local transport capital settlement will be announced in December.

Mr. Hill: We have received 85 provisional local transport plans covering 116 local highway authorities in England, excluding London.

Mr. Jenkin: To ask the Secretary of State for the Environment, Transport and the Regions if he will list for each local authority
the submissions given in their Provisional Local Transport Plans for 2000-01 with regard to the targets required under the Road
Traffic Reduction Act 1997. [97088]
Mr. Hill: We received 85 provisional Local Transport Plans covering 116 English local traffic authorities and 33 interim transport
plans from London Boroughs. Authorities were required to include interim non-statutory road traffic reduction reports in their
plans. Local authorities have made these plans publicly available.
The reports took a variety of positions on the question of whether, and at what level, to set targets for reducing the level of
traffic, or its rate of growth, on local roads. A review of the content of these reports has been carried out as part of the work
currently in progress for the Government's first report under the Road Traffic Reduction (National Targets) Act 1998 at the end of
this year. The results of that review will be made publicly available in due course.

Mr. Stringer: To ask the Secretary of State for the Environment, Transport and the Regions what will be the United Kingdom's share
of the funds available in 1999 for priority projects and other schemes under the European Community's Financing Programme for Trans-
European Transport Networks. [93704]
Mrs. Liddell: Two priority projects in the United Kingdom will receive some £27.8 million. £19.3 million will go towards the Channel
Tunnel Rail Link and £8.5 million towards the West Coast Main Line. The UK will also receive over £4 million for other schemes,
including £2.16 million for four projects to improve ground transport access to Birmingham, Manchester, London Luton and London City
airports, and £1.6 million for a development study of satellite-based aviation and marine navigation systems.

Agriculture figures are for spending by my Department only and do not include spending in Scotland under schemes operated, on a UK
basis, by the Intervention Board Executive Agency.
By far the main component of Agriculture spending by my Department is in relation to CAP on-farm payments. Support under such
measures is determined by the EU and the value of payments in Member States is sensitive to currency movements. Planned Agriculture
spending figures for the three years beginning 1999-2000 reflect assumptions at the end of the Comprehensive Spending Review on the
likely Sterling value of CAP on-farm payments. The actual level of spending on such schemes will be determined largely by changes
flowing from the EU Agenda 2000 discussions. CAP provision is classed as Annually Managed expenditure and future spending needs will
be decided on an annual basis.
The figures for Roads and Transport include the external finance limits for Caledonian MacBrayne and Highlands and Islands Airports
Ltd., but exclude provision for local authority capital expenditure which since 1996-97 has been included in the single allocation
for local authority non-housing capital expenditure. From 1997-98, the Roads and Transport programme includes provision for the
Strathclyde Passenger Transport Authority transferred from the Department of Transport to The Scottish Office. From 1998-99, it also
includes provision for Bus Fuel Duty Rebate in Scotland.
From 1 July, this will be a matter for the Scottish Parliament.

referred to in the White Paper, "A Mayor and Assembly for London", (Cm 3897) for which it was planned to transfer responsibility to
the Greater London Authority but for which provision has not been made in the Greater London Authority Bill; and if he will make a

Mr. Raynsford: The organisations referred to in the White Paper for which it was planned to transfer responsibility to the Greater
London Authority but for which provision has not been made in the Greater London Authority Bill are listed as follows: Centre for
Young Musicians Croydon Tramlink Docklands Light Railway London Heritage Forum London Pension Fund Authority Woolwich Ferry. I last
week tabled amendments to Part X of the Bill, providing for the establishment of a Cultural Strategy Group for London to replace the
London Heritage Forum. We intend to bring forward amendments at a later stage to provide for the GLA taking on responsibility for
the LPFA. It is our intention that responsibility for the Docklands Light Railway, Croydon Tramlink and the Woolwich Ferry should
transfer to Transport for London, and are considering whether specific provisions are needed in the Bill to provide for this.
In addition, the White Paper raised the question of future responsibility for some London museums currently directly funded by the
Department for Culture, Media and Sport and some of the historic properties now managed by English Heritage that were previously the
responsibility of the GLC. The White Paper also considered future arrangements for the Theatre Museum and the Museum of Childhood.
Following the conclusion of his departmental CSR, the Secretary of State for Culture, Media and Sport has concluded that there
should be no change at the present time to the funding arrangements for these bodies, but that the GLA's role in funding the museums
should be reviewed in due course. I last week tabled amendments to enable the GLA to provide funding to cultural institutions,
including museums, galleries and libraries.
I am discussing the future funding of the CYM--and possible arrangements for the transfer of that funding to the GLA--with my
colleagues at the Department for Education and Employment and we will make an announcement as soon as possible. Specific provision
is not required in the GLA Bill to achieve any transfer.
