New Deal is confirmed by independent research from the National Institute of Economic and Social Research.
It is not possible to measure the New Deal effect exactly in each area of the country. However, in Westminster and Kensington the
falls in unemployment among the New Deal client group have also been substantially faster than for other groups. In Westminster in
the two years since April 1998 claimant unemployment amongst those aged 18-24, unemployed for six months or more, has fallen by 43
per cent. from 418 to 238. This compares with a fall of 16 per cent. in total unemployment, 25 per cent. in total youth (18-24)
unemployment, and 18 per cent. in the total number unemployed for six months or more.
In Kensington and Chelsea, over the same period, claimant unemployment among those aged 18-24, unemployed for six months or more,
has fallen by 41 per cent. from 280 to 165. This compares with a fall of 23 per cent. in total unemployment, 23 per cent. in total
youth (18-24) unemployment, and 28 per cent. in the total number unemployed for six months or more.
New Deal for Lone Parents aims to help lone parents in receipt of Income Support to improve their job readiness and help them take
up paid work. Independent evaluation by the Institute for Employment Research suggests it has attracted substantial numbers of
participants and secured very positive feedback from them. Analysis has also shown that after 18 months more people had left IS in
NDLP prototype areas than in comparison areas.
It is also not possible to measure the effect of New Deal for Lone Parents exactly in each area of the country. Local information on
NDLP performance is produced for parliamentary constituencies. Up to the end of April 2000, in the Cities of London and Westminster
constituency 95 lone parents had started on NDLP, of which 18 had moved into work, while in the Regent's Park and North Kensington
and Kensington and Chelsea constituencies 388 had started on the programme and 80 had moved into a job.

Angela Eagle: Up to the end of April, 54,241 lone parents had obtained jobs following participation in the New Deal for Lone Parents
programme. All NDLP jobs are unsubsidised.
The evaluation of the programme's prototype phase, which ran from July 1997 to October 1998, estimates how many jobs gained were
additional to those that would have occurred without the programme. Copies of the evaluation reports are available in the Library.
This estimated that NDLP virtually paid for itself.
Comprehensive evaluation of the national phase of the NDLP programme is being conducted and will report in 2002.

Mr. Barry Jones: To ask the Secretary of State for Wales what discussions he has had with the First Secretary concerning

Mr. Hanson: My right hon. Friend the Secretary of State meets the First Secretary on a regular basis to discuss a range of issues
including education and training. I also have regular discussions with the Assembly Secretary for Post-16 Education and Training.
The new arrangements for post-16 education and training in Wales will enable a coherent system between all providers of post-16
education and training, thereby increasing choice for all our people whatever their personal circumstances. It is envisaged that the
new National Council for Education and Training for Wales (CETW) will fund a wide range of learner support measures that will enable
more people to participate in training.
The National Assembly provides Access Funds for students who experience financial difficulties while studying or who are prevented
from entering further education because of financial reasons. Further Education Access Funds have been substantially increased from
£0.5 million in 1998-99 to a total of £13.3 million over the period 1999-2000 to 2001-02.

Mr. Bayley: The information is not available in the format requested. Data are not available for all the years requested. The
earliest and latest financial years for which data from the Family Resources Survey (FRS) data are available are 1994-95 and 1998-99
respectively.
Year on year changes in average amounts of State benefits reflect changes in employment status, income from other sources (for
income-related benefits), benefit entitlement and caseload mix.
Results are subject to statistical variability. Comparisons of one year with the next should be treated with considerable caution.
For the purposes of these statistics, disabled people have been defined as anyone in receipt of at least one disability benefit,
i.e. Disability Living Allowance (care or mobility), Attendance Allowance, Severe Disablement Allowance, Disability Working
Allowance or Incapacity or Invalidity Benefit.
Their average weekly income from state benefits (including the State Retirement Pension) per individual was £110 in 1994-95. It
remained at this level in 1995-96 then rose to £117 in 1996-97, £120 in 1997-98 and £124 in 1998-99. The same figures rebased in
constant May 2000 prices to adjust for inflation were £129 in 1994-95, £125 in 1995-96, £129 in 1996-97, £128 in 1997-98 and £130 in
1998-99. This represented 34 per cent. of average earnings in 1994-95, 33 per cent. in each of the years 1995-96, 1996-97 and
1997-98, and 32 per cent. in 1998-99.
Results for single parents are sensitive to the proportion of single parents in employment and are presented separately for those in
work--defined as working 16 hours or more per week--and those not in work. The proportion of single parents in work, according to
the FRS, rose from 37 per cent. in 1994-95 to 43 per cent. in 1998-99. Benefit income is of course much lower for lone parents in
work, who therefore have income from earnings, than lone parents not in work. (For recipients of disability benefits the proportion
in work, as recorded in the FRS, was stable over this period.)
Average weekly income from State benefits (including the State Retirement Pension) per individual lone parent in work was £64 in
1994-95, £66 in 1995-96, £65 in 1996-97, £68 in 1997-98 and £74 in 1998-99. The same figures rebased in constant May 2000 prices to
adjust for inflation were £75 in 1994-95, £75 in 1995-96, £72 in 1996-97, £73 in 1997-98 and £77 in 1998-99. This represented 20 per
cent. of average earnings in 1994-95 and 1995-96 and 19 per cent. in each of the years 1996-97, 1997-98 and 1998-99.
Average weekly income from state benefits (including the State Retirement Pension) per individual lone parent not in work was £135
in 1994-95, £142 in 1995-96, £144 in 1996-97, £149 in 1997-98 and £155 in 1998-99. The same figures rebased in constant May 2000
prices to adjust for inflation were £158 in 1994-95, £162 in 1995-96, £160 in 1996-97, £160 in 1997-98 and £161 in 1998-99. This
represented 41 per cent. of average earnings in 1994-95, 42 per cent. in 1995-96, 41 per cent. in 1996-97 and 1997-98 and 40 per
cent. 1998-99.
The amounts listed here and used in the calculation of percentages are per individual. Benefits have been assigned to the individual
in receipt. For example, if Income Support is paid to a disabled person with a non-disabled partner, the full amount of Income
Support is assigned to the disabled person in these tables.
The mean has been used to calculate the average weekly income from State benefits for all individuals in the various different
groups.
Real term figures have been calculated by uprating cash term figures to reflect May 2000 prices. The headline Retail Prices Index
has been used for this calculation.
Average earnings figures, used as the base for calculation of the percentage figure, are for all full time adult employees and are
based on data from the New Earnings Survey (Office for National Statistics) which is conducted in April of each year. As FRS data is
for financial years the April in which the FRS financial year begins has been used as the average earnings base.
It should be noted that benefit receipt is based on self- assessment and therefore may be subject to mis-reporting.
All income figures have been rounded to the nearest pound and percentages rounded to the nearest integer.
