Ms Hewitt: The information requested falls within the responsibility of the Director of the Office for National Statistics. I have
asked him to reply.

As Director of the Office for National Statistics (ONS), I have been asked to reply to your recent parliamentary question on people
in the Don Valley constituency who have been made redundant or retired from employment.
The Labour Force Survey (LFS) is the ONS's major source of labour market data on individuals including redundancies. It can provide
information on why people who are not in employment left their last job (although voluntary and compulsory redundancy are not
separately identified). Such analyses can be restricted to people who have left their last job within the last 12 months. However,
no LFS data is available at constituency level and no data below county level is available for such analyses. As with any sample
survey the LFS is subject to sampling variability and even for South Yorkshire such an analysis will not yield reliable estimates.
Unfortunately, no other source can provide the information requested either.

losses and (b) business failures, in the United Kingdom road haulage industry since 1 May 1997. [59343]
Mr. Andrew Smith: I have not made such an assessment, but have considered information which is available on an area which broadly
corresponds to the road haulage industry--the service component of the road haulage industry (that is, freight transport by road):
For this category;
(a) information from the Summer 1998 Labour Force Survey suggests there were around 250,000 people in the UK in employment. This was
not significantly different from the number in employment in Summer 1997 of approximately 245,000.
(b) in the UK during 1997, there were around: 3,300 business start-ups, enterprises registering for value added tax; and 3,850
business closures, enterprises de-registering from VAT.
Below the VAT registration threshold, enterprises are included only if they have chosen to register voluntarily or not to
de-register.

Mr. Nicholls: To ask the Secretary of State for Trade and Industry if he will list for each year from 1979 to 1997 what sums of

Kingdom to compensate for the closure of coal mines. [57329]
Mr. Battle: The information is as follows:
(a) The Department does not have information on total compensation paid to individual coal miners solely as a result of pit closures
initiated by the previous Government. The table sets out the restructuring costs of British Coal Corporation since 1979. In
addition, the Government made payments to individual mineworkers under the Redundant Mineworkers Payments Scheme (RMPS) which was
introduced in 1967. This Scheme closed to new entrants after March 1987, but payments continue until the last beneficiary reaches
the age of 65 in 2002.

invested in regions of the United Kingdom solely as a result of pit closures. The Coalfield closures programme in 1992 was expected
to cost the Government £1 billion in redundancy payments and measures to help communities affected, and in 1993 the previous
Government committed £200 million in regeneration funding. However, this sum fell below what was needed. This Government set up the
Coalfields Task Force to investigate how the Government can best help regenerate the Coalfields Communities and draw together
support offered to them. We will shortly be reporting on the implementation of the Task Force's recommendations.

Mrs. Lait: To ask the Secretary of State for the Environment, Transport and the Regions to what extent the Leasehold Valuation
Tribunals Service is understaffed; and how many staff have (a) left the Leasehold Valuation Tribunals Service, (b) been redeployed
and (c) been made redundant in the last year. [58443]
Mr. Raynsford: The provision of Leasehold Valuation Tribunals is one of the functions of Rent Assessment Panels. The workload of a
number of Panels has reduced over the last 12 months and adjustments have been made to staffing numbers as a result. The current
staffing levels are considered sufficient to carry out the administration of the tribunals but we are keeping the position under
review. The administrative staff are civil servants from my Department and, of the 21 staff who have left the Panels over the last
12 months, 7 have transferred to other posts in the Department, 3 have resigned, 10 have taken early retirement and 1 member of
staff was dismissed. No staff have been made redundant and 17 new staff have been recruited to the Panel in the same 12 month
period.

Mr. St. Aubyn: To ask the Secretary of State for Wales if he will make a statement about the number of job losses in the Swansea
valley over the last six months. [56597]
Mr. Hain: Some job losses are an inevitable part of the environment in a dynamic economy. However, it is important that jobs which
are lost are replaced by new ones. Overall, employment in Wales is continuing to rise.
In the Swansea travel to work area, manufacturing industry has suffered a net loss of 582 jobs since the beginning of the year. This
does not include the 500 new jobs which I recently announced will be created by International Rectifier with the establishment of
their manufacturing plant at Penllergaer, Swansea.

Mr. Macdonald: In recent weeks there have been several significant job loss and job creation announcements. The net balance of these
job losses and gains can be judged only some months afterwards, as company plans often change. The latest official figures on a
non-seasonally adjusted basis show that, over the year to June-August 1998, ILO unemployment in Scotland fell by 26,000 and that
total employment increased by 13,000.

Mr. Barry Jones: To ask the Secretary of State for Wales what proposals his Department and its agencies have to assist the optical
fibres (BICC) plant at Deeside Industrial Park; and if he will make a statement. [56491]
Mr. Hain: The Welsh Office has approved the North Wales TEC's application that this should be regarded as a large scale redundancy.
Those affected by redundancy will therefore be immediately eligible for Work Based Training for Adults, the New Deal and Employment
Service programmes. Following the announcement the officials from the WDA and Flintshire County Council met the company and have
agreed to take all possible steps to try and assist the workforce in finding alternative employment, with a view also to ensuring
that the skills of the workforce can quickly be put to productive use for the benefit of the local economy.

Mr. Hain: The North Wales TEC was in touch with the company prior to the announcement and was able to put the appropriate assistance
packages in place to help those that would be affected by redundancy. This has been considered as a large-scale redundancy which
enables employees who have lost their jobs to be immediately eligible for Work Based Training for Adults, the New Deal for
Employment Service programmes.

Mr. Mudie: The Secretary of State announced at the TUC Conference on 15 September 1998 a £38 million Regional Development Agency
(RDA) Skills Development Fund including the new £5 million Rapid Response Fund to re-train those involved in large scale
redundancies. Final guidance on the operation of the full RDA skills package will be issued to RDAs in February 1999.
